On the basis of the Scientific-Clinical Center of Mother and Child Health Care, where early child development Center operates, is organized the workshop. Together with Turkmen doctors, experts from international organizations, on the view of which the experience of the Center, the first in Central Asia, is needed to develop and implement, not only throughout the country, but also in the neighboring countries, giving it international status.
The Maternal and Child Health Protection is a national priority in Turkmenistan. The country joins the major international conventions and strategies. The leading national experts familiarize with the concept of Pediatricians and early intervention services models in the UK, Turkey, Lithuania and Belarus.
Primary health care of the pilot regions have been trained on the early development of the child in the diagnosis of disorders of growth and development and counseling skills of parents.
National Strategy and Action Plan on "The Maternal and health care, newborn, and child and adolescent in Turkmenistan" for 2015-2019 years was developed with technical support of UNICEF, WHO and UNFPA. With accordance of international experts, these documents help to strengthen Turkmenistan's healthcare system, and implement effective implementation of health programs.
One of the main topics of the training for Kyrgyz medical specialists were the issues of pediatric and early intervention services with a focus on early detection and provision of trans-disciplinary services, as well as the harmonious development and preparation of the child for school.
The normative basis and standards for the health care provision in the field of maternity and child care is improved in Turkmenistan. The clinical protocols on neonatal care and newborn resuscitation has been developed and updated. The WHO standards are being introduced to monitor the growth of children. It is planned to launch early intervention centers at all levels of public health.
The legal base of motherhood and child sphere is modernized. The Law on Protection and Promotion of Breastfeeding and requirements for baby food products in accordance with International Code for breast milk substitutes are amended. Moreover, National Programme on healthy eating is adopted. With support of UNICEF, it is developed recommendations on improvement of patronage system. Development of service standards based on a multi-sectoral approach creates an effective mechanism to support the development of the child.
In view of the National Programme for the early development, the training program on the subject of "The pre-school pedagogy" for teaching school students was finalized and approved. The Turkmen State Pedagogical Institute named after S.Seydi was opened the specialty "Preschool education and training", where 26 subjects and programs was developed and approved. Issues of early development and preparation to school of the child are included in the advanced training programs of preschool educators. Also, the early child development centers for children with disabilities are created.
The experience and work of the St. Petersburg Early Intervention Institute has been studied, on the basis of which, the Turkmen education and health specialists have been passed a short-term specialized training. In addition, it was organized training workshops for Turkmen specialists with the participation of employees of the Institute.
Also, it was developed an inclusive training to promote the issues of inclusive education with the assistance of roadmap with the support of international consultants.
In the framework of the National Strategy, the study of innovative trends to create optimal conditions for the prevention, early diagnosis and successful correction of disorders in child development, education and training, social adaptation and integration into society of persons with disabilities is considered.
As noted, Deputy Director of the Pediatric Clinic in Bishkek, Gulnaz Abdykerimova there was no national programs development strategies of pediatric and early intervention services in Kyrgyzstan it was in the planning stage. There was no Centers of the early development of Child. Thus, the experience of Turkmenistan is useful to us, -she states. - Especially in identifying children with developmental disorder, the establishment of specialized centers and monitoring of the situation.
