President of Turkmenistan, Supreme Commander of the Armed forces of the country Army General Gurbanguly Berdimuhamedov held regular session of the State Security Council where the leaders of military and law enforcement agencies reported on the work undertaken for 11 months of the current year, improvement and modernization of equipment and facility base as well as on fulfilment of the assignments for support of social and political stability and provision of law and order in the country.
First, the floor was given to Secretary of the State Security Council, Minister of Defence Ya. Berdiyev, who reported of the course of military reform, which main aspects are improvement and consolidation of equipment and facilities base of the Armed Forces, training of qualified military personnel as well as establishment of favourable conditions for service and life of the staff.
Summing up the report, President Gurbanguly Berdimuhamedov made special mention that military doctrine of Turkmenistan, which was developed and being realized in line with the state defensive policy of our neutral state, meets socially oriented poitical course and aimed at support of peace, stability and security in the country.
B. Gundogdyiev, the Head of the State Border Guard Service reported on the measures undertaken during 11 months of the current year for provision of reliability and inviolability of frontiers if the country as well as on the course of construction of new buildings and technical provision of border guard posts, work for combat training of young personnel, improvement of their professional knowledge and practical skills.
Having note special responsibility of the border guard personnel, who protect the frontiers of the Motherland round-the-clock, their input in support of peace and stability in native land, President of Turkmenistan Gurbanguly Berdimuhamedov said that the Government would continue paying utmost attention to establishment of deserving conditions for service and life of Turkmen border guard staff. In this regards, the Head of the State pointed at the necessity of strict control for the course of construction of the facilities including new buildings of the border guard posts and accommodations as well as at improvement of educational patriotic work among the personnel and conscripts.
Minister of Internal Affairs I. Mulikov reported on the activity of his department for 11 months of the current year, prevention of crimes and support of law and public order in the country. The measures undertaken for fulfilment of the assignments of the Leader of the Nation on elimination of drug addiction and prevention of traffic accidents became separate subject of the report.
Having listened to the report, the Supreme Commander of the Armed Forces requested the Minister to hold under permanent control the activity of the structures under his supervision which are summoned to provide public order, strict observance and comprehensive support of the right s and freedom of the citizens.
General Prosecutor A. Halliyev informed on the work carried out by prosecution agencies from the beginning of the year for control of observance of law and order as well as on the execution of the assignments given by the Head of the State earlier.
Having highlighted the necessity of utmost selection of competent and professional personnel, President Gurbanguly Berdimuhamedov mentioned that only highly professional specialists have to work in prosecution agencies.
After, Chairman of the Supreme Court B. Chariyev reported on the work for improvement of national judiciary for 11 months of 2016 taking into account modern demands and with strict adherence to existing norms of international law.
Having noted that the activity of juridical bodies has to meet high targets and goals of the state policy of Turkmenistan, which priority is a wellbeing of the people, the Supreme Commander requested to intensify the work in this direction as well as pay special attention to systematic improvement of professional level of judges.
Specific measures, undertaken by the Ministry of National Security for 11 months of the current year for provision of social and public stability were reflected in the report of the Head of the ministry D. Bayramov.
Having noted exclusive importance of the functions entrusted to the Ministry of national Security, the Head of the State stressed the attention on the necessity of further control for observance of law and order, which are integral condition of peaceful and prosperous life of Turkmenistan citizens, and gave number of specific orders to the minister in this regard.
Chairman of the State Custom Service M. Chakyiev reported on the results of activity of the structure under his supervision for the period under review. It was highlighted that taking into account foreign economic activity and consolidation of Turkmenistan status as important regional transport and transit hub, great attention is paid to technical re-equipment of custom terminals and improvement of professional level of the personel.
The Head of the State stressed the attention on the subjects of the correspondence of the work by the State Custom Service with time demands and international standards. At the same time, the necessity of permanent improvement of methods of work, including the use of modern technologies, consolidation of equipment and facilities base of the Service, regular theory and practical trainings for the personnel of control and transit points of the country, was highlighted.
Chairman of the State Migration Service M. Nobatov reported on steadfast measures for improvement of the efficiency of the activity of the Service for 11 months of the current year for provision of national security and realization of the important priority of the state policy – the expansion of mutually beneficial cooperation with all interested foreign countries.
Having listened to the report, President Gurbanguly Berdimuhamedov pointed at the necessity of further consolidation of equipment and facilities base of the Service and all its departments, increase of professional training of the personnel and improvement of working conditions. Having requested to pay special attention to establishment of the conditions for all necessary migration procedures of foreign citizens in accordance with international standards, the Head of the State gave number of specific orders to the Chairman of the Migration Service.
Minister of Justice B. Muhammedov reported on the work for improvement and further comprehensive development of national legislation base.
Highlighting the importance of large-scale legal reform in the country, adoption of new edition of the Constitution of Turkmenistan, President Gurbanguly Berdimuhamedov pointed at the necessity of further work, coordinated with the Mejlis of Turkmenistan and other relative departments, for improvement of national legislation in accordance with time demands and international law standards and gave number of instructions in this regards.
