In a congratulatory message from the President of Turkmenistan Serdar Berdimuhamedov to banking sector workers and the entire population of independent neutral Turkmenistan on the occasion of the 31st anniversary of the introduction of Turkmenistan's national currency, the manat, it is noted that investment projects aimed at implementing Turkmenistan's foreign economic development programs by authorized credit organizations are financed through attracted funds for both long-term and short-term periods, with active involvement from foreign financial organizations.

One recent example of successful cooperation between Turkmenistan and international financial institutions is the agreement signed on October 23, 2024, to finance the construction of international-level oncology centers in Mary, Balkan and Lebap velayats of Turkmenistan. The document was signed in Washington by Rahimberdi Jepbarov, Chairman of the State Bank for Foreign Economic Affairs, IsDB Governor for Turkmenistan, and Muhammad Al Jasser, President of the Islamic Development Bank.

The signing took place on the sidelines of the 2024 Annual Meetings of the International Monetary Fund and World Bank in Washington, USA. The project will involve building three modern hospitals in key cities across three velayats of the country, offering advanced oncology services to 11,750 patients. The new agreement will expand Turkmenistan's cooperation with the IsDB in the healthcare sector. According to a press release from the Islamic Development Bank, during bilateral discussions, both parties explored cooperation prospects in more detail and agreed to continue joint efforts under the " IsDB Member Country Partnership Strategy" (MCPS 2024–2027).

They also exchanged views on a technical assistance program in green energy and infrastructure projects, as well as further collaboration with the private sector. The IsDB has made significant contributions to financing Turkmenistan's development in various sectors, primarily in energy, healthcare, ICT, transport and trade. The IsDB Group has predominantly supported major projects in Turkmenistan that strengthen regional connectivity and enhance the country's export potential, including the Bereket-Etrek railway project, TAPI gas pipeline, and telecommunications network enhancement project.
