Turkmenistan confidently follows the path of progressive transformations

Each new day in independent neutral Turkmenistan in the year of “Happy Youth with Arkadag Serdar” is marked by significant events, great successes in the development of the Motherland, and increasing its authority in the international arena. All political, economic and cultural reforms carried out in the country, including the modernization of the Constitution of the country and the national legal system, are aimed at strengthening the foundations of civil society and the rule of law, the further prosperity of Turkmenistan, and the steady growth of the level and quality of life of the population.

On January 9, President Serdar Berdimuhamedov held a working meeting on the digital system, which reviewed the progress of seasonal agricultural campaigns in the country.

The head of state noted the importance of ongoing agricultural work, in particular, plowing and leveling of land allotted for cotton, putting machinery and equipment in order, providing cotton growers with high-quality seeds.

It is necessary to strictly comply with the requirements of agricultural technology for the care of wheat crops, as well as to increase the rate of harvesting sugar beets grown in the Balkan and Mary velayats, to responsibly prepare for the sowing of potatoes and other fruit and vegetable crops.

In addition, it was noted that social and industrial facilities, the construction of which is planned within the framework of the National Program for the Transformation of the Social and Living Conditions of Life of the Population of Villages, Settlements, Etrap Cities and Etrap Centers, should be put into operation on schedule and with high quality. The head of state gave specific instructions to the leaders of the regions in connection with the increase in the pace of construction work.

On January 11, the head of Turkmenistan held meetings with authorized representatives of a number of countries appointed to a responsible diplomatic post.

Thus, President Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Italian Republic to Turkmenistan Luigi Ferrari, who presented his credentials to the head of state.

As noted during the meeting, Italy has been an important trade partner of Turkmenistan in the European space for many years. The private sector is making a significant contribution to expanding these efficient and productive relationships.

At the same time, it was emphasized that mutual opportunities can be used much more widely. First of all, taking into account the diversification of the economy of Turkmenistan, the widespread introduction of high-tech industries, the implementation of major national and international projects in the fuel and energy, transport, agriculture and textile sectors.

The importance of strengthening bilateral humanitarian ties was also noted.

President Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the State of Qatar to Turkmenistan Hamad bin Rashid bin Hamad Al-Azbi, who presented his credentials to the head of state.

The diplomat also conveyed warm greetings from the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, who addressed the wishes of well-being and prosperity to all the Turkmen people. At the same time, the high interest of the Qatari side in the further development of traditionally friendly relations with Turkmenistan was noted.

The fuel and energy complex, trade, investments, transport and communications, chemical and textile industries, agriculture, healthcare and high technologies were named among the promising areas of cooperation. The importance of expanding humanitarian and cultural contacts was also emphasized.

President Serdar Berdimuhamedov received the newly appointed Ambassador Extraordinary and Plenipotentiary of the Kyrgyz Republic to Turkmenistan Azizbek Madmarov, who presented his credentials to the head of state.

During the exchange of views on the prospects for bilateral cooperation, taking into account its multifaceted potential, the intensification of partnership in the trade and economic sphere, in the field of transport, transport infrastructure, energy, agriculture, the implementation of investment projects, as well as in the fields of science and education, culture, sports and tourism. Regular contacts at the level of the Foreign Ministries of the two states contribute to building up political and diplomatic cooperation.

In realizing the existing opportunities for expanding mutually beneficial trade and economic ties on a long-term basis, a significant role is assigned to the joint Intergovernmental Commission on Trade, Economic, Scientific, Technical and Humanitarian Cooperation.

On January 13, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers using the digital system. The agenda includes consideration of prepared draft documents and a number of other topical issues.

Among the topics discussed were further modernization of the legislative and legal framework of the state, ensuring stable growth in all sectors of the economy, increasing capacities and introducing new technologies in the construction and industrial sector and energy, in the field of communications, and modernizing the infrastructure of the Turkmenbashi International Seaport.

Information was provided on the preparation for the participation of our country in the World Exhibition "EXPO-2025", which will be held in Japan, the organization of the international conference "Main Directions and Potential for the Development of Tourism in Turkmenistan", scheduled to be held in March this year, as well as international olympiads scheduled for April and May in a number of universities in the country.

It was reported about the construction of underground storage facilities in Turkmenistan in order to ensure stocks of marketable gas. In our country, such a project will be implemented for the first time. For its implementation, as well as the preparation of a feasibility study, design, equipment and construction, it is planned to attract international consulting companies and carry out work in accordance with international practice.

