Today, the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, General of the Army Serdar Berdimuhamedov held a regular meeting of the State Security Council sum up the results of the activities of the military and law enforcement agencies for January-November of the current year.
The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyyev, who reported on the practical steps taken since the beginning of the year to strengthen the defense capability of the Fatherland, bringing the work of subordinate structures in line with the realities of the time through the introduction of a digital system. A report was also made on the appropriate conditions being created for the fruitful service and life of the defenders of the Fatherland, increasing the professionalism of officers, the progress of discharge from the Armed Forces and the next call-up of citizens of Turkmenistan for military service.
Summarizing the report, President Serdar Berdimuhamedov focused on the priority tasks within the framework of the implementation of the Military Doctrine of the Fatherland, which is purely defensive in nature. In this context, noting the importance of further improvement and development of the Armed Forces of the country, the head of state addressed a number of specific instructions to the Secretary of the State Security Council, the head of the defense department.
Prosecutor General B. Muhamedov reported on the results of activities for eleven months of the current year, the implementation of supervision over compliance with the law in all areas, the results of inspections undertaken on the instructions of the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan to ensure compliance with the provisions of regulatory and legal acts.
After hearing the report, President Serdar Berdimuhamedov noted that the key area of work of this structure is strengthening the rule of law and order in the independent neutral Fatherland. At the same time, priority is given to the active use of the digital system, which is aimed at improving the activities of the prosecutor’s office, creating conditions for the proper implementation of the powers assigned to them, the head of state emphasized, addressing the head of the Prosecutor General’s Office with relevant instructions.
During the meeting, a document was signed on the appointment and dismissal of prosecutors.
Then, the Minister of Internal Affairs M. Hydyrov reported on the comprehensive measures taken in January-November 2024 to prevent offenses, ensure compliance with traffic rules on highways, as well as fire safety standards. A separate topic of the report was the implementation of the Development Program.
After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan emphasized the importance of effectively carrying out work to combat crime and other offenses. Having identified the use of modern technologies in ensuring road safety as one of the main tasks and, in connection with the onset of the winter season, strict control over compliance with fire safety rules, President Serdar Berdimuhamedov addressed a number of specific instructions to the Minister.
Chairman of the Supreme Court B. Hojamgulyev reported on the results of activities for eleven months of the current year, practical steps taken to improve the national judicial system through the active use of the capabilities of the digital system, as well as strengthening the human resources potential.
Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that modern methods and innovative technologies should be actively used to properly perform the key functions of the department. Speaking about long-term plans, President Serdar Berdimuhamedov instructed the head of the Supreme Court to continue to improve the professionalism of court employees and improve the activities carried out.
The Minister of National Security N.Atagaraev, who spoke next, reported on the measures implemented since the beginning of the year to maintain stability and calm in the country, as well as on the introduction of a digital system in the departments of the department, and the fulfillment of the instructions previously given by the head of Turkmenistan.
After hearing the report, President Serdar Berdimuhamedov noted the importance of bringing the system of professional training of the Ministry’s military personnel into line with the realities of the times, and the widespread use of advanced world practices in this regard. The head of Turkmenistan also instructed the head of the MNS to strictly control the proper execution of the assigned tasks.
Further, the head of the State Border Service Ya.Nuryyev reported on the results of the work done during the specified period, the conditions created to make the service effective, the progress of equipping subordinate units with modern equipment and machinery, and organizing events to improve the professional skills of young defenders of the Fatherland and career officers.
Summarizing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted that the Border Troops are assigned a significant role in maintaining friendly relations with neighboring states by independent neutral Turkmenistan. In this regard, the head of the Service was instructed to properly carry out work to ensure reliable protection of the State Border and peace on the sacred borders of the Fatherland. At the same time, emphasis was placed on the need to take measures aimed at improving the service and social and living conditions of border guards.
Further, the Minister of Justice M. Taganov reported on the results of activities for January-November of this year, the preparation of proposals for improving the legislative framework of the country, and the provision of legal assistance to the population. A separate topic of the report was the progress in fulfilling the instructions previously given by the head of state.
After hearing the report, President Serdar Berdimuhamedov noted that one of the main requirements of the present time is the analysis of draft regulatory legal acts and bringing them into line with generally accepted norms of international law and the provisions of national legislation. Among the priority tasks was the organization of events in institutions and enterprises, among the population, aimed at increasing legal knowledge and explaining the goals and significance of the laws adopted in the country.
Then, the Chairman of the State Migration Service A. Sazakov reported on the practical steps taken over eleven months to successfully implement the Development Program of the structure he leads, bringing the department’s activities in line with the realities of the time. A report was also made on the regional ministerial conference “Eradicating Statelessness in Central Asia” held in November of this year in the Turkmen capital, where the results of the global campaign in Central Asia were summed up. As reported, the successes of the Government of Turkmenistan in this area were noted within the framework of the forum and the final document was adopted.
After hearing the report, the head of Turkmenistan noted that it is necessary to keep in the center of constant attention the observance of the provisions of the relevant legislation by Turkmen and foreign citizens. In the performance of their duties, the employees of the Service must demonstrate high professionalism and responsibility, President Serdar Berdimuhamedov emphasized, instructing the head of the department to ensure proper fulfillment of the obligations of international agreements on migration issues to which Turkmenistan has acceded.
Summing up the meeting, the Supreme Commander-in-Chief of the Armed Forces of the country noted that, in accordance with the Military Doctrine, which is purely defensive in nature, our independent, permanently neutral state consistently takes measures aimed at ensuring high-level security and integrity of the Homeland, strengthening its defense capability, as well as improving the social and living conditions of the defenders of the Fatherland and their families.
A number of issues were also considered at the meeting of the State Security Council, on which relevant decisions were made.
