In the framework of the joint project of the Academy of Civil Service under the President of Turkmenistan and the UN Development Programme, the Academy teachers, as well as the representatives of the Ministry of Labour and Social Protection and the State Service on Financial Crimes Enforcement visited the capital of Kazakhstan – Astana.
The main goal of the study tour is to learn more about the international practices of the personnel policy, as well as the innovations in the system of public officers training. The study tour was organized with the assistance of the Regional hub in the sphere of the civil service in Astana, established on the initiative of the Government of Kazakhstan and the UN Development Programme in March, 2013 with the participation of the representatives of 25 countries and five international organisations. The Regional hub provides a platform for exchanging knowledge and experience in the sphere of the public service reformation, offering the advisory and methodological support.
The delegation of Turkmenistan took part in the seminar “The implementation of the SMART city projects”, organized at the Academy Public Administration under the President of the Republic of Kazakhstan with the support of the International Technological University of Barcelona. The practices of the leading countries of Europe, America and Asia on the development of urban infrastructure in the context of the green economy were presented during the seminar. The seminar participants discussed the innovative approaches in the urban development, power supply, information and communication technology for the construction of environmentally friendly buildings and constructions.
The teaching staff of the Academy Public Administration under the President of the Republic of Kazakhstan prepared a series of lectures for the Turkmen delegation. The participants exchanged their views on such important aspects of training civil servants as legal bases in the system of public administration; methodology for the development and implementation of project management in the public administration system; strategic development plans based on international experience and national priorities during the round table meeting held upon the completion of the course of lectures.
At the final stage of the visit, the employees of the Agency of the Republic of Kazakhstan for Public Service Affairs and Anticorruption prepared the presentation on the aspects of combating corruption, recruiting and upgrading the skills of civil servants, attesting civil servants, and developing the civil service register, decentralization of power and management.
Within the framework of the joint project with UNDP, it is planned to invite a group of foreign specialists to conduct a series of interactive lectures for the students of the Academy of Civil Service under the President of Turkmenistan on such topics as: "Digital Economy", "Economics and Financial Management", "Management in the Social Environment", "Budget planning", "Information management", "Public and private partnership".
