Events of the past week have clearly highlighted success of the complex strategy consistently realised by President Serdar Berdimuhamedov and initiated by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag and aimed at further innovative development of the country, a high level of social support of population, augmentation of the international authority of Turkmenistan.

The course of seasonal field work in regions and fulfilment of the goals outlined in the National rural development program were considered at the working meeting held by the head of the state on November 25.

The President of the country instructed to take necessary measures to gather the cotton to the last box, to supervise care of wheat strictly and prepare for the upcoming cotton sowing campaigns.

In addition to it, relevant authorities were instructed to provide proper service of machinery and equipment to be involved in the seasonal agricultural work of the next year, to settle timely accounts with producers as well as enterprises who serve them for the fulfilled work in cotton harvest during the current year and prepare for the wheat sowing of the next year, to gather sugar beet in Mary velayat, strictly to supervise fulfilment of the National rural development program in regions.

On November 25, President Serdar Berdimuhamedov received the UAE Minister of Energy and Infrastructure Suhail Al Mazrouei, as well as the Minister of Industry and Advanced Technology, CEO of Abu Dhabi National Oil Company Sultan Ahmed Al Jaber.

During the meeting it was noted that at the present stage, the Turkmen-Emirates partnership includes such spheres as political-diplomatic vector, trade and economic sphere, including fuel and energy complex, transport and communication sector, as well as construction of social facilities.

The fuel and energy potential and favourable geographical location of both countries create ample opportunities for effective promotion of cooperation.

Prospects of strengthening of bilateral interaction in the energy sphere were discussed during the past meeting of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov with representatives of the United Arab Emirates.

The same day President Serdar Berdimuhamedov received US Senator from Montana, member of the US Senate Committee on Energy and Natural Resources Steve Daines.

As was underlined, the political dialogue, which becomes more active in recent years between two countries creates a possibility for effective exchange of opinions on such issues of the global agenda as sustainable development, security and climate change.

The trade and economic sphere, which acts as a basic vector of interaction between our countries also became a subject of discussion. In the given context, a significant role of activity of the Business council «Turkmenistan-USA» was marked.

On November 27, President Serdar Berdimuhamedov received President of the OSCE Parliamentary Assembly Pia Kauma, who arrived in our country to participate in the second Ashgabat conference “Parliamentary Diplomacy in the OSCE Area: Dialogue as a Tool for Building Bridges for a Secure and Peaceful Future”.

During exchange of opinions on partnership prospects, importance of coordination of joint efforts in such issues as economic development, maintenance of reliable transit of energy resources in various areas, ecological well-being and preservation of the environment, rational use of water resources was underlined.

President Serdar Berdimuhamedov received UN Secretary-General’s Special Envoy for Road Safety Jean Todt, who arrived in Ashgabat to participate in the conference “International Transport and Transit Corridors: Connectivity and Development – 2024”. 

The guest pointed out an exemplary activity of our country in the sphere of steady transport system and underlined importance of the Resolution adopted by the General Assembly of the United Nations at the initiative of Turkmenistan on announcement of November 26 as World Sustainable Transport Day.

As President Serdar Berdimuhamedov underlined, increase of safety of traffic is one of the priority vectors of the state policy of Turkmenistan. Along with perfection on a constant basis corresponding standard-legal basis in the country the roads answering to the world standards are commissioned into operation. Created in 2022 «The Group of friends of sustainable transport» promotes development of multilateral dialogue on the given issue.

On November 29, President Serdar Berdimuhamedov held the regular online meeting of the Cabinet of Ministers and considered a number of issues of state life.

Those issues included improvement of national legislation, modernisation of bank activity, creation of new manufactures specialising in deep oil refining, course of seasonal agricultural campaigns in velayats of the country.

At the meeting, the head of the state approved the proposals submitted for consideration, in particular, announcement of the international tender for audit of banks in mass media, modernisation of the system of water supply of Seydi oil refinery factory, arrangement of festive fair in the country on the occasion of International Day of Neutrality and New year, preparation for the regional meeting of international experts to include the Caspian branch of the Great Silk road in the UNESCO World Heritage List, creations of the electronic magazine «Lukmançylyk ylmy we innowasiýalar» of the State Medical University of Turkmenistan named after Myrat Garryev.

Besides it, the information on the draft of the Government program on maintenance of aviation safety of the Civil Aviation of Turkmenistan prepared according to the international contracts of our country, standards of International Civil Aviation Organization and the Air Code of Turkmenistan was delivered.

preparation for the next meeting of the Strategic Advisory Council «Turkmenistan - the United Nations Organization», created with support of the President of Turkmenistan in March of the current year was also informed.

The head of the state warmly congratulated the National Leader of the Turkmen people and all participants of the meeting on publication of the book by the Hero-Arkadag «Hakyda göwheri» in which the glorious past of our ancestors, a great school of our great personalities who have left an indelible trace in history and serve for unity of our people are widely highlighted.

The past week, the President of Turkmenistan signed the Resolution on construction of four 4-storeyed houses of 40 apartments along Ruhnama Street of Turkmenbashi city of Balkan velayat and the Resolution according to which the structure of the Joint Turkmen-Iranian intergovernmental commission on economic cooperation from the Turkmen side was approved.

Issues of realisation of large scale reforms developed in branches of national economy, maintenance of well-being and constructive labour of citizens were considered at the working meeting held  by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov.