The Turkmenbashi Complex of Oil Refineries of the State Concern "Turkmennebit" is taking measures to expand the range of oil products produced. Here, they started producing another type of import-substituting product - aviation gasoline of the V-92 brand. Together with the TCOR and the Technology Center of the Academy of Sciences, technical conditions were developed and appropriate measures were taken to produce this type of fuel.

At the meeting of the Government, a draft work plan of the Ministry of Foreign Affairs for 2023 was presented, developed on the basis of the tasks outlined in the programs “Revival of a new era of a powerful state: National program for the socio-economic development of Turkmenistan in 2022–2052”, “Program of the President of Turkmenistan on socio-economic Development of the country for 2022–2028”, “Program for the development of foreign economic activity of Turkmenistan for 2020–2025”, as well as the Concept of the foreign policy course of neutral Turkmenistan for 2022–2028.

The document is aimed at further implementation of the legal status of the country's permanent neutrality, building up foreign economic relations, promoting overall sustainable development, and humanizing international relations.

In this context, in the Plan, based on the Decrees of the head of state, as well as on the occasion of the 32nd anniversary of the independence of Turkmenistan, the 28th anniversary of the permanent neutrality of the country, the announcement of 2023 as the year of “Happy youth with Arkadag Serdar”, the adoption, at the initiative of Turkmenistan, of the Resolution “2023 - International Year of Dialogue as a Guarantee of Peace”, the diplomatic service provides for the organization and holding of a number of events.

The document also plans to work on the development of interaction between Turkmenistan and interested countries of the world.

An important area is international economic cooperation, which includes increasing the activity of intergovernmental groups created between Turkmenistan and foreign states, as well as expanding interest in the economic and export opportunities of our country, investment attractiveness through regular interaction with foreign government agencies, companies, banks.

The Plan also provides for the development of bilateral and multilateral documents within the framework of Turkmenistan's cooperation with countries of the world and international organizations.

In order to further improve the ongoing work on the implementation of the “Concept for the Development of the Digital Economy in Turkmenistan in 2019–2025” in the era of the Revival of a new era of a powerful state, the President of Turkmenistan signed a Resolution authorizing the Transport and Communications Agency under the Cabinet of Ministers to conclude with Huawei Technologies Co., Ltd. (People's Republic of China) contract for the purchase of equipment, software and licenses, transportation, installation, commissioning and technical support in the context of expanding the fixed telephone network in the velayats and the city of Ashgabat.

A new important step towards improving the state and socio-political structure of the country was the joint meeting of the Halk Maslakhaty and the Mejlis Milli Gengesh of Turkmenistan, held on January 11 in the capital's Congress Center under the leadership of the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov.

In accordance with the agenda, there was a discussion of the tasks facing the National Parliament and key goals for the consistent improvement of lawmaking at a new stage in the country's development in the era of the Revival of a new era of a powerful state.

In his speech, the Chairman of the Halk Maslakhaty Milli Gengesh Gurbanguly Berdimuhamedov focused on improving the system of state authorities in accordance with objective realities.

Guided by the noble traditions of the ancestors - to resolve the most important political, economic and military issues with public delegates at the national forum, and also taking into account the objective realities, Hero-Arkadag put forward a proposal to create the highest representative body - the Halk Maslakhaty of Turkmenistan, as well as to terminate the activities of the Halk Maslakhaty Milli Gengesh of Turkmenistan and the transformation of the legislative representative body of the country into a unicameral system.

Hero-Arkadag Gurbanguly Berdimuhamedov presented the structure of the Halk Maslakhaty of Turkmenistan, its composition and powers.

As noted, it would be right if the newly created Halk Maslakhaty of Turkmenistan includes:

Chairman of the Halk Maslakhaty of Turkmenistan;

President of Turkmenistan;

Chairman of the Mejlis; Chief Justice of the Supreme Court;

Secretary of the State Security Council; deputies of the Mejlis;

members of the Cabinet of Ministers; authorized representative for human rights - Ombudsman; attorney general; Minister Adalat;

hyakims of velayats, etraps and cities;

chairmen of the Halk Maslahaty of velayats, etraps and cities;

archins of cities and towns that are the administrative centers of etraps;

leaders of political parties, trade unions and other public associations; members of the public, including elders, proposed by the Halk Maslahaty of the velayats and the city of Ashgabat.

