September 2017: Balance of national interests and priorities of global development

Ashgabat 2-17 Games again demonstrated that strategy of the state development and foreign policy course of President of Turkmenistan Gurbanguly Berdimuhamedov are the samples of optimum balance of national interests and priorities of global sustainable development.

Thus, the meeting with the delegation of Russian Federation led by Deputy Chairman of the Government of Russia, the Head of the Government Staff of Russia Sergey Prihod’ko was held in the Ministry of Foreign Affairs on September 6, 2017.

During the meeting, priority issues of bilateral cooperation including in political, trade, economic, cultural and humanitarian spheres have been discussed. The commitment of both states to the course to comprehensive consolidation of traditional Turkmen – Russian relations, further improvement of cooperation on the principles of equal rights and respect of each other’s interests was confirmed. It was also stated that high level of understanding and trust between our states would continue serving as solid foundation for expansion of interstate partnership.

Delegation of the State of Kuwait led by the Minister of Emir of Kuwait Office Sheikh Nasser Sabah Al Ahmad Al Jaber Al Sabah was received in the Ministry of Foreign Affairs on September 11. The sides exchanged the visions on the condition and further directions of the development of bilateral relations. Opportunity of activation of cooperation in fuel and energy complex was of the subject of the discussion. Investments, trade, construction, ore-mining industry and other were among perspective spheres. Mutual interest to cooperation in development and export of energy resources to international markets was also stated. The intent to expand the contacts in scientific, educational and cultural sphere as well as in tourism and sports was mentioned.

Meeting with Deputy Minister of Foreign Affairs of Japan on parliamentarian affairs Mr Manabu Horii took place in foreign policy department on September 18. Trade, economy, cultural and humanitarian sphere, tourism, science and education were outlined among perspective directions of cooperation. The issues of cooperation under international organizations, first with the UN, have been discussed. In the context of successful V Asian Indoor and Martial Arts Games. Japanese side highlighted special importance of the adoption of the Declaration on Encouragement of Valuable Contribution by the Olympic Refugee Teams to Consolidation of Peace and Human Rights initiated by President of Turkmenistan Gurbanguly Berdimuhamedov during the 36th session of the United Nation Council for Human Rights. 29 countries of the planet including Japan, which supported this document, were the co-authors of the Declaration what proves outstanding success of Turkmen diplomacy in human rights sphere.

Meeting with the delegation led by Deputy Prime Minister of the Kingdom of Thailand General Tanasak Patimapragorn was held in the Ministry of Foreign Affairs on September 18. The guest highlighted that the Government of Thailand highly appreciates the policy of positive neutrality pursued by Turkmenistan. During the conversation, special attention was paid to the opportunity of activation of contacts between business communities of two countries by organization of round tables and business forums.

On the same day, the meeting with delegation chaired by the State Minister of Foreign Affairs and Labour Resources of the Republic of Singapore Sam Tan was held in the Ministry of Foreign Affairs. The sides expressed the interest in the development of partnership in political and diplomatic, trade and economic, cultural and humanitarian spheres. The necessity of using existing potential for consolidation of beneficial relations in different directions was highlighted.

Development of cooperation in culture, sports and tourism was discussed and perspectives of improvement of cooperation under international organizations reviewed at the meeting with the delegation of the Socialist Republic of Vietnam under the leadership of Minister of Culture, Sports and Tourism Le Khan Hai.

Constructive partnership in sport sphere was the main subject of the meeting between the leaders of the State Committee of Turkmenistan for Sport and Japanese delegation chaired by President of the organization Committee for preparation of Tokyo 2020 Olympic Games, Head of Parliamentarian Association of Japanese - Turkmen Friendship of the Parliament of Japan Endo Toshiaki on September 19. Memorandum on Training Centre for preparation to the Games between the State Committee of Turkmenistan for Sport and Tendo City Administration (Japan) has been signed by the outcomes of the talks.

On the same day, the meeting with Ambassador Extraordinary and Plenipotentiary of Dominican Republic to India Mr Frantz Hans Dannenberg Castellanos was held in the Ministry of Foreign Affairs. The opportunities of his accreditation as the Ambassador in our country

Was discussed during the meeting. It was mentioned that both sides aim for bringing bilateral relations to higher level. The sides also shared the views on development of the partnership in trade, economic, cultural and humanitarian spheres and tourism.

