Consistently implementing the foreign policy based on the status of permanent neutrality, our country under the leadership of head of the state Serdar Berdimuhamedov increases fruitful relations both in bilateral and multilateral formats. Taking an initiative position in development of solutions of topical issues of global agenda, Turkmenistan brings an invaluable contribution to consolidation of efforts to maintain peace, security and stability, expansion of fruitful partnership for universal well-being.

On July 4, President Serdar Berdimuhamedov took part in the 23rd meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held via videoconference.

In his speech at the summit, the President of Turkmenistan noted that for our country the relation with the Shanghai organisation is an important part of strategy of international cooperation. Turkmenistan approaches with big respect and interest concerns initiatives of SCO in economic, investment, transport, power energy and other spheres and sees good possibilities of participation in their realisation on a mutually beneficial and long-term basis.

Speaking on readiness of Turkmenistan to active interaction with SCO, the head of the state proposed to pay attention to a number of concrete areas of work.

Those areas included adjustment of political and diplomatic cooperation in the sphere of cyber and biosecurity; development of the mechanism of logistic activity aimed at creation new and increase of efficiency of existing intercontinental and regional transport-transit corridors; creation of conditions for systematic and long-term cooperation in the power energy sphere by means of planning of joint projects on diversification of delivery of energy carriers; establishment of a platform for effective partnership in the sphere of high technologies; coordination of teamwork in the field of climate change and preservation of the environment and ecology.

In the given context, interested parties were proposed to consider possibility of participation in realisation of the initiative of Turkmenistan on creation of the Regional centre for technologies, connected with climate change.

As the first step on the way of achievement of stated proposals, the head of the state pointed out expediency of carrying out consultations at the level of experts in each of above-named areas.

It was also underlined that the similar format can be in the long term used on other actual aspects of the dialogue via Turkmenistan-SCO line, giving it systematic character, including in such spheres as culture and humanitarian interaction, science, education, public health services.

Our country clearly sees prospects and mutual benefits of cooperation, its conformity to radical, original interests of our people and states, the head of Turkmenistan said and confirmed readiness for further constructive teamwork.

Issues of development of regions of the country as well as the course of agricultural campaigns were considered at the online working meeting, which President Serdar Berdimuhamedov held on July 3.

As was informed, the grain-harvesting season is at the final stage and everything necessary is ensured to complete the harvesting campaigns without lost. The fields freed from grain are ploughed for the purpose of preparation for the sowing campaign of the next year. Thus, the arsenal of machinery is effectively used.

In cotton fields, top dressing by mineral fertilizers, vegetative watering are carried out and preventive measures to control agricultural pests and plant diseases are undertaken.

At the same time, potato, gourds and vegetables are gathered and delivered subsequently to home markets.

In Dashoguz and Lebap velayats rice fields are provided with mineral fertilizers and vegetative watering, in Mary velayat – the sowing of sugar beet is carried out. All agricultural activities are carried out according to the established plan.

Having drew the attention to necessities of maintenance of quality of seasonal work, the President of Turkmenistan marked that at their fulfilment some shortcomings have been made. Having underlined that at exact observance of rules of agro-technical standards, it was possible to reach higher indicators, the head of the state instructed to provide timely and qualitative implementation of all work according to established standards.

On July 7, President Serdar Berdimuhamedov held the next online meeting of the Cabinet of Ministers, which discussed important issues of state life and considered drafts of some documents.

In particular, further modernisation of national legislation, measures for development of market relations and expansion of export potential of the country, strengthening of the technical and material basis of the fuel and energy complex, power energy sphere, branch of marine and river transport, activity of the Union of Industrialists and Entrepreneurs for industrialisation of economy were informed. 

At the meeting, a good news of successful fulfilment of the state grain production plan by grain growers of Balkan velayat was delivered.

Having congratulated grain-growers of the western region of the country with their labour victory, the head of Turkmenistan underlined that the state will further provide all conditions for fruitful work of peasants.

Issues of intensification of activity on study, protection and restoration of historical and cultural monuments of Turkmenistan and perfection of national educational system were also considered.

Besides it, a number of proposals on expansion of cooperation of Turkmenistan with the United Nations Educational, Scientific and Cultural Organization (UNESCO) sounded.

