Multiplying the peace making and creative potential of the fatherland

Events of the past week again attested to successfulness of the political course of President Serdar  Berdimuhamedov aimed at achievement of strategic goals of state policy – further development of fruitful international cooperation, development of coherent approaches and mechanisms for implementation of joint potential and enhancement of partnership, confident advancement of the fatherland on the road of complex social and economic transformations and further improvement of wellbeing of people.

On October 23, the President of Turkmenistan held an online working meeting to consider issues of development of the agricultural complex as well as the course of seasonal work in regions of the country.

Having drawn the attention to a significant role of agriculture in the national economy, the head of the state instructed relevant officials to keep measures for intensification of paces of cotton harvesting campaign, conduction of sowing of winter grain crops in designated agro-technical terms as well as proper care of the fields under crops under unremitted control.

Heads of administrations of velayats were instructed to attach special attention to issues of regular heating, electric power and gas supply of population as well as maintenance of high organizational level of opening ceremonies of projects in regions planned for the current year and solemnities on the occasion of the holiday of the Turkmen alabay.

On October 25–26, President Serdar Berdimuhamedov made an official visit to the Republic of Turkiye, held talks with President Recep Tayyip Erdoğan, and took part in the opening of the Turkmen-Turkish business forum.

The head of the state laid flowers at the mausoleum of the founder of the Republic of Turkiye Mustafa Kemal Ataturk and monument to Magtymguly Fragi installed in the part “Turkmenistan” in Ankara.

Having opened the Turkmen-Turkish business forum in the central office of the Union of Chambers and Exchanges of Turkiye, the President of Turkmenistan expressed confidence that the fruitful exchange of views between entrepreneurs of both countries will give a qualitatively new impulse for mutual interaction.

Construction, energy, transport and communications, logistics sectors, investment, high technologies, agro-industrial complex and a number of other areas were designated as priority vectors of partnership.

Having pointed out that today, Turkmenistan plans to launch large-scale projects in various areas of industry, cultural and social spheres, which require innovative engineering ideas based upon high technologies, sound technical practice and skill, the head of Turkmen state invited Turkish business circles to a joint work, in particular, upon the concept “Ashgabat city” to be constructed as well as upon the industrial cluster to be built in Arkadag city on the basis of principles of a modern “smart”  city.

At the same time, President Serdar Berdimuhamedov proposed to establish a joint investment fund, a joint working group on investments, a joint transport and logistics centre as well as called for consideration of issues of opening of branch offices of leading banks of Turkiye in Turkmenistan with a view of financial regulation of activities of Turkish investors and industrialists in our country.

As was marked, discussion of designated issues can be continued on the margins of the exhibition of export goods of Turkiye to be held in our country on December 6-8 of the current year. The head of Turkmenistan proposed to hold the next Turkmen-Turkish business forum in Ashgabat.

The forum continued its work with participation of representatives of relevant government and business structures of both countries. Further areas of bilateral interaction were discussed in detail proceeding from proposals made by the President of Turkmenistan taking into account the existing potential and long-term plans.

By the outcome of the Turkmen-Turkish business forum, a number of documents connected with cooperation in different spheres, including production of building materials, agro-industrial complex, and food industry, purchase of specialized equipment and others, were signed.

On the same day, in the Ak Saray palace, after the official welcoming ceremony of the high guest, the talks between President of Turkmenistan Serdar Berdimuhamedov and President of the Republic of Turkiye Recep Tayyip Erdoğan took place.

Heads of states exchanged views of a wide range of issues of bilateral interaction.

Having specified key areas of cooperation at its modern stage and in the light of promising plans for future, Presidents Serdar Berdimuhamedov and Recep Tayyip Erdoğan confirmed mutual intention of Turkmenistan and Turkiye to deepen and expand fruitful partnership by making most of its enormous potential.

Exchange of opinions of topical regional and international agenda of mutual interest also took place.