The special attention was given to such topics as modernisation of national legislation, development of the latest technologies and digital system, introduction of intellectual property in manufacture, complex development of science, preparation of qualified research personnel for branches of economy.

At the meeting, the National Leader of the Turkmen people presented the first copy of the book «Hakyda göwheri», on the work of which he devoted his labour holiday.

The presentation of the work based on historical data, took place in the khyakimlik of Arkadag city.

National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty, Honoured Elder Gurbanguly Berdimuhamedov made a working trip to the city of Arkadag where he familiarised with projects of new buildings, state of affairs in constructed projects and held a working meeting with heads of profile structures.

Hero-Arkadag made a number of remarks concerning quality maintenance of building, features of decor, use of high technologies in equipment of projects of medical cluster, enterprises of carpet making, the state museum and bus terminal.

At the working meeting, an emphasis was made on such issues as dynamics of construction of objects of the second turn of the megacity, a possible trip of delegation to Austria for the international award from the European Society for Quality Research, observance of high ecological standards all over the city and organisation of festivities on the occasion of significant dates, including International Day of Neutrality and New year, presentation of happy new tenants with keys to apartments in the "smart " city.

Hero-Arkadag visited the building site of the roundabout intersection of Akhan and Kopet Dagh avenues. The National Leader of the Turkmen people considered it expedient to name the monument erected in its centre «Taýçanak».

On November 29, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Gurbanguly Berdimuhamedov visited Hungary where at the invitation of Chairman of the Council of Elders of the Organization of Turkic States Binali Yildirim took part in the 16th meeting of the Council of Elders of the OTS as the councillor of aksakals, and also the guest of honour with a working visit.

Speaking at the meeting, Hero-Arkadag put forward a number of the initiatives aimed at activization of joint efforts for promotion of mutually beneficial cooperation.

In particular, it concerned necessity to advance national diplomacy jointly in which basis principles of prosperity, peace, mutual respect and good neighbourhood, and expediency of submission of specific proposals, called to promote successful solution of issues of further development of partnership and their embodiment in life by councillors for consideration of heads of OTS states.

Hero-Arkadag suggested to hold the next year the meeting of the Council of aksakals of the Organization of Turkic states in Ashgabat and to time it to celebration of the 30th anniversary of neutrality of Turkmenistan.

The Chairman of the Khalk Maslakhaty put the issue on renaming the Council of Aksakals of the Organization of Turkic states as Council of Elders for consideration. Proceeding from it, it was proposed to institute an award and sign of the Council «Honourable Elder».

One of the initiatives of the National Leader of the Turkmen people Gurbanguly Berdimuhamedov - creation of the mass media for the Council of aksakals of OTS, in particular newspapers, magazine or an Internet site.

Among other events of the past week - the International conference and exhibition «International transport-transit corridors: connectivity and development - 2024» in which about 600 delegates from more than 40 countries took part in the Chamber of Commerce and Industry of Turkmenistan.

Within the forum the action of the United Nations for safety of traffic «Safe roads for all».

The international scientific-technological park of the Academy of Sciences of Turkmenistan became a venue of III Turkmen-Chinese scientific-innovative forum «Innovations, new technologies and issues of their introduction in manufacture».

Among the main topics of discussion - creation of the Turkmen-Chinese centre of scientific and technical cooperation at the International scientific-technological park of the Academy of Sciences of Turkmenistan.

Perspective areas and forms of co-operation of scientific institutions in a number of key areas were discussed during meetings and «round tables».

Following the results of the forum a package of bilateral documents was signed.

In the capital hotel "Ýyldyz" the second Ashgabat conference «Parliamentary Diplomacy in the OSCE Area: Dialogue as a Tool for Building Bridges for a Secure and Peaceful Future», organised by the Mejlis of Turkmenistan together with the Parliamentary Assembly of the Organization for Security and Cooperation in Europe (OSCE PA).

The multidimensional dialogue between the countries, wide use of tools of parliamentary diplomacy in strengthening peace, safety and sustainable development became a key theme of the agenda of the forum.

The special attention was given to proposals of Turkmenistan on perfection of activity of parliamentary groups of friendship, encouragement of interaction of young deputies, increase of activity of women-deputies.

Coordination of regional and global mutual relations became a main objective of the International conference «Cooperation on in the Field of Food Security in the Context of Climate Change», held in the hybrid format.

During the forum the document between the Government of Turkmenistan and the Food and Agricultural Organisation of the United Nations was signed.

The issue of adoption of the bill «On the state budget of Turkmenistan for 2025», and also resolutions «On fulfilment of the state budget of Turkmenistan for 2023» became one of the basic items on the agenda of the next meeting of the Mejlis of the seventh convocation.

At the same time, deputies discussed bills of administrative offences, labour relations, legal status of the Ombudsman, public service, taxes, currency regulation and currency control in the external economic relations, international contracts of Turkmenistan, ratification of the agreements signed by our country in the field of foreign policy, joining international conventions.

Drafts of acts put by the regular meeting of the seventh convocation of the Mejlis of Turkmenistan for consideration were unanimously approved and adopted.

Thus, events of the past week became another acknowledgement of efficiency of foreign policy strategy of President Serdar Berdimuhamedov invariably attached to the course of constructive and mutually beneficial dialogue with various states and international organisations taking into account interests of all parties, on the basis of good will, exchange of the best experience and positive ideas for universal peace and progress.
