Under the leadership of the President of Turkmenistan, the country is consistently implementing the corresponding work initiated by Hero-Arkadag on the comprehensive development of regions and the improvement of their industrial and transport infrastructure. Addressing those gathered, Arkadagly Hero Serdar noted that today several significant facilities are having their foundation laid in the Dashoguz velayat, namely: the Ashgabat–Dashoguz highway, an oil extraction enterprise for processing technical cotton seeds, and a new nitrogen fertilizer production complex. In addition, the Garabogaz–Kazakhstan Border section of the Turkmenbashi–Garabogaz–Kazakhstan highway is being commissioned in the Balkan velayat, President Serdar Berdimuhamedov said, warmly congratulating everyone on these remarkable events.
As the Head of State emphasized, our wise ancestors considered the construction of roads and bridges to be a significant deed, which subsequently turned into a noble tradition. Today, in Turkmenistan—the heart of the Great Silk Road—this tradition has received a worthy continuation. New highways and bridges are consistently being built in our country, and the road network is being significantly modernized. All this work is the result of successfully implemented large-scale programs: the Programme «Rebirth of the New Epoch of the Powerful State: National Programme for the Socio-Economic Development of Turkmenistan in 2022–2052» and the Programme for the Socio-Economic Development of the Country in 2022–2028.
Thus, President Serdar Berdimuhamedov continued, today marks the launch of the construction of the Ashgabat–Dashoguz highway, designed to become a key link in the prospective North–South transport corridor. The laying of this highway, connecting the northern region of our country with the capital, will enhance the transport and transit potential, ensure the safety of transport communications, and significantly increase the volumes of trade turnover, as well as transport and passenger flows between neighboring states.
Along the highway, with a total length of approximately 550 kilometers, all conditions will be created for passengers and drivers, and modern digital control devices and monitoring tools will be installed. A new 812-meter-long road bridge will be built along the route, and the 9 existing ones will be fully modernized.
Speaking about this, the head of Turkmenistan also noted that the foundation of the Turkmenbashi–Garabogaz–Kazakhstan border highway was laid last year. And today, its 44-kilometer Garabogaz–Border Zone section is being commissioned. This road and transport infrastructure, representing part of the North–South international transport corridor, will become a key link in internationally significant transport routes.
Today, in the Garashsyzlyk etrap of the Dashoguz velayat, the foundation of a modern vegetable oil production enterprise with an annual processing capacity of 60,000 tons of technical cotton seeds is also being laid. Advanced equipment from international companies with solid experience in this field will be installed at the production facility. Such equipment will ensure the operation of the enterprise in accordance with international standards and the production of high-quality plant-based oil. With its launch, all conditions will be created here for about 250 people to work, President Serdar Berdimuhamedov emphasized.
The Head of State also noted that special importance is attached to the innovative development of the national industry in our country. To this end, the «National Strategy for the Industrial Development of Turkmenistan for 2030–2045» was recently adopted. Currently, export-oriented manufacturing is actively developing in the Fatherland, and the assortment and volume of high-quality products manufactured are increasing.
One of the key sectors of the national economy is the chemical industry, for the modernization of which significant measures are being taken—large capital investments are being mastered, large-scale projects are being implemented, and modern technologies are being widely introduced into production processes, President Serdar Berdimuhamedov continued. Currently, several powerful enterprises operate effectively within the industry structure, with a primary focus on using local raw materials.
The new chemical facility, whose foundation is being laid today in the Dashoguz velayat, is also one of the major investment projects. Advanced technological solutions from leading companies in Europe and Asia will be introduced in this complex, ensuring that production processes comply with environmental standards, the Head of State noted.
The facility is designed to produce 350,000 tons of carbamide and 350,000 tons of ammonium nitrate per year. Thus, the capacity of the complex will make it fully meet the demands of our farmers and supply fertilizers for export. In addition, more than a thousand new jobs will be created here. Many of the future specialists have been trained in foreign universities, and the necessary conditions have been created for their work. Overall, the construction of the modern nitrogen fertilizer production complex will make a serious contribution to the long-term development of the domestic chemical industry.
Noting that the program for the socio-economic development of the regions is being successfully implemented in Turkmenistan, including the Dashoguz velayat where powerful industrial enterprises and social facilities are systematically built and put into operation, President Serdar Berdimuhamedov emphasized that the course toward developing all regions of the Fatherland will be continued in the future.

The solemn opening and commissioning today of the Garabogaz–Border Zone section of the Turkmenbashi–Garabogaz–Kazakhstan highway, laid last year with the blessing of the Head of State, is a momentous event that will be inscribed in golden letters in the history of the Motherland, following the path of progress with the speed of a steed. The total length of the Garabogaz–Border Zone section of the Turkmenbashi–Garabogaz–Kazakhstan highway, which is an important component of the North–South international transport corridor, is 44 kilometers. The carriageway of this modern highway, with a subgrade width of 27.5 meters, consists of two directions, each 9 meters wide. To ensure safety and optimize traffic, a 3.5-meter dividing strip and 3-meter shoulders on each side are provided.
The construction of the highway was carried out in accordance with international standards. Its main carriageway consists of two layers of coarse-grained gravel-sand mixture 20 centimeters thick, a layer of fine-grained gravel 10 centimeters thick, as well as layers of hot asphalt concrete: porous (8 cm thick), coarse-grained (7 cm thick), and dense fine-grained (5 cm thick) over a layer of soil and geotextile. On the dividing strip, a layer of crushed gravel mixture (15 cm thick) and a layer of hot fine-grained asphalt concrete (10 cm thick) are laid over the soil, ensuring the stability of the road infrastructure.