As a token of indestructible friendly and fraternal relations between our countries, adherence to traditions of centuries-old friendship, President Serdar Berdimuhamedov presented President Recep Tayyip Erdoğan with a puppy of Türkmen alabay named Gardash. The leader of the friendly country in his turn presented the high guest with two wonderful puppies of Turkish Kangal breed.

The head of Turkmenistan invited the President of Turkiye to make an official visit to our country at any convenient time for him. Diplomatic channels will agree dates of the visit.

Upon completion of the talks, in the extended format in presence of heads of the states, the signing ceremony of bilateral documents called to facilitate sustained development of the political, trade and economic, cultural and humanitarian dialogue and to supplement a contractual legal basis of interstate relations took place. 

During the official visit of the President of Turkmenistan to Turkiye, members of the governmental delegation of our country held bilateral meetings with their Turkish colleagues in Ankara. They discussed prospects of cooperation in such areas as trade and economy, industry, in particular, textile, as well as energy, construction, transport and communications, introduction of advanced technologies, contacts between private sectors and others.

During meetings, they underlined readiness of sides for further development and diversification of fruitful partnership. At that, they noted an important role of activity of the intergovernmental Turkmen–Turkish commissions on economic cooperation in practical implementation of reached agreements.

On October 28, President Serdar Berdimuhamedov held an online meeting of the Cabinet, which considered topical goals of social and economic development of the country as well as drafts of a number of documents. 

Topics under consideration included preparation of drafts of the new edition of the Civil Code and a number of laws, expansion of partnership between the Foreign Economic Relations Bank of Turkmenistan and important agencies of the world, development of industrial potential of electric power sector, measures taken to increase in the foreign trade turnover, modernization of textile industry as well as the course of seasonal agricultural work in regions of the country.

Upcoming important events- launching of construction of a new power station with a capacity of 1574 MW in Turkmenbashi etrap of Balkan velayat, commissioning of the Mary-Akhal power transmission line built within the framework of realization of the project on development of a single circular electric power system of the country and new projects for generation of electric power at TORC, reconstruction of Archman sanatorium, a stone-laying ceremony of a residential complex in the settlement of Guwlymayak in Turkmenbashi etrap of Balkan velayat and other industrial, social and cultural projects, were informed.

Major cultural and sports events planned for November of the current year, preparation for a nationwide tree planting action to be held on November 4, were also informed.

The outcome of the official visit of the head of the state to the Republic of Turkiye on October 25-26 and talks, which gave a powerful impulse to bring multilateral strategic cooperation between two friendly countries to a qualitatively new level, became a separate topic of discussion in the meeting.

As was informed, with a view of practical implementation of the initiatives made by the head of Turkmenistan, it is planned in the new future to develop a road map, which will include concrete measures for intensification of interstate relations in the political sphere.

Relevant measures are taken to organize the regular meeting of the intergovernmental Turkmen-Turkish commission for economic cooperation in December of the current year and exhibition of export goods of the Republic of Turkiye. Relevant ministries and sectoral departments of both countries carry out work on development of the calendar of cultural, scientific and educational events planned for 2024.

In the light of strengthening and diversification of fruitful constructive cooperation with foreign partners, preparation for regular meetings of the intergovernmental Turkmen-Chinese committee for cooperation and its subcommittees as well as for the 16th meeting of the cooperation forum “Central Asia-Republic of Korea” within the framework of chairmanship of Turkmenistan at this structure in 2023 is also carried out.

Besides it, complex measures realized for efficient use of international transport corridors in the country, enhancement of competitiveness of national transport system and volumes of transit cargoes, intensification of transportation and development of logistics, rise of quality of passenger and cargo services were also informed.

At the meeting, the head of the state signed the Resolution to allow “Turkmenenergo” State Corporation to conclude a contract with “Çalik Enerji Sanayi ve Ticaret A.Ş.” Turkish company for construction of a new electric power station with a capacity of 1574 MW in Turkmenbashi etrap of Balkan velayat.

Construction of a large project with a combined steam and gas cycle again speaks of the fact that not only Turkmenistan supplies itself, neighbouring countries and the region reliably with power energy but in case of necessity,  is also ready to export it to other countries by way of implementation of the strategy of diversification.

