Goals of complex development of regions, diversification and expansion of export possibilities of economy, introduction of advanced, including digital technologies in all spheres are successfully realised and volumes of output of various industrial and agricultural products are increased on its basis by providing confident advancement of our country towards new boundaries and increase of well-being of people thanks to radical transformations carried out under the leadership of President Serdar Berdimuhamedov in the Era of Revival of the New Epoch of the Powerful State.
On April 29, President Serdar Berdimuhamedov held an online working meeting to consider the course of seasonal agricultural campaigns in velayats.
As was marked, the cotton sowing and vegetative irrigation proceed in the agricultural fields of the country. In the fields where young shoots have appeared, inter-row cultivation, thinning and weeding are carried out. In this work, the special attention is given to effective functioning of agricultural machinery and equipment.
In the fields of regions, proper care of wheat is ensured. In addition to it, everything necessary for preparation of points of reception, grain elevators, harvesting combines and motor transport, which will be involved in the harvest campaign, is carried out.
The sowing and care of potato, others vegetables and gourds proceed according to agro-technical standards.
With a view of fulfilment of cocoon production plan, due care of a silkworm is provided.
Head of the state Serdar Berdimuhamedov underlined importance of proper conduction of current work in the agricultural fields of the country, in particular the cotton sowing, care of wheat and winter crops according to agro-technical standards.
He gave a number of instructions concerning control of terms and quality of construction of social and industrial projects within the framework of the national rural redevelopment program, planned to be commissioned in velayats this year.
On May 2, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, army general Serdar Berdimuhamedov held the regular meeting of the State Security Council, where he summed up the work of military and law enforcement bodies of the country for the January-April period of the current year. He also discussed security issues in our independent fatherland, strengthening of the material and technical basis of security forces and further perfection of their activity.
The head of the state gave concrete instructions on perfection of activity of each department and focused attention to necessities of strict observance of law, maintenance of order and public security, introduction of digital technologies, strengthening of the personnel potential and increase of professionalism of employees of security forces.
Besides it, the Supreme Commander-in-Chief of the Armed Forces of the country instructed relevant authorities to ensure a high organizational level of the celebrations planned to be held on May 9 in the capital and velayats on the occasion of Victory Day in the Great Patriotic War of 1941-1945.
Results of the work carried out in branches of economy for four months of the current year as well as a number of other issues were considered at the regular meeting of the Cabinet of Ministers, which President Serdar Berdimuhamedov held online on May 3.
As was informed, according to macroeconomic indicators for the January-April period of 2024, the rate of increase of gross national product made up 6,3 percent.
As compared to the similar period of 2023, the volume of production increased by 11,4 percent, industrial indicators by branches displayed positive results.
From the beginning of year, retail goods turnover as compared with the same period of the past year, grew by 11,1 percent.
The revenue part of the state budget was fulfilled at the level of 102,6 percent and expenditure part - 97,4 percent.
Salaries at large and medium size enterprises of the country as compared to the corresponding period of 2023, for the January-April period rose by 10,4 percent. Salaries, pensions, welfare payments and students scholarships were financed in due time.
As compared with the similar period of the past year, for four months the volume of the realized capital investments increased by 23,9 percent.
Having heard reports of members of the Government, President Serdar Berdimuhamedov instructed related authorities to continue the work aimed at further growth of indicators, reached following the results of the January-April period of the current year. Besides it, one should carry out henceforth program activity for strengthening of economic potential of the country and increase of standard of living of population.
Importance of effective continuation of complex measures to increase in volumes of extraction of natural gas and oil at deposits, realisation of innovative projects in the oil-refining branch was marked.
In the sphere of agriculture, one should raise further capacities of enterprises, to strengthen their material and technical basis and to introduce digital economy in the branch.
As for industry, one should continue work on expansion of a spectrum of production and achievement of operating enterprises into their designed capacity and creation of new manufactures.
For successful realisation of the goals put before the sphere of construction of highways, it is necessary to strengthen the material and technical basis of the sector.
President Serdar Berdimuhamedov underlined significance of expansion of assortment of high-quality and competitive products, provision of population with modern services at the expense of effective utilisation of subordinate manufactures of the trade complex. At fulfilment of the given work, one should involve actively members of the Union of Industrialists and Entrepreneurs of the country.
Speaking of priorities of establishments of the sphere of culture, President Serdar Berdimuhamedov noted that in our fatherland and in many foreign states large scale events timed to the 300th birthday anniversary of the great poet and thinker Magtymguly Fragi, are held. In the given context, relevant authorities were instructed to take corresponding measures for organisation of celebrations in honour of this significant date at high level.
Separate instructions were given concerned preparation of a great number of TV and radio broadcasts devoted to preservation of historical, cultural and spiritual values, their study on a scientific basis and popularisation in the world. At the same time, importance of extended coverage of the works, which are carried out in this direction, in the printed media, was pointed out.
A special emphasis was made on necessity of regular conduction of events among the younger generation on significance of primordial cultural heritage, song and music art, traditions and customs as well as performance of plays at theatres to highlight the home and foreign policy of the state, development of national culture and art.