The total length of the highway, which will start from the «Oguz han» fountain complex—an adornment of our capital—is 546 kilometers.
To ensure the stability of high-speed traffic, the road is divided into four sections and will be built on the basis of advanced technical and economic indicators. The subgrade width of the first section, from the zero marker to the 9th kilometer, is 65 meters. This section includes 8 lanes, with pedestrian walkways in both directions, green areas, and shoulders provided.
The subgrade width on sections of the highway from the 9th to 48th kilometer and from the 527th to 546th kilometer is 34 meters, including 6 traffic lanes. On the section between the 48th and 527th kilometers, the road width is 26.5 meters, divided into 4 traffic lanes. All conditions for the convenience of passengers and drivers are provided along the highway.
In addition, the project provides for the modernization of 9 existing bridges, as well as the construction of a two-lane road bridge 812 meters long and 25 meters wide in the Naýzalydepiz lowland, with the laying of 2-kilometer access roads to it. Along the road, 136 modern comfortable bus stops and 13 parking lots will be located. At the same time, to ensure uninterrupted and safe traffic, 7 police road supervision posts will be built, and modern video surveillance and speed control systems will be installed.
Then, at the request of representatives of the younger generation, the Head of State made a memorable entry on the occasion of the foundation laying of the new highway.
Following this, an animated video was demonstrated, providing a visual presentation of the oil extraction enterprise with an annual processing capacity of 60,000 tons of technical cotton seeds to be built in the Garashsyzlyk etrap of the Dashoguz velayat.
The production facility, with a total area of 122,500 square meters, is designed to receive 600 tons of raw materials per day. Incoming raw materials undergo laboratory testing at the enterprise at the first stage and are accumulated in raw material warehouses. The extraction workshop is designed to process 200 tons of raw materials per day. Crude oil coming from this workshop is sent to the refining workshop for purification and product quality improvement. The capacity of this workshop allows for the purification of 50 tons of crude oil per day.
The high-quality, ecologically clean oil produced at the enterprise will be sent to the bottling and packaging workshop. Advanced global technologies will be introduced here, making it possible to produce a total of about 9 million bottles of 1-liter oil per year. The new industrial facility will make a major contribution to ensuring goods abundance on the domestic market, strengthening the country's food security, and developing the domestic processing sector.
Then, the President of Turkmenistan made a memorable entry concerning the future enterprise for processing technical cotton seeds and producing vegetable oil.
At the solemn foundation-laying ceremony of the new complex for the production of 350,000 tons of carbamide and 350,000 tons of ammonium nitrate per year on the territory of the Garashsyzlyk etrap, the floor was given to Ahmet Çalık, Chairman of the Board of Directors of Çalık Holding.
Welcoming those gathered, the businessman emphasized that thanks to the comprehensive transformations initiated by Hero-Arkadag and continued under the leadership of President Serdar Berdimuhamedov, Turkmenistan is confidently moving along the path of sustainable development, achieving great success in all spheres.
As noted, proceeding from the long-term goals of the economic strategy, consistent work is being carried out in our country to master large investments aimed at the further development of the chemical industry, the expansion of its production capacities, and the strengthening of its positions in the national economy.
In accordance with profile programs, the active introduction of best international practices and scientific-technical achievements into the industry is of great importance. In this context, strengthening the potential of the chemical industry by increasing the production of competitive products with high added value, and efficiently utilizing natural wealth and local raw material resources has been defined as a priority vector.
As part of the successful implementation of these programs, Turkmenistan pays special attention to ensuring the sustainable development of the chemical industry through the deployment of advanced technologies and innovations, as well as the activation of experience and knowledge exchange.

The industrial complex in the Dashoguz velayat will utilize world-renowned technologies from Thyssenkrupp Uhde GmbH for the production of ammonia, carbamide, and ammonium nitrate. These advanced solutions ensure the most efficient use of resources and the production of high-quality fertilizers to meet the needs of the domestic market.
Noting the significance of this important industrial project, Michael Harms once again expressed gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for launching the construction of the facility.

Noting that today marks the beginning of the construction of a major production complex of great importance for the development of Turkmenistan's industrial sector, Nadja Håkansson confirmed the readiness of Thyssenkrupp Uhde GmbH to provide its advanced technologies and engineering expertise to ensure the successful implementation of this project.

The main raw material for the production of the aforementioned products is natural gas, with an estimated annual consumption of 630 million cubic meters.

Mineral fertilizers based on carbamide and ammonium nitrate produced at the new enterprise will be intended to fully satisfy the needs of domestic consumers in our country. In addition, a significant portion of the carbamide produced here is planned to be exported abroad, which will serve to increase the Fatherland's export potential.
As expected, more than 1,000 new jobs will be created at the complex, providing opportunities to raise the employment level of the population in the Dashoguz velayat.