In particular, it concerned the issue of joining of the Magtymguly youth organisation of Turkmenistan UNESCO Global Youth Community as well as involvement of our country in the activity of the UNESCO International Institute for Central Asian Studies, covering such areas as tangible and intangible cultural heritage, environment, archaeology, history, ethnography, written and oral literature and social sciences.

It is proposed to develop a road map for cooperation between the Ministry of Education of Turkmenistan and Institute for Information Technologies in Education (IITE).

For consideration of the head of the state, the proposal to hold the international conference on the 30th anniversary of cooperation of Turkmenistan with UNESCO in Ashgabat in 2024 was submitted.

At the meeting, the President of the country signed a number of personnel documents.

On July 8, the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan held the first meeting of the Board of the Charitable Foundation for Assisting Children in Need of Guardianship named after Gurbanguly Berdimuhamedov in the city of Arkadag. Results of activity of the Foundation, preparation for the beginning of work of the children health and rehabilitation centre named after Gurbanguly Berdymuhamedov were discussed.

During the meeting, Hero-Arkadag emphasised that in Turkmenistan takes with full responsibility issues of protection of children, family support services and noted necessity of expansion of activity of the Foundation and intensification of international cooperation.

Past week, the Mejlis hosted reception of credentials from the Ambassador Extraordinary and Plenipotentiary of the Republic of Tunisia to Turkmenistan Tarek Ben Salem.

The diplomat was informed on basic areas of state policy of independent neutral Turkmenistan as well as was acquainted with large-scale social and economic transformations carried out in our country.

Having underlined the interest of Tunis in intensification of cooperation with Turkmenistan, Mr Tarek Ben Salem confirmed readiness in every possible way to promote development of fruitful contacts in various areas. A significant role of inter-parliamentary relations was also marked.

Arkadag city hosted the international conference “Arkadag city – an ecologically successful land of beautiful nature” in a hybrid format.

Heads and representatives of the Minister of Agriculture and Environmental Protection, experts of nature protection structures and branch departments, scientific community, high schools and public associations of the country as well as heads of authoritative international and regional organisations accredited in Turkmenistan took part in the forum.

Discussed issues included perfection of national legislation in the field of preservation of the environment, basic vectors of cooperation with international organisations in the sphere, measures taken to combat climate change and adaptation, maintenance of ecological well-being and desertification prevention and importance of cultivation of non-polluting products.

As was marked, nature protection, introduction of new, non-polluting technologies, "green" economy, digital system, maintenance of ecological safety in the country and region are one of the basic areas of state policy pursued by President Serdar Berdimuhamedov.

In speeches, it was underlined that the city of Arkadag can become a perspective platform for piloting innovations not only in economy and social spheres, but also in the field of preservation of the environment.

In the office building of a building complex "smart city", the international scientific conference “Arkadag city- a majestic sample of building and industry” took place.

Heads and representatives of establishments and enterprises of building, industrial, power, chemical and road branches of Turkmenistan as well as some foreign companies, which are old and reliable partners of our country, took part in the forum. Among them – “BUIG Turkmen", "Daewoo Engineering and Construction Co., Ltd" , "Hyundai Engineering Co., Ltd", "Kawasaki Heavy Industries, Ltd", "Sumitomo Corporation", "Çalik Enerji Sanayi ve Ticaret A. Ş.", "Rönesans Inşaat”, "Vozrozhdeniye”,  “Altkom” road construction open end company, “INAS+” limited liability company and others.

As speakers underlined, one of the features of Arkadag city is that initially, at the designing stage, unique innovative solutions allowing generating a well- arranged city environment were envisaged.

It is remarkable that the student's youth was actively involved in preparation of the project.

A special emphasis was made in speeches that in the world there are so many countries today, which can construct and put in operation the whole city erected on the basis of the "smart city" concept.

On the margins of the conference, meetings of heads of ministries and sectoral departments of the construction and industrial complex of Turkmenistan with representatives of foreign companies were held with a view of discussion of perspective areas of cooperation developed on principles of long term and mutual benefit.

Thus, main priorities of the policy pursued by President Serdar Berdimuhamedov - strategic partnership for universal peace, security, progress, social and economic prosperity of our fatherland, scientific and technical progress, and increase of well-being of people found their reflection in events of the past week.
