The Main Directorate of Civil Defense and Rescue Operations of the Ministry of Defense of Turkmenistan regulates the prevention and mitigation of the consequences of natural disasters and domestic fires. All of this is embedded in the state, local programs, and departmental plans for socio-economic development.

The structure has also developed programs to improve the professional level of the personnel of civil defense military units, leaders of central and local executive bodies, state institutions, and the population. In addition, there are separate courses providing for actions in the event of accidents, fire-hazardous and explosive situations, and infectious diseases.

During the summer period, such work shifts to children's health centers, where rescuers hold consultations with staff, educators, and children on safety rules and self-protection. Appropriate educational work among teenagers during vacation time helps reduce road injuries, the number of unforeseen incidents, both in urban environments and natural areas—mass recreation zones, the sea, and mountains—which requires joint efforts of rescuers, law enforcement agencies, and other structures.

Every year, a contest called "Young Rescuer" is organized among schoolchildren in places of recreation for children. Such events take place on the basis of children's institutions in the velayats where regional divisions of the Service operate: in Ahal velayat – at the "Yashyl Yayla," in Balkan – "Gara Altyn" and "Durdyane," in Dashoguz – "Bagtyyar Nesil," in Lebap – "Bagtyyarlyk," in Mary – "Arkadagly Bagtyyar Nesilleri," and also within the boundaries of NTZ "Avaza."
Team competitions include six types of fire-applied sports. Children willingly, with interest, and even enthusiasm, go through the stages; winners receive honorary certificates and memorable prizes from the organizers.
