In order to further develop and strengthen the material and technical base of the domestic healthcare system, improve the specialized medical services provided to the population on the basis of advanced technologies, as well as the construction of modern healthcare facilities equipped with the latest generation medical device conforming to international standards, in the era of the Revival of a new epoch of a powerful state, the President of Turkmenistan signed a Decree, having allowed the Ministry of Health and Medical Industry to conclude a contract with the Gap Inşaat Ýatyrym we Dyş Tijaret A.Ş. Turkish company for the design of an International Pediatrics Center for 160 places in Ashgabat, providing it with modern medical equipment, spare parts and consumables, for special training of personnel and construction with landscaping of the adjacent territory, with the condition of reconstruction or gaskets for the center of new external supply engineering systems and structures of electric, gas, water supply, communications and sewerage with connection to the citywide network.
The document prescribes to begin construction work in March 2023 and to hand over the facility with full readiness for operation in February 2026.

Turkish company for the design of an International Scientific and Clinical Oncology Center for 500 places in Ashgabat, providing it with modern medical equipment, spare parts and consumables, for special training of personnel and construction with landscaping of the adjacent territory, with the condition of reconstruction or laying for the center of new external supply engineering systems and structures of electric, gas, water supply, communications and sewerage with connection to the citywide network.
The document prescribes to start construction work in March 2023 and to hand over the facility with full readiness for operation in August 2026.

In order to train specialists with higher education corresponding to international standards in the era of the Revival of a new epoch of a powerful state, as well as the proper organization of the activities of Aba Annaev International Academy of Horse Breeding, the President of Turkmenistan signed a Decree approving the structure of Aba Annaev International Academy of Horse Breeding.
According to the document, the Türkmen atlary State Association is prescribed:
– to prepare and approve the Charter of Aba Annaev International Horse Breeding Academy in coordination with the Ministry of Education in the prescribed manner;
– jointly with the Ministry of Education to prepare curricula in accordance with international standards and submit for approval by the relevant Deputy Chairmen of the Cabinet of Ministers in the areas of training (specialties) International Academy of Horse Breeding named after Aba Annaev;
– organize, in accordance with the established procedure, the invitation of foreign teachers and specialists to teach at Aba Annaev International Academy of Horse Breeding;
– together with the Ministry of Adalat of Turkmenistan, within a month to prepare and submit to the Cabinet of Ministers of Turkmenistan proposals on amendments and additions to the legislation of Turkmenistan arising from this Resolution.
The document also prescribes to start admitting students to study at Aba Annaev International Academy of Horse Breeding from the 2023-2024 academic year.

In order to successfully solve the tasks of developing the silkworm industry in the era of the Revival of a new epoch of a powerful state, as well as increasing the volume and improving the quality of silkworm cocoons produced, the President of Turkmenistan signed a Decree ordering the Ministry of Agriculture and Environmental Protection and the khyakimliks of velayats to ensure the production of 2,300 tons of silkworm cocoons in 2023, including in Akhal velayat – 300 tons, Balkan velayat – 50 tons, Dashoguz velayat – 500 tons, Lebap velayat – 1,010 tons, Mary velayat – 440 tons.
The Ministry of Agriculture and Environmental Protection is instructed to conclude general agreements with the khyakimliks of the velayats for the production of silkworm cocoons, as well as to provide Daikhan associations of velayats, agricultural enterprises, Daikhan farms, tenants and landowners with the necessary volume of high-quality silkworm grains.
The khyakimliks of the velayats are instructed to ensure the full fulfillment of contractual obligations in accordance with this Resolution.

In order to successfully solve the tasks outlined in the “Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028”, as well as to further increase the public utilities provided to the population in the era of the Revival of a new epoch of a powerful state, the President of Turkmenistan signed a Decree authorizing the Khyakim of Ashgabat to conclude with the CAI Interbudmontazh GmbH company (Swiss Confederation) a contract for lowering the groundwater level and construction of underground drainage tunnels in the capital to drain sewage and storm water, with the condition of laying external supply engineering systems of water supply and sewerage.
The document prescribes to begin construction work in February 2023 and to hand over the facility with full readiness for operation in September 2030.

In order to ensure high growth rates of the economy of the independent Homeland and maintain an active investment policy, the transformation of Turkmenistan into an industrially developed state, the successful implementation of market economy reforms that ensure diversification and adaptation of the economy to digitalization by industry and form of ownership, job creation, consistent implementation of measures to strengthen the economic potential of the country and its regions, further improvement of conditions the life of the population and the improvement of regional investment activity in the year, held under the motto “Happy youth with Arkadag Serdar”, the President of Turkmenistan signed a Resolution approving the Investment Program of Turkmenistan for 2023.
Ministries, branch departments, khyakimliks of velayats and Ashgabat city are instructed to ensure its timely and proper execution.

Ministries, branch departments, khyakimliks of velayats and Ashgabat city are instructed to ensure its timely and proper execution.

In order to successfully implement the “Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028”, stimulate the achievement of the best results in the social, economic and cultural spheres in etraps and cities, the creation of industries with modern technologies in the era of the Revival of a new epoch of a powerful state, as well as the execution of the Order #1591 by the President of Turkmenistan dated February 11, 2022, the President of Turkmenistan signed the Order. According to the document, Makhtumkuli etrap of Balkan velayat was declared the winner of Turkmenistan, which by the end of 2022 achieved the highest results in all indicators in the social, economic and cultural spheres among etraps of velayats and cities with the rights of etraps, as well as etraps of Ashgabat city, and Makhtumkuli etrap khyakimlik was awarded a cash prize of US $1 million.
The document prescribes the Central Bank to allocate the above funds from the State Fund for the Development of the Golden Age of Turkmenistan.

In order to successfully implement the “Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028”, to ensure the sustainable development of the country, to stimulate the creation of industries with modern technologies, as well as to consistently improve the social and living conditions of the population in the era of the Revival of a new epoch of a powerful state, the President of Turkmenistan signed an Order declaring among the etraps velayats and cities with the rights of etraps, as well as etraps of Ashgabat city of the competition for achieving the best results in all social, economic and cultural indicators in the velayats and Ashgabat city according to the results of 2023.
In accordance with the document, a Commission was established to determine an etrap or a city with the rights of an etrap – the winner of the competition in achieving the highest results in all social, economic and cultural indicators in the velayats and Ashgabat city by the end of 2023 and its composition was approved.
This Commission is instructed to establish an etrap or a city with etrap rights, which in each velayat and in Ashgabat city will achieve the highest results in the above-announced competition, and then – to determine among them an etrap or a city with etrap rights, which will be recognized as the winner in Turkmenistan.
The document prescribes to award a cash prize in the amount of US $1 million to the khyakimlik of the etrap or the city with the rights of the etrap, which became the winner in Turkmenistan in the above-mentioned competition.

Following the ancient traditions of good neighborliness and humanism of the Turkmen people, in order to send humanitarian aid to the children of the friendly Turkish people on behalf of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Guardianship in connection with the natural disaster that occurred in the Republic of Türkiye, which caused numerous human casualties and injuries, as well as large-scale destruction, the President of Turkmenistan signed an Order, prescribing to the Ministry of Health and Medical Industry, the Ministry of Textile Industry, to the Union of Industrialists and Entrepreneurs, the National Red Crescent Society, to donate the Turkish side appropriate medicines and medical supplies, as well as food products as humanitarian aid.
