Information campaign «First 1000 Days of Child’s Life is a Base for Happy Childhood» was presented

The event was organized by the Ministry of Public Health and Medical Industry together with the UNICEF Representative office in Turkmenistan and International educational and Scientific Centre of the above-mentioned ministry.

Leaders and personnel of the UN agencies accredited in our country, medical facilities of the capital, students and lecturers of the State Medical University, representatives of ministries and departments, non-governmental organizations and mass media took part in the meeting.

It was mentioned in the speeches that recently, Turkmenistan achieved large success in in health protection of mother and child. It was highlighted that survival, health and wellbeing of women, children and teenagers are very important for achievements of the Goals of Sustainable Development. Introduction of highly efficient and beneficial technologies of the life support of mother, new-born child and children health protection allowed improving the survival rate of the children until five years old, reduce retarded growth and increase the level of breast feeding. High level of immunization was also proven.


At present time, the Ministry of Public Health and Medical Industry together with the UNICEF, UNFPA and WHO works on improvement of initial medical and sanitary, antenatal and newborn child care. National specialists familiarized with the concept of developmental paediatrics and work of profile services of Great Britain, Turkey, Lithuania and Belarus, learnt early detection of growth and development malfunction and practices of consultation of parents on these subjects.

The speakers noted that Turkmenistan is on the leading positions in early child development and shares its practices with colleagues from other countries. Our state demonstrates systematic inter sectorial approach to the system of early intervention. National Concept on developmental paediatrics and establishment of services for early detection of child development malfunction and early intervention as well as Action Plan for 2016 – 2020 was adopted in June 2016.

Scientific evidence base on early child development published in international medical magazine “Lancet” was given during the presentation. The presentation of the success of national public health and educational system in early child development took place afterwards. The results of Multiple Indicators Cluster Survey of early child development were given by the personnel of the State Statistics Committee. Draft of National Strategy for early child development for 2017 – 2020 was also presented.


- We are pleased that presentation of National campaign “First 1000 Days of Child’s Life is a Base for Happy Childhood” fell on International Children Day, - the UNICEF Representative in Turkmenistan Shahin Nilofer mentioned in the interview. – On behalf of the UNICEF, I wish happy and healthy childhood to all children of the country and express the gratitude to the Government of Turkmenistan for the support of global campaign “Early moments of life have a great importance”.

This is exactly the first one thousand days when parents and tutors may make the most influence on health, education and personal potential of the child and every aspect of early child development is important. The informational campaign was started in January 2017 and meant for four years. Understanding, support and investments in early development on national and regional levels are its main targets.

The Programme corresponds with the Agenda of Sustainable development until 2030, where commitment to establishment of quality system of harmonic development and pre-school education is expressed. Turkmenistan makes favourable conditions, including the legal ones, for promotion of the agenda for early child development what is reflected in the Constitution and the Law on guarantee of children rights as well as in national programmes of social and economic reforms.

The adoption of National Action plan for children in 2017 – 2021 will give new impulse to integrated work on creation of favourable conditions for children development and social protection. The UNICEF aims at expansion of cooperation with Turkmenistan in all spectrum of targets related to provision of rights and interests of the child.


- Turkmenistan together with the UNICEF and other partners achieved great results in realization of children rights including in early development, - Shemshat Atajanova from National Institute of Democracy and Human Rights mentions. For further consolidation of long-term constructive dialog, in March 2016, the Head of the State approved the Action Plan of the State Programme for cooperation between the Government of Turkmenistan and the UN Children Fund for 2016 – 2020. The work iis continued in this direction.

- Ratifying international documents in humanitarian sphere, particularly in such important fields as provision of human rights and freedoms, protection of life and dignity of the individual, women and children health, Turkmenistan implements international legal standards into national legislation, - Nury Komekov (the Mejlis of Turkmenistan) says. – At present moment, Draft laws “On Guardianship and Custody”, “On Anti-doping in Sports”, “On Refugees”, “On Ecological Safety” considering the rights and interests of the child are prepared for adoption at the next session of the Mejlis of Turkmenistan. National Parliament twill continue joint work with the UNICEF on legal support of the programmes for children development.

- The country developed and successfully tested Training manuals for pre-school education and parental support, which included best world’s methods of education including the children with development delay, - Ogulkurban Kurtdurdiyeva (the Ministry of Education of Turkmenistan) says. – Besides, the package of regulatory documents on improvement of quality of education is approved. The centres of early children development of general type are established under pre-school facilities. They provide inclusive education environment and present methodological and consultive aid to the parents on development and preparation of the child for the school.


Systematic work for organization of services for early detection and intervention and family support, monitoring of the readiness of children to study at schools, level of their knowledge according to the programmes and standards of pre-school education is carried out form 2015.
