Today, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova was the first to take floor and informed on the course of further improvement of the legislative basis of Turkmenistan according to requirements of modernity and standards of international law.
She also informed on preparation for the meeting of the National Parliament to be held on November 30 of the current year to discuss bills of the law «On the state budget for 2025» and resolutions of the Mejlis «On fulfilment of the state budget for 2023». At the same time, its agenda will include bills of administrative offences, labour relations, legal status of the Ombudsman, public service, taxes, currency regulation and currency control in external economic relations, international contracts of Turkmenistan, ratification of agreements signed by our country in the field of foreign policy, joining international conventions.
In addition to it, she informed on adopted measures with a view of promotion of fruitful contacts with parliaments of foreign states and international organisations. In this connection, she informed on the meetings held with Chairman of the Parliamentary Assembly of OSCE, delegation led by US Senator from Montana, member of the US Senate Committee on Energy and Natural Resources and participation of deputies in the seminars organised by profile state structures together with USAID and UNICEF.
The work carried out by elected representative of the people to explain significance of the state policy and program transformations, purposes and functions of adopted laws to the wide public became a separate topic.
Summing up the information, President Serdar Berdimuhamedov noted necessity of consecutive continuation of the activity to strengthen a legal basis of the country, and improve the national legislation according to realities of the time.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on measures implemented to carrying out audit of annual financial reporting of banks of the country.
As he informed, this work is carried out according to Laws of Turkmenistan «On credit institutions and bank activity» and «On auditor activity» as well as with the Resolution of the President of Turkmenistan on program reforming of accounting and audit and will allow to analyse reliability of financial reporting and estimate financial risks.
In this connection, for consideration of the head of the state a corresponding proposal was submitted.
Having heard the report, President Serdar Berdimuhamedov emphasised importance of further improvement of banks’ activity and expansion of a spectrum of services of credit institutions of the country. Having approved the proposal on announcement of the international tender for audit of banks in mass media, the head of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out necessary work in this area.
Further, Deputy-Chairman of the Cabinet B.Amanov reported on practical steps undertaken for maximum involvement of potential of profile enterprises of "Türkmennebit" State Concern, their modernisation and creation of new manufactures specialising in deep oil refining.
Having reported on complex measures implemented to improve the system of water supply of Seydi oil refining factory, the Deputy-Chairman of the Cabinet submitted a corresponding proposal for consideration of the head of Turkmenistan.
Summing up the report, President Serdar Berdimuhamedov drew attention to necessities of work to carry out for effective utilisation of capacities of oil refining factories of "Türkmennebit" State Concern. As he underlined, for this purpose it is necessary to strengthen the material and technical basis of the branch on a regular basis. Having approved the proposal on modernisation of the system of water supply of Seydi oil refining factory, the head of the state instructed the Deputy-Chairman of the Cabinet to take relevant measures in the given area.
Then, Deputy-Chairman of the Cabinet T.Atahallyev reported on the work carried out in the agricultural sector and seasonal campaigns in velayats of the country.
As he reported, proper care of crops, gathering of the grown crops and laying a foundation of the harvest for the next year are carried out. In particular, in the fields sown with wheat, according to agro-technical standards, corresponding measures and top dressing by mineral fertilizers and vegetative watering are carried out.
At the same time, due measures are taken to fully complete cotton harvest, its transportation to reception points and processing in ginneries. With a view of preparation for the spring sowing campaign of cotton fields are applied with mineral fertilizers and ploughed and agricultural machinery and equipment are prepared.
As he informed, the rice harvest is at its final stage and due work is carried out to gather sugar beet in Mary region.
The autumn planting of saplings with a view of preservation of the environment, maintenance of ecological well-being, successful realisation of the National forest program and transformation of the country into a blossoming garden proceeds.
Having heard the report, President Serdar Berdimuhamedov underlined importance of further complex development of agro-industrial branch and strengthening of its material and technical basis. Having emphasised necessity of care of wheat fields according to agro-technical standards, the head of the state instructed him to take appropriate measures for gathering of cotton to the last box, it’s processing in ginneries.
It is necessary to hold the work carried out in the cattle-breeding economy with a view of maintenance of warm and full wintering of cattle under strict control, the President of Turkmenistan pointed out and gave the Deputy-Chairman of the Cabinet a number of instructions in this respect.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on preparation conducted in Ashgabat for International Day of Neutrality.
As he informed, on the threshold of the holiday all measures are taken for transformation of the chief city of the country into a blossoming garden, creation of optimum conditions for cultural leisure of residents and guests of the Turkmen capital, organization of planned festivities at a high level.
In this connection, repair of social and cultural buildings, accomplishment of adjoining territories, parks, squares, fountains, and planting of ornamental flowers are conducted. A strict control is taken over maintenance of cleanliness of streets and housing estates. A great significance is given to the festive decoration of the city, avenues and streets are decorated by colourful slogans and symbols in honour of the significant date.
Having heard the report, the head of Turkmenistan underlined importance of appropriate preparation for high level of actions in honour of the 29th anniversary of neutrality of the country. In this connection, the Deputy-Chairman of the Cabinet was instructed to hold under strict control measures carried out to accomplish and decorate the capital.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation of the trading complex for International Day of Neutrality and the New Year.
As he informed, from December 5 of the current year, it is planned to organise the festive trade in markets and in shopping centres of regions, cities of Ashgabat and Arkadag, and more than 850 mobile shops all over the country. In this connection, for consideration of the head of the state the corresponding proposal was submitted.
Summing up the report, President Serdar Berdimuhamedov instructed to take necessary measures for full satisfaction of requirements of the population in the various goods in markets on the occasion of International Day of Neutrality and New Year's holiday. At the same time, the Deputy-Chairman of the Cabinet was entrusted to organise mobile shops, in sufficient volume to provide the markets and shops with food production, including vegetables, gourds, fruits, and berries.
