The meeting of the State Security council of Turkmenistan

Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov held the regular meeting of the State Security Council, at which the activity of military and law enforcement bodies for ten months of the current year was summed up. Its agenda included issues of maintenance of security and peace in our independent fatherland, strengthening of the material and technical basis of security structures and further perfection of their work.

The first floor was given to Secretary of the State Security Council, Minister of Defence B.Gundogdyev who reported on practical steps undertaken for the specified period by subordinate structures with a view of successful realisation of goals defined in the corresponding Program of development. At the same time, he reported on realised measures for consolidation of defensibility of our fatherland, introduction of digital system and re-equipment with the latest equipment of units of the national army, increase of professionalism of officers and soldiers.

Themes of the report also included the course of transfer to the reserve from the Armed Forces and the regular draft of citizens of Turkmenistan.

Summing up the report, President Serdar Berdimuhamedov focused attention on long-term plans of military structures taking into account key aspects of cardinal transformations which are carried out within the defensive military doctrine. Among priorities were mentioned perfection of the Armed Forces of the country according to requirements of the present time and update of the material and technical basis of all subordinated divisions. In this connection, the head of the state instructed the Secretary of the State Security Council, head of the ministry to keep control over the course of transfer to the reserve from the Armed Forces and autumn draft campaign.

General public prosecutor B.Muhamedov reported on results of the work carried out for ten months of the current year, including realisation of supervision of fulfilment of legislative and regulatory legal acts operating in the country. He also informed on the undertaken steps for active application of digital system in the subordinate department and results of the inspections carried out on the instructions of the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan.

Summing up the report, President Serdar Berdimuhamedov noted importance of constant control by structures of the Office of Public Prosecutor over full and exact fulfilment of legislation. It is necessary to develop according to the standard norms of international law the draft of the National program for corruption counteraction in Turkmenistan for 2025-2029 and other documents, the head of the state underlined, having given the Public Prosecutor in this respect a number of concrete instructions.

Further, Minister of Internal Affairs M.Khydyrov reported on results of activity for the January-October period of 2024, undertaken concrete steps for maintenance of public order, prevention of criminality, organisation of work of the services of road supervision and fire safety according to requirements of the time. He also reported on the opening of modern office buildings of groups of technical inspection and registration of vehicles of divisions of the Managements of police of the Ministry of Internal Affairs in some etraps of regions of the country during the considered period.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan instructed him to improve consistently activity on struggle against criminality and other offences. Application of modern technologies for maintenance of observance of traffic regulations was defined among basic long-term plans for the forthcoming period. Having emphasised necessity of realisation of corresponding inspections for prevention of fires at commercial facilities and in apartment houses during the winter period, President Serdar Berdymuhamedov instructed the minister to carry out proper explanatory work among the population.

Chairman of the Supreme Court B.Khojamgulyev reported on realised measures for the specified period for fulfilment of goals defined in the Program of development of judicial system and strengthening of the material and technical basis of the department and personnel potential. At the same time, he informed on commissioning of modern buildings of a number of etrap divisions into operation.

For consideration of the Supreme Commander-in-Chief of the Armed Forces of the country, the draft of the Decree on the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them was presented.

Summing up the report, the head of Turkmenistan directed attention to necessities of corresponding work for prevention of the reasons leading to crimes and offences. Having underlined importance of regular increase of knowledge and professionalism of judges and employees of courts, President Serdar Berdimuhamedov gave a number of concrete instructions to the head of the Supreme Court.

Throughout the meeting, the head of the state signed the Decree « On the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them».

Then, minister of national security N.Atagarayev reported on the work carried out for the January-October period and undertaken practical steps on maintenance of security and peace in the country. He reported on wide use of modern equipment in divisions, actions carried out for increase of professionalism of employees.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan underlined that it is necessary to give paramount attention to effective fulfilment of the goals defined in the Program of development of the department. Having noted importance of close interaction with law enforcement bodies and strengthening of the personnel potential, the head of the state gave the head of the Ministry a number of instructions.

Further, the head of the State Border Service Ya.Nuryev reported on the measures realised for past ten months on maintenance of reliable protection of sacred borders of our fatherland. Along with it, he reported on the course of modernisation of material and technical basis of frontier troops, work for increase of professional skills of regular officers and young frontier guards.

Summing up the report, President Serdar Berdimuhamedov marked that the border of independent neutral Turkmenistan is a stronghold of friendship with neighbouring states. A special emphasis was made on necessity to pay attention to issues of technical re-equipment of divisions of the department, appropriate solutions of the tasks defined in the corresponding Program. The concrete instructions, concerning continuation of work on modernisation of objects of the frontier service were given to the head of the Service.

Further, minister of Adalat M.Taganov reported on results of the activity carried out for the January-October period of this year, undertaken practical steps with a view of introduction of digital system in structural divisions and fulfilment of instructions given earlier by the Supreme Commander-in-Chief of the Armed Forces of the country.

Having heard the report, President Serdar Berdimuhamedov defined among key vectors of work perfection of legislation and national law enforcement practice. Having placed a special emphasis on importance of study of advanced experience of jurisprudence, the head of Turkmenistan instructed him to develop on a constant basis proposals on implementation of standard norms of international law in the legislation of the country taking into account priorities of internal and foreign policy of our fatherland. 

Then, chairman of the State Customs Service M.Khudaykuliyev reported on results of the activity for the considered period, realised measures with a view of appropriate fulfilment of instructions given earlier by the President of the country.

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan noted that it is necessary to carry out appropriate customs control at state border checkpoints. The head of the state also underlined necessity of strengthening of work under the prevention of infringement of customs rules on boundary checkpoints by means of effective utilisation of possibilities of modern means and gave him corresponding instructions to this end.

Further, chairman of the State Migration Service A.Sazakov reported on the activity carried out for the January-October period, undertaken steps for successful fulfilment of key goals put before the department.

Having heard the report, the head of Turkmenistan underlined importance of strict control over registration of entrance of foreign citizens in our country and their departure. Along with it, necessity to hold observance of the standard norms of international law in the given direction in the centre of attention was marked.

Further, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan underlined that the Service carried out work on the issues concerning statelessness in our country. In this connection, the head of the department was instructed to hold properly together with the corresponding structure of the United Nations a regional conference in Ashgabat on November 8 of the current year.

Summing up the meeting, President Serdar Berdimuhamedov pointed out that according to the military doctrine of our fatherland, which bears a special defensive character, proper measures are carried out to ensure security and integrity of our independent, permanent neutral country. As was underlined, on a regular basis, practical steps are implemented to strengthen defensibility of our sovereign state, improvement of social living conditions of defenders of our fatherland and members of their families. In the given context, an emphasis was made that work in this direction will be continued.

At the meeting of the State Security Council a number of other issues, on which corresponding decisions were made, were also considered.

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country general Serdar Berdimuhamedov wished its participants sound health and big successes in their responsible service for peace and happy life of our people.
