June -2023: following the course of foreign policy initiatives of the head of the state

The “open doors” policy successfully realised under the leadership of President Serdar Berdimuhamedov and wide cooperation found a bright reflexion in political consultations, numerous meetings and business negotiations in bilateral and multilateral formats, profile exhibitions, business forums and cultural actions held by ministries and departments in the month under review.

A fruitful dialogue established with interested partners visually displays a firm aim of independent neutral Turkmenistan at expansion of mutually beneficial relations in general interests.

Perspective areas of partnership became the main topic of discussion at meetings of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov as well as Chairwoman of the Mejlis D.Gulmanova, which took place on June 1 with Secretary General of the Organization for Security and Cooperation in Europe Ms. Helga Schmid, who arrived in our country with a working visit. As was underlined, the opening of a new building of the Centre of the Organization in Ashgabat became an acknowledgement of aspiration of OSCE and Turkmenistan to the strengthening of long-term relations.

On June 1, the foreign policy department of our country hosted Turkmen-Finnish interdepartmental consultations, which discussed issues of expansion of relations in political-diplomatic, trade and economic and cultural-humanitarian areas, interactions within the framework of international organisations, in particular, the United Nations, EU and OSCE.

Days of culture of Turkmenistan in the Republic of Armenia became a reliable basis for further development of cultural-humanitarian relations held in the beginning of month. Within the creative action the concert of workers of art and culture, an exhibition of works of art and crafts and paintings took place. The history and original traditions of Turkmen people, our fatherland’s achievement of the modern day also found their reflection in the exposition. Besides it, the actions devoted to the 300th birthday anniversary of the outstanding poet and philosopher of the East Makhtumkuli Fragi were also organised.

Head of the Council of Europe Charles Michel, Presidents of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Deputy-Chairman of the Cabinet of Ministers of Turkmenistan took part in the high-level summit in the format “Central Asia-European Union” held on June 2 in the city of Cholpon-Ata (the Kirghiz Republic).

Priority areas of interaction of Central Asia -EC, including in spheres of transport-transit relations, digitalization, preservations of the environment, education, cultures, tourism, as well as security issues of borders, combat of drugs trafficking were considered.

On June 5, the meeting of co-chairmen of Turkmen-Japanese and Japanese-Turkmen committees on economic cooperation, which considered perspective projects in the report of the joint meeting of Committees took place in a video conferencing mode.

That very day in Dushanbe city (Republic of Tajikistan) the next meeting of the Board of the International Fund for saving the Aral sea, and also the International conference “Central Asia: on the way to sustainable future by means of strong regional institute”, dated the 30th anniversary of IFAS. Delegations of Turkmenistan, Republic of Kazakhstan, the Kirghiz Republic, Republic of Tajikistan, Republic of Uzbekistan, members of Executive committee of IFAS, representatives of structural divisions of the Fund took part in forums.

At meeting the issues connected with realisation of projects of the Action Programme to assist countries of the Aral Sea basin (ASBP-4), realization of the actions devoted to the 30th anniversary of IFAS as well as results of activity of the Working group on perfection of organizational structure and contract-legal basis of IFAS were discussed. Following the results of the meeting, a number of documents were signed.

On June 5, on the occasion of the World Environment Day in the conference hall of the office building of the agricultural complex of Turkmenistan the scientific-practical conference “Achievements in the field of preservation of the environment and international cooperation in this sphere in the year under the motto “The Happy youth with Arkadag Serdar” was held.

Within the fourth meeting of the Intergovernmental Turkmen-Georgian commission on economic cooperation in Tbilisi which took place on June 5-6 the meeting of co-chairmen of the Commission, which underlined a high level of bilateral partnership and areas of further interaction, in particular, in trade and economic, transport-logistical, power energy, cultural-humanitarian, scientific-education spheres as well as in spheres of investments, agriculture, sports and tourism were defined. Following the results of the meeting, the corresponding protocol was signed.

Advancement of values of Turkmen culture in the international space, organisation of exhibitions of unique archaeological and ethnographic exhibits became the purpose of the working trip of the delegation of Turkmenistan to the city of Rome (Italian Republic)., which was made on June 4-7.

Within the visit meetings with the minister of culture of Italy, mayor of Rome, where issues of development of cultural-humanitarian relations between two countries, including the holding of an exhibition of artefacts of Turkmenistan in the Italian Republic were discussed, took place.