Deputy-Chairwoman of the Cabinet M.Mammedova reported on preparation for the regional meeting of international experts for inclusion of the Caspian branch of the Great Silk road into the UNESCO World Heritage List.
The given action will be held on December 6-7 by the Ministry of Foreign Affairs together with the National Commission of Turkmenistan for UNESCO. For participation in the meeting representatives of authoritative international and regional structures, research centres of several foreign countries will arrive in our country.
The agenda of the forthcoming action will include issues connected with integration of modern technologies in research and management of objects of heritage, initiation of preparation of the Atlas of maps and gathering of graphic materials of objects of historical and cultural heritage of the Caspian -Volga corridor of the Silk Road.
Having heard the report, President Serdar Berdimuhamedov noted that Turkmenistan actively co-operates with the United Nations Organization and its specialised structures. Having approved the presented proposal aimed at development of cooperation in this area, the head of the state instructed to carry out a relevant work.
Further, Deputy-Chairwoman of the Cabinet reported on organizational issues of preparation for cultural actions on the occasion of International Day of Neutrality.
Having heard the report, the head of Turkmenistan instructed to provide a high level of forthcoming celebrations in honour of the significant date of the national calendar - a holiday of neutrality widely marked both in our country and at the international level.
Further, Deputy-Chairwoman of the Cabinet B.Orazdurdyeva reported on measures on creation of electronic magazine «Lukmançylyk ylmy we innowasiýalar» of the Turkmen state medical university named after Myrat Garryev.
As she reported, the proposed edition in Turkmen, English and Russian languages is planned to publish two times a year on the corresponding web page that will provide access to wide reader's audience. On the magazine’s pages a special place will be given to articles of Turkmen and foreign professors-teachers, doctors and scientists about theoretical and practical issues of treatment and prophylactic, medical works, herbal medicine and the goals put by Hero-Arkadag and the President of Turkmenistan in the area of medical diplomacy, achievements in perfection of system of national public health services, successes in this area which are recognised by the international community and innovations in world medicine.
In this connection, for consideration of the head of the state the corresponding proposal was presented.
Summing up the report, President Serdar Berdimuhamedov noted that the country gives a particular attention to preparation of medical workers and increase of their professional level and creation of all conditions for wide use of possibilities of digital system with a view of further perfection of the work carried out in the given area. Having approved the proposal on establishment of the scientific electronic magazine «Lukmançylyk ylmy we innowasiýalar», the head of the state instructed the Deputy-Chairwoman of the Cabinet to take for this purpose necessary measures.
Further, the floor was given to Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov who reported on preparation for the next meeting of the Strategic Advisory Council «Turkmenistan - the United Nations Organization», set up by the support of the President of Turkmenistan in March of the current year.
As he reported, within the forthcoming meeting consideration of prospects of bilateral interaction in three key vectors is provided. In this regard, he informed that it is proposed to discuss first of all the programs on development of partnership of our country with the United Nations and corresponding documents. In particular, projects: Framework cooperation program between Turkmenistan and the United Nations in the field of sustainable development for 2026-2030; the Joint program of agencies of the United Nations «Youth, peace and security»; the National plan of action on counteraction to human trafficking in Turkmenistan for 2025-2029; Joint programs with United Nations structures in Turkmenistan in such directions, as climate change, decrease in emissions of methane, "green" energy and digitization.
At the same time, with a view of introduction of complex approaches and positive experience at realisation of the Agenda of the United Nations in the field of sustainable development for the period till 2030 it is proposed to exchange opinions on the «Road map for strengthening reporting in Turkmenistan on sustainable development goals for 2025-2027», developed by Representation of the Resident co-ordinator of the United Nations in our country with corresponding ministries and branch departments.
Within the meeting, it is also planned to discuss issues of the Centre of the United Nations for climate change technologies in Central Asia, and achievements of our state in realisation of SDGS, including concerning exchange of necessary data. Thereupon, it is planned to consider possibilities of providing of information on successes in respect of sustainable development maintenance in the country that is important for the reports prepared by the United Nations Development Program (UNDP), UN Population Fund (UNFPA) and Children's Fund (UNICEF).
Having heard the report, President Serdar Berdimuhamedov noted that our country carries out cooperation with the United Nations and its divisions on a program basis. A special significance is given to activity of the Strategic Advisory Council «Turkmenistan - the United Nations Organization», the head of the state continued his word and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs properly to prepare for the next meeting of the given structure.
Then, director general of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan M.Chakyev reported on the work carried out to maintain aviation security within the social and economic reforms carried out under the leadership of President Serdar Berdimuhamedov.
In this connection, having reported on the draft of the Government program for maintenance of aviation security of the Civil aviation of Turkmenistan prepared according to the international contracts of our country, standards of International Civil Aviation Organization and the Air Code of Turkmenistan, the head of the Agency submitted the corresponding proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov marked that the material and technical basis of the national aviation is strengthened and the legal basis of the civil aviation is improved. Having approved the presented proposal, the head of Turkmenistan instructed the head of Agency to carry out necessary work.
Further, addressing members of the Cabinet, President Serdar Berdimuhamedov informed that the new book of Hero-Arkadag «Hakyda göwheri» in which the glorious past of ancestors is widely highlighted, was realised out of print, the exemplary path of the great persons who have left an indelible trace in history and unity of our people are marked. A special place is given to valuable historical data on a great contribution of Turkmen people to world civilisation, the head of Turkmenistan underlined, warmly having congratulated the National Leader of the Turkmen people and all participants of the meeting with publication of the new book «Hakyda göwheri».
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished all sound health, family well-being, great successes in their work further prosperity of our sovereign fatherland.