Meeting with the United Nations Under-Secretary-General for Political Affairs Miroslav Encha and Special Representative, newly appointed Head of the UN Regional Centre for Preventive Diplomacy in the Central Asia Natalya German was held in the Ministry of Foreign Affairs on September 29. It was highlighted that large experience that was gained for the years of productive cooperation serves today as solid foundation for further cooperation. The perspectives of partnership in security, development and humanitarian measurement have been also discussed. The UN representatives have also expressed the gratitude to Turkmen side for the refugees team to participate in Ashgabat 2017 Games.

Opening ceremony of the Scientific and Methodology Centre for the Goals of Sustainable Development in the Institute of International Relations of the Ministry of Foreign Affairs was very important event of the last months. The guests speaking at the event highlighted that Turkmenistan is active member of implementation of the Goals of Sustainable Development adopted by the outcomes of UN World Summit in New York in September 2015. Turkmen State is among the first countries, the UN members that officially adopted all 17 articles of the Goals of Sustainable Development and 148 objectives following from it as well as 193 indicators for their practical realization. Scientific and Methodology centre will support getting the knowledge in sustainable development among the citizens of our country including students.

The fact that further consolidation of the partnership in reaching the Goals of Sustainable Development is one of the key vectors of Turkmenistan activity in the world arena was highlighted at the 72nd session of the UN General Assembly where Turkmen delegation according to the request of President Gurbanguly Berdimuhamedov gave utterance to priority positions and new initiatives of Turkmen state in the most important aspects of cooperation under the UN and other competent international structures.

To continue the subject, it is worth mentioning that regular meeting of «С5+1» format with participation of the USA State Secretary Rex Tillerson, Permanent Representative of Turkmenistan in the UN, Foreign Ministries of Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan where the ways of further expansion of cooperation and regional approach to support economic revival of Afghanistan were reviewed. The forum was aiming at consolidation of efforts in solution of actual problems of today, particularly in such directions as security, economy and ecology.

Last month, working meeting with participation of the UN Permanent Representative in our country Elena Panova was held in the Academy of Government Service under the President of Turkmenistan within joint project with the UN Development Programme. The [perspective of partnership in improvement of the system of state administration, training of government personnel and implementation of innovative methodologies to training programmes were reviewed during the meeting. Coming activities under the project including lectures on such directions as legal and organizational bases of the state administration in international and national levels, corruption countermeasure instruments and other have been also discussed.

V Asian Games, held in Ashgabat last month, determined the meetings in the Mejlis of Turkmenistan with foreign parliamentarians including with the delegation led by Chairman of National Assembly of Azerbaijan Republic (Milli Mejlis) Oktay Asadov, guests from Japan chaired by the Authorized Representative of the organization Committee of the Olympic Paralympic Games in Tokyo, Head of the Parliamentarian Association of Japanese – Turkmen Friendship Endo Toshiaki, Representative Delegation of the Federal Assembly of Russian Federation led by Chairperson of the Federal Council of Russian Federation Valentina Matvienko, delegation of Georgia led by Chairman of the Parliament Irakly Kobahidze. During the meeting, the participants spoke for consolidation of inter-Parliamentarian relations as integral part of bilateral relations and for exchange of experience in law-making sphere.

Besides, such important events as the press conference with participation of numerous foreign and national sport journalists in the media centre of the Olympic village, the 70th session of the Executive Council of the Olympic Council of Asia, the 36th session of the OCA General Assembly were organized in Turkmen capital during Ashgabat 2017 Games.

Round table and briefing on anti-doping provision of the Games with the representatives of the World Anti-Doping Agency. Anti-Doping Agency of the Great Britain and other international anti-doping organizations have also taken place.

Sport celebrities of the world class and the icons of many generations like legendary hockey player Vladislav Tretyak and famous figure skater Irina Rodnia were among numerous foreign guest of Ashgabat during the Games. The programme of their visit to our country included the meetings with Turkmen follower and ther coaches.

The fact that the flight schedule of Turkmenhowayollary Service was supplemented with another international flight Ashgabat – Erevan – Ashagabat is very remarkable in the context of the development of interstate relations. After opening of direct flight, Turkmenistan National carrier has increased its transport and transit potential in Caucasus Region, formation of ramified network is continued and shortly it will have new regional and interregional flights.