On June 7, the Ministry of Foreign Affairs held the meeting on preparation of the Framework programme of the International Atomic Energy Agency (IAEA) for Turkmenistan in which basic directions of cooperation for forthcoming years fixed in the preliminary draft of the country program were in details considered.

In meetings of the Eurasian intergovernmental council and Council of heads of the governments of the Commonwealth of Independent States, that took place on June 7-8 in the city of Sochi (Russian Federation) as well as in the 3rd Eurasian Congress and 2nd Youth forum of the CIS and ЕАЭС the Turkmen delegation took part. Within the actions the exhibition “Eurasia - our home”, where production of the enterprises of several ministries and departments of Turkmenistan was displayed, was organised.

Prospects of further development of the Turkmen-Hungarian partnership were discussed at the meeting of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov with Prime Minister of Hungary Viktor Orbán, which was held on June 8.

On June 8, the Ministry of Foreign Affairs hosted the online meeting with heads of structures of the United Nations in Turkmenistan to consider a wide spectrum of issues of further interaction with the United Nations Organization in such areas as sustainable development, digitalization, climate change and environmental protection, cultural heritage preservation, application and introduction of the best expertize in the education system and public health services, took place.

At the next meeting of the National Commission of Turkmenistan for UNESCO, which took place on June 12 in the Ministry of Foreign Affairs a special emphasis was made on the teamwork carried out to include national values of Turkmenistan into the UNESCO World Heritage List.

That very day the International scientific conference “Science, technics and innovative technologies in the Era of Revival of the New Epoch of the Powerful State” dated to Day of Science was held.

Condition and prospects of bilateral partnership became a point of issue of meetings with Kairat Abdrakhmanov, OSCE High Commissioner on National Minorities that took place on June 12-13 in the Mejlis and Ministry of Foreign Affairs.

On June 12, the Ministry of Foreign Affairs hosted the meeting with director of the UNESCO Cluster Office in Tehran, representative of UNESCO in Turkmenistan and Iran Golda El-Khoury. Joint projects and plan of actions were considered.

On June 13-16 in the Avaza National tourist zone the International dance-folklore festival "Avaza-2023" and scientific-practical conference “Traditions of folklore creativity and national dance”, devoted to sources of musical art of nations of the world, preservation and popularisation of bright and original palette of national culture was held.

During the meeting, which took place on June 19 in the Ministry of Foreign Affairs with United Nations Multi-Country Office for Project Services (UNOPS) in Austria Ms. Freya von Groote prospects of cooperation of Turkmenistan with the United Nations on a wide spectrum of issues of international agenda were discussed.

Within the participation of the Turkmen delegation on June 19-20 in actions of the High-level Week for combat of terrorism in New York bilateral meetings with UN Under-Secretary-General, Head of the Counter-Terrorism Directorate Vladimir Voronkov as well as with Assistant Secretary-General and Executive Director of the UN Counter-Terrorism Committee Executive Directorate (CTED) Natalia Gherman, in which readiness of our country to continue close interaction with the United Nations and its partners in solution of actual problems of the present, was expressed.

Intensification of inter-parliamentary partnership became a topic of discussion of meetings with the delegation of the European parliament led by Tomáš Zdechovsk that took place on June 19 in the Mejlis and Ministry of Foreign Affairs.

Issues of expansion of trade and economic relations by means of establishment of direct contacts between business communities of two countries were mentioned during the telephone conversation of heads of foreign policy departments of Turkmenistan and the State of Israel, which took place on June 20.

That very day in the Institute of language, Literature and National Manuscripts named after Makhtumkuli of the Academy of Sciences a solemn meeting on the occasion of transfer to National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov a two-volume book as gift “Magtymguly Pyragynyň goşgular diwany” (Collection of poems of Makhtumkuli Fragi) from Spiritual Leader of the Islamic Republic of Iran Ayatollah Ali Khamenei.

One of themes of the conference “Financial and investment support of actions for rational use of water resources” held in Ashgabat in a hybrid format was financing of target projects and programs in the field of effective water use. By results of the forum, the final communique was adopted.

On June 21 in New York, at the office of Permanent mission of Turkmenistan at the United Nations Organization, a ceremony of signing of the Joint communique on establishment of diplomatic relations between Turkmenistan and the Republic of Trinidad and Tobago took place.

On June 21-22 within the visit of the delegation of our country to Abu-Dhabi city (United Arab Emirates) meetings with Nickolay Mladenov, Director General of the Anwar Gargash Diplomatic Academy (AGDA) and representatives of the faculty in which the information on methodology and teaching program, including research, publishing and scientific-practical work of the Academy as well as training of diplomats was given, were held.