The head of Turkmenistan signified importance of further modernisation of educational activity according to concepts of perfection of training. In this connection, scientific organisations should give particular attention to application of innovative technologies in their work, to introduction of advanced methods and practice.
Necessity of development of activity of medical institutions as well as efficient control over sports objects and wide attraction of the youth to physical culture and sports according to realities of the time was also marked.
Having underlined importance of further steady realisation of the foreign policy of our fatherland based on principles of good neighbourhood and mutually beneficial cooperation in regional and global dimensions, the head of the state emphasised consecutive promotion of traditional friendly and brotherly relations based upon mutual good will with countries-partners.
President Serdar Berdimuhamedov instructed relevant authorities to increase volumes of international cargo transportation at the expense of productive use of transport-transit potential of the country and stated significance of modernisation of the branch’s material and technical basis constantly.
As the head of the state noted, the results reached in these areas display success of realised programs. So, during the period under consideration, the rate of increase of gross national product made up 6,3 percent. The given indicator in the industrial sector reached 3,7 percent, in the transport-communication sector - 7,2 percent, in the sphere of services - 8 percent, in the trade complex - 8,2 percent, in construction - 5,8 percent, in agriculture - 5 percent.
Construction of large industrial and social projects, including new settlements, apartment houses, entertaining and health improving centres, schools, kindergartens and other projects continue in the country.
Opening ceremonies of numerous objects, a number of international actions will take place in this month of the year «The Fount of Wisdom of Magtymguly Fragi». Among forthcoming basic celebrations - international forum devoted to the 300th birthday anniversary of the great thinker of the East and poet-classic Magtymguly Fragi and international scientific-practical conference «Pähim-paýhas ummany Magtymguly Pyragy». In the given context, relevant authorities were instructed to ensure a high level of organization of forthcoming actions.
At the same time, responsible authorities were also instructed to prepare properly recreation places for the summer season, in particular, hotels, entertaining and health improving centres in Avaza, sanatorium, children's health and recreation centres in velayats and Ashgabat city.
The past week the head of the state signed the Decree according to which in honour of the 79th anniversary of victory in the Great Patriotic War of 1941-1945 veterans of war will be presented with monetary gifts in the amount of 200 manats and costly gifts under solemn conditions on behalf of the President of Turkmenistan.
The President of Turkmenistan signed the Decision on design and construction of an office building of the communication centre in the city of Turkmenbashi of Balkan velayat with accomplishment of its adjoining territory.
Among other events of the week – workshop, which was held in Ashgabat with participation of representatives of the National Red Crescent Society of Turkmenistan and the International Federation of Red Cross and Red Crescent Societies.
Within the seminar, sessions took place, first of which was devoted to the general idea of presentation of the program of the cash-voucher assistance with a view of readiness for effective reaction on crisis situation, to acquaintance with examples of the plans of action of societies of Red Cross and Red Crescent Societies of other countries.
In the administration centre of Lebap velayat, the next meeting of the Joint Turkmen-Uzbek intergovernmental commission on water management issues with participation of heads and representatives of a number of state structures of two neighbouring countries.
Such themes, as practical realisation of earlier reached agreements, partnership prospects were discussed.
Having underlined positive dynamics of mutual relations on priority areas, the parties confirmed readiness for continuation of constructive relations in the field of rural redevelopment and water management. The special attention was given to issues of rational and careful use of water resources.
In Ashgabat the regional conference of Central; Asian countries on water management issues, dated to Earth Day took place. The action was held on the margins of realisation of Regional Project on Water Resources and Environment (WAVE).
Its agenda included analysis of current reforms in the field of water management in the countries of Central Asia and development strategy of water economy sectors, experience of realisation of regional projects of United States Agency for International Development (USAID), German Development Cooperation (GIZ), United Nations Development Program (UNDP) in water management with accent on rational use of water and technologies applied in the field.
At the 3rd regional meeting held in a hybrid format on Regional Decision Making Meeting in the Amu Darya Basin results and possibilities of application of the joint approach were discussed.
On the sidelines of the action, the 6th meeting of the Regional co-ordinating committee took place.
In the Ministry of Foreign Affairs, the first meeting of the Strategic Advisory Council "Turkmenistan-United Nations" was held in a hybrid format.
According to the program, the meeting of the Council was held within the two sessions. During the first session, issues of forthcoming steps on preparation of the Framework programme of cooperation in the field of sustainable development between Turkmenistan and the UN (UNDAF) for the period 2026–2030 were discussed.
At the second session, the sides exchanged opinions on prospects of development of cooperation in the field of sustainable development, including joint projects. With a view of creation of conditions for systematic work, the issue on development of the mechanism of interaction within the Strategic Advisory Council was also discussed.
During the meeting, the Road map on development of a new framework programme of cooperation in the field of sustainable development between Turkmenistan and the United Nations for 2026-2030 was approved and 8 projects in spheres of youth policy, digitalization, demography, "green" power, climate change and in a number of others were considered.
Following the results of the meeting, the ceremony of signing of documents in such major areas as preservation of the environment, public health services, agriculture took place.
Thus, events of the past week once again displayed success of the policy of President Serdar Berdimuhamedov aimed at economic progress of our fatherland, increase of standards of living of our people and wide international cooperation with all interested states of the world.