The powers of the Halk Maslakhaty of Turkmenistan may include: consideration and approval of proposals on the adoption of the Constitution of Turkmenistan and constitutional laws, amendments and additions to them, consideration and approval of the main directions of the domestic and foreign policy of the state, programs of political, economic, social and cultural development of the country , listening to the annual messages of the President of Turkmenistan, consideration of issues of peace, security and other powers.

Meetings of the Halk Maslakhaty are convened as necessary, but at least once a year, by its Chairman or at the suggestion of one third of the total number of members of the Halk Maslakhaty.

The meeting participants fully supported the submitted proposals.

As noted, the creation of the Halk Maslakhaty of Turkmenistan will provide all the opportunities for improving the political system of society, free discussion and making important decisions, following the age-old national democratic traditions, as well as transparency, justice, and the rule of law.

The transformation of the National Parliament into a unicameral system will further strengthen the legislative framework of the Motherland that meets international standards in terms of its inclusion in the global socio-economic space and the sphere of digital technologies, as well as the creation of a flexible system of government.

As a result of the meeting, the Joint Resolution of the Halk Maslakhaty and the Mejlis Milli Gengesh “On issues related to the creation of the Halk Maslakhaty of Turkmenistan, the abolition of the Halk Maslakhaty Milli Gengesh of Turkmenistan and the reorganization of the representative body exercising legislative power into the Mejlis of Turkmenistan, consisting of one chamber” was adopted.

Chairman of the Halk Maslakhaty Milli Gengesh of Turkmenistan, Gurbanguly Berdimuhamedov, signed the Resolution “On the establishment of the Constitutional Commission for the development and generalization of proposals in connection with the introduction of amendments and additions to the Constitution of Turkmenistan and the approval of its composition.”

The Constitutional Commission is instructed to prepare and, in accordance with the established procedure, propose to the upcoming joint meeting with the participation of representatives of the public of the chambers of the Milli Gengesh of Turkmenistan the draft Constitutional Law of Turkmenistan “On Amendments and Additions to the Constitution of Turkmenistan” and the Constitutional Law of Turkmenistan “On the Halk Maslakhaty of Turkmenistan” for their consideration and adoption.

According to the Decree of the President of Turkmenistan, a joint meeting of the chambers of the Milli Gengesh of Turkmenistan with the participation of members of the public will be held on January 21, 2023 in Ashgabat, at the Maslakhat Palace.

In order to successfully implement the multi-vector transformations taking place in all spheres of the country's life, and organize the activities of representative bodies of state power, local self-government bodies in accordance with the requirements of the time, the Resolution of the Mejlis Milli Gengesh of Turkmenistan, the election of deputies of the Mejlis of the seventh convocation, members of the velayat, etrap and city halk maslahaty fifth convocation, members of the Gengeshes of the ninth convocation were appointed on Sunday, March 26, 2023.

On January 14, a meeting of the working group created by a joint Decree of the Halk Maslakhaty and the Mejlis Milli Gengesh to study and summarize the proposals received on amending the Constitution of Turkmenistan was held.

During the meeting, numerous proposals were analyzed in support of the above-mentioned reform related to the creation of the Halk Maslakhaty of Turkmenistan, the abolition of the Halk Maslakhaty Milli Gengesh of Turkmenistan and the reorganization of the representative body exercising legislative power into the Mejlis of Turkmenistan, consisting of one chamber. The members of the working group specified their tasks to summarize these proposals in accordance with world practice and explain to the population the importance of the planned changes.

On January 15, the Chairman of the Halk Maslakhaty Milli Gengesh, Honorary Elder of Turkmenistan Gurbanguly Berdimuhamedov, at the request of the head of the State Committee for the Construction of the Center of the Ahal Velayat D. Orazov and the Hyakim of the city of Arkadag Sh. Durdylyev, made a working trip to the city of Arkadag, during which he got acquainted with the dynamics of the ongoing work, as well as with the projects of the Main Mosque, planned for construction in the administrative center of the region.

Thus, the events of the past week have become evidence of how, under the leadership of President Serdar Berdimuhamedov, in the era of the Revival of a new era of the powerful state, Turkmenistan continues to confidently move along the path of comprehensive socio-economic transformations and democratic reforms, which is a visible embodiment of the inseparable connection of times and the continuity of generations, aspiration our independent neutral Motherland to new heights of creation and progress.