At negotiations with the Director General of the Centre for Strategic Research and Development, deputy minister of foreign affairs of the United Arab Emirates for international development the parties confirmed adherence to friendly interstate relations, activization of contacts within the authoritative organisations.

On June 23, Turkmen-Italian and Turkmen-Lithuanian interdepartmental consultations took place in the Ministry of Foreign Affairs and they discussed prospects of expansion of partnership on a number of areas, including in political - diplomatic, trade and economic and cultural-humanitarian spheres as well as interactions in the area of international structures.

From June 24 to June 29 in honour of the 30th anniversary of creation of TURKSOY Turkmenistan hosted the Week of culture of the Turkic states in which joint concerts of folklore and dancing groups, musicians and opera singers, photo-exhibition and review of children's drawings took place.

Main objectives of the International scientific conference “Era of Revival of the New Epoch of the Powerful State and Makhtumkuli Fragi” held on June 26 in the conference hall of the Turkmen state university named after Makhtumkuli, were popularisation and deep study of valued heritage of the great poet, philosopher and peoples of the East.

Within the negotiations, which took place on June 27 in the Ministry of Foreign Affairs with President of the Chinese National Petroleum Corporation (CNPC) Hou Qijun available high potential for interaction in the fuel and energy sector was underlined.

On June 28 in the foreign policy department of the country meetings with chairman of Japanese-Turkmen committee on economic cooperation, chief executive, general managing director of business division on designing of factories of the company “Kawasaki Heavy Industries, Ltd.”, chairman of secretary of Japanese-Turkmen parliamentary league of friendship of the Parliament of Japan took place and adherence to the course on expansion of mutually beneficial relations was confirmed.

At the meeting, which took place that very day in the Ministry of Foreign Affairs with Deputy Speaker of the National Assembly of Hungary Sándor Lezsák important issues of development of bilateral partnership in political-diplomatic and cultural-humanitarian areas were discussed.

During the meeting, which was held on June 28 in the Ministry of Foreign Affairs with Secretary General of the Economic Cooperation Organization (ECO) Khusrav Noziri prospects of further interaction in such actual areas as trade, transport, investments, power energy, ecology, agriculture, tourism and others were considered.

On June 30 in the city of Arkadag, the forum of mayors of cities recognised as international cultural capitals of the Turkic world by the Turksoy organisation took place. Speakers - participants of a solemn ceremony of the opening of the "smart" city Arkadag that was held the day before noted that this unique "smart city" is worthy to be called as "City of the century”.

The building, architectural, design, logistical, technological solutions, which were applied at designing and construction of the city as well as developed social infrastructure were highly appreciated.

Expansion of the meaningful dialogue of foreign investors, businessmen, international financial-bank structures with state structures of Turkmenistan and local businessmen became a goal of the international investment forum "Smart" city of Arkadag”, which was held in the conference hall of the hotel "Markaw" of the new city on June 30.

Within the forum, bilateral meetings took place as well as a number of documents; including contracts on export-import transactions, cooperation in sphere of services were signed.

The central theme of discussion of the international scientific conference “Arkadag city - an embodiment of digital and smart technologies” held in a hybrid format on June 30 involved importance of the given megaproject for Turkmenistan and possibility of establishment of productive partnership on its further realisation, exchange of experience and study of proposals on active development of the concept of "smart cities”.

On June 30, Arkadag city hosted the international media forum devoted to the opening of the first "smart" city in our country. As speakers marked, that event testified that Turkmenistan is in the advanced position in solution of ecological issues and introduction of innovative technologies in town-planning projects for the purpose of creation of favourable and comfortable conditions for life of people.

That very day the Ministry of Foreign Affairs hosted the meeting with Governor of the People's Government of Shaanxi Province of the People's Republic of China Zhao Gang, where the sides exchanged opinions on expansion of relations in various spheres.

In the past month, the Ministry of Foreign Affairs received Extraordinary and Plenipotentiary and Ambassadors to Turkmenistan – Republic of Moldova, the Arabian Republic of Egypt, Republic of Korea, the French Republic, Slovak Republic, and Republic of Tajikistan. At meetings expediency of carrying out interdepartmental consultations, activization of political- diplomatic, trade and economic, cultural-humanitarian contacts as well as cooperation within the authoritative organisations was marked.

Thus, the presented review of major events of June visually illustrates fruitful activity of ministries and departments of our country on realisation of peace-making foreign policy strategy of President Serdar Berdimuhamedov for happiness of our people and general well-being.