President Serdar Berdimuhamedov signed the Resolutions on improvement of activity of the Turkmen state publishing service and construction of a new complex of buildings in Archman sanatorium as well as approved the senior staff of the Turkmen-Chinese intergovernmental committee for cooperation and its subcommittees from the Turkmen side and the staff of the intergovernmental Turkmen-Belarus commission for cooperation in science and technologies from the Turkmen side.

On October 29, the country hosted nation-wide solemnities in honour of the holiday of Turkmen alabay. A multiday rally of events devoted to the famous breed of dogs, included thematic exhibitions, conferences and cultural contests.

The III meeting of the International Association “Türkmen alabaý itleri” held in Ashgabat was timed to this event.

Its agenda involved goals of the Association on all-round study, preservation and increase in the number of alabay dogs - one of the most ancient breeds of dog, further development of tradition of Turkmen dog breeding, which has become an integral part of world culture.

According to the Decree of the President of Turkmenistan, the best cynologists of the country were awarded the honorary title “Türkmenistanyň at gazanan itşynasy” and membership cards to new members of the Association.

In the complex of the International Association “Türkmen alabaý itleri”, the ceremony of awarding of winners of the competition “Ýylyň türkmen edermen alabaýy” and thematic contest among representatives of creative crafts, were held.

By the decision of the reputable panel of judges, the title “Ýylyň türkmen edermen alabaýy” was awarded to the alabay named Akhan of the Ministry of National Security.

Among other events of the past week was the XXVIII International Conference and Exhibition “Oil and Gas of Turkmenistan-2023” organized by "Türkmengaz", “Türkmennebit” State Concerns and "Türkmengeologiýa" State Corporation in the Chamber of Commerce and Industry. 

In the showroom of CCIT about 70 exhibitors, of which are almost 40 foreign companies, placed their stands. In particular, they were from the Republic of Azerbaijan, Great Britain, Denmark, Italy, and People’s Republic of China, Korea, Malaysia, the United Arab Emirates, Russian Federation, Singapore, United States of America, Republic of Turkiye, France, and Japan.

The exposition included a wide list of production and services in the field of exploration, mining, transportation and maintenance of systems of storage of hydrocarbon raw materials, deep drilling, modernization operating and building of new pipelines, increase in capacities of oil refining and gas, production capacities of wells.

Such topical issues as global tendencies in development of energy markets and opportunities for cooperation, development of existing oil and gas fields and optimisation of new oil and gas deposits with attraction of foreign investments, including development of sea blocks of the Turkmen sector of the Caspian Sea were considered at the conference.

As was underlined, as one of the big exporters of energy resources, Turkmenistan supports formation of sustainable international systems for their transportation.

Bilateral meetings, including online ones, between heads of structural divisions of the national fuel and energy complex and their foreign partners, in which strategic areas of further interaction were discussed, took place.

In the past week in Albuquerque - twin-city of Ashgabat - Days of culture of Turkmenistan in the United States of America were held. At the instructions of President Serdar Berdimuhamedov the delegation of our country, which included workers of art and culture as well as representatives of scientific community, higher educational institutions and student's youth was sent for participation in the cultural event in the USA.

Within the actions the scientific conference devoted to the 300th anniversary of the great Turkmen poet and thinker Makhtumkuli Fragi, exhibition of museum exhibits, national costumes, carpets, jewels, concert of workers of culture of Turkmenistan took place. For residents of Albuquerque the presentation of "smart" city of Arkadag was organized.

The delegation of our country visited the museum and University of New Mexico, as well as the city mayoralty, where the exchange of opinions on further development of friendship between Albuquerque and Ashgabat, development of cooperation in various spheres, especially in culture took place.

Thus, events of the past week serve as a bright acknowledgement of efficiency of the state policy pursued under the leadership of President Serdar Berdimuhamedov and aimed at deepening the political dialogue of Turkmenistan with the world community, expansion of economic cooperation, consolidation of good-neighbourhood relations and contacts in the humanitarian sphere for universal peace, progress and prosperity.
