Turkmenistan plays the key role in sustainable energy provision of the states of the region

Speaking at the launching ceremony of the construction of the railway line from Turkmen border to Afghan city Turgundy on November 29, President Gurbanguly Berdimuhamedov noted that power lines are built together with automobile roads and railways construction. Our country, taking into account created addition production power, is not only willing to increase several times the volumes of energy supply to Afghanistan but also implements the plans for its export under Turkmenistan – Uzbekistan – Tajikistan – Afghanistan – Pakistan project.

Today, electrical energy sphere of the country, same like of branches of national economy, experiences fundamental modernization making solid foundation for the development of production and social sphere and economic growth.

After opening of new power stations working on high and super high parameters, the opportunity to define and implement the most optimal operation modes of both certain production part and entire Turkmen power energy as well.

To solve the objective set by President Gurbanguly Berdimuhamedov on acceleration the promotion of infrastructural projects aimed to implement in electrical energy sphere in near future, the combined cycle power station with output capacity of 1574 MWt is under rapid construction at the territory of Mary State Power Station. It ncludes 4 gas turbine and 4 utilization vessels and two steam turbine. This year, two gas turbine with 263,5 MWt capacity each are to be commissioned at the main power enterprise of national electrical energy sphere. At present time, there are preparation works on the start up of the first train of this power station.

Besides, the measures for switching of Dashoguz State Power Station and gas turbine power station in Ahal Velayat to combines cycle are developed as this advanced technology will make the conditions for the economy of gas during production of energy and will allow considerable reduction of the emission.

The reconstruction of 500KWt open distribution units has been carried out Mary State Power Station.

Making of such large energy hubs is carried out under the Concept of the development of electrical energy sphere elaborated by Head of the State Gurbanguly Berdimuhamedov, according to which the growth of production power of the country exceeding the requirements is planned.

6 of 14 planned gas turbine stations have been built and put into operation under the Concept for the last few years. The specialists of the branch plan to commission new energy facilities with total output capacity of 3854 MWt until 2020. Thus, proposed level of production of energy in Turkmenistan will reach 26 billion 380 million KWt hours by that time and the volume of export will increase several times.

For example, 254 MWt gas turbine power station meeting the world standard that was put into operation in Lebap Velayat produces around 6 million KWt hours of electricity per day what allows covering the requirements of the region and to deliver remained part to integrated energy system of Turkmenistan as well as increasing the export of energy to Afghanistan.

At present time, 500 Kwt substation has been built and successfully operates for the improvement of electricity provision of Lebap Velayat and the increment of the volumes of export of Turkmen energy abroad. 220 KV substations Watan and Farab have been reconstructed. The construction of 500 KV air power line from 500 KV open distribution unit of Mary State Power Station to the substation in the southern part of Lebap Velayat from where similar air line runs to the border with the Islamic Republic of Afghanistan is completed.

The 28th session of the International Energy Charter Conference held in Turkmen capital on November 28 – 29 under the chairing of our country in this organization this year gave new impulse to the dialog on the issues of the provision of global energy security.

Ashgabat Declaration of the International Energy Charter has been adopted as strategic middle-term document by the outcomes of the forum where the delegates of 52 states from all the continents of the planet, representatives of international and regional organizations, large energy companies took part. The Declaration highly evaluated the result of the charing of Turkmenistan in this organization.

The success of the forum and important decision taken during the events confirmed again the commitment and foresight of the policy of President Gurbanguly Berdimuhamedov in this sphere, who highlights that the cooperation in energy sphere is on of the main factors of stable and steadfast course of the world processes in XXI century. The opportunities of the expansion of international energy partnership, principles that forms modern structure of energy space, its security and sustainability, all of these outline general vector of global development in long-term perspective.

In the light of present realities, the provision of comprehensive and integral energy security involving the production sphere, transportation and consumption is the most important objective. This is such integrated approach that lays in the basis of the initiatives on the guarantee of reliability and protection of energy carriers supplies to the world markets proposed by President Gurbanguly Berdimuhamedov and receiving wide understanding in the world. This is indicated by the Resolution of Reliable and Stable Transit of Energy carriers and its Role in Provision of Sustainable Development and International Cooperation that was adopted twice by the UN General Assembly.

Tomas Greminger, the Secretary General of the Organization for Security and Cooperation in Europe noted during the session of the International Energy Charter Conference that Turkmenistan plays the key role in solution of the tasks of sustainable provision of the states of the region with energy resources and in consolidation of their energy security accordingly. Neutral status of the country supports to the promotion of political dialog, consolidation of peace and stability.

In general, energy policy of President Gurbanguly Berdimuhamedov is aimed at comprehensive and systematic development of fuel and energy complex, its diversification and dynamic integration to the global energy system. The expansion of the geography of export routes of Turkmen energy carriers to the world markets is the most important aspects of this strategy.

Thus, the measures taken for increase of energy production and efficiency of energy systems, implementation of modern technologies and advanced methods to the branch and for the development of alternative energy are oriented on the improvement of reliability of energy supply and further growth of export potential of the country.
