Activity of security forces in January – July is discussed at the session of the State Security Council

President, Supreme Commander of the Armed Forces of Turkmenistan Army General Gurbanguly Berdimuhamedov held the session of the State Security Council where outcomes of work of military and law enforcement agencies have been summed up for the past seven months of the year as well as the utmost objectives for improvement of their activity and strengthening of equipment and facility base have been outlined.

First, Secretary of the State Security Council, Minister of National Security Ya. Berdiyev made report on integrated measures taken in January – July for provision of stability, law and order in the country, improvement of personnel potential of security forces in the context of successful implementation of the Military Doctrine of Turkmenistan.

Having listened to the report, the Head of the State noted that our country, which is committed to the principles of positive neutrality, invariably follows the course of peace-loving, goodwill and wide international cooperation. Having highlighted the importance of manning of military and law enforcement agencies with highly qualified officer personnel, President Gurbanguly Berdimuhamedov ordered to carry out relative activities.

Having noted the necessity of practical measures for improvement of efficiency of work of the Ministry of National Security, the supreme Commander of the Armed Forces of the country gave specific assignments.

Minister of Interior I. Mulikov reported on the outcomes of activity of his structure for the period under review as well as on the measures for support of public order, prevention of crimes, road traffic accidents in the country.

Having focused on priority objectives of the divisions of the Ministry, the Head of the State noted the necessity of introduction of advanced methods to operational and service work. Taking into account that assertion of healthy life style in the society is one of the main aspects of the state policy, the President gave instructions to organize relative activities. It was also ordered to hold the regulation of traffic and compliance with fire safety under strict control.

Minister of Defence B. Gundogdiyev reported on the outcomes of activity in military divisions of National Army in January – July, fulfilment of assignments given earlier by the Supreme Commander of the Armed Forces of the country. the information about the implementation of the military reform, which is aimed at further strengthening of defensive capability of Turkmen State, creation of proper conditions for service and life of soldiers and officers has been presented.

Having highlighted the improvement of activity of the Ministry, the President noted that improvement of level of technical provision of the Armed Forces and wide implementation of modern methods and technologies to the practice of combat training of the Motherland defenders are the utmost objectives. It will support the growth of professional skills of military personnel, combat abilities of divisions, the Head of the State said and gave number of specific orders.

Chairman of the Supreme Court G. Halliyev made report on integrated measures taken for the period under review for the reformation of judicial system and improvement of personnel potential of the organization.

Having listened to the report, the Supreme Commander of the Armed Forces of the country noted that personnel of judicial authority have to respect the rights and freedoms of the citizens, to follow the principles of impartiality and transparency of judicial procedures.

Prosecutor General B. Atdayev reported on the work for control of the compliance with existing legislation in the country for seven months of the year.

Having highlighted the importance of work of prosecution authorities, the Head of the State focused on responsible objectives of this structure. Speaking of the necessity to improve prosecution monitoring of fulfilment of laws, the President order to enforce the control of fulfilment of provisions of existing legal and regulatory acts by all institutions.

After, the Head of the State Border Guard Service Sh. Durdiyev reported on integrated measures taken from the beginning of the year for protection of integrity of sea and land border of the country, which traditionally supports the relation of friendship and goodwill with neighbouring states.

Having focused on priority directions of the activity of the Service, the President noted the necessity to continue the modernization of equipment and facility base of frontier outposts including the construction of modern complexes. It is necessary to carry out targeted work for combat training and patriotic education of young warriors, making of all conditions for successful service, the President highlighted.

Chairman of the State Customs Service A. Osmanov reported on the work of his organization for seven months of the year.

Having listened to the report, the Head of the State released Head of the Service A. Osmanov from his position for health reasons. M. Hudaykuliyev was appointed as the Chairman of the State Customs Service.

Addressing new Chairman of the Service, Turkmen leader noted that flow of goods, vehicles and passengers crossing the border of our state are growing due to the expansion of foreign activity of the country. It requires the introduction of new methods of customs administration and active implementation of advanced technologies, the Head of the State said, having ordered to hold under control the solution of the objectives of the Service.

Minister of Justice B. Muhammedov reported on the activity of his organization in January – July of this year as well as on the activity for explanation of the importance and meaning of legal documents to the population.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the importance of regular monitoring of existing legal and regulatory documents and development of proposals for their improvement taking into account universal standards and the world law-making practice. At the same time, it is necessary to provide qualified legal assistance to the citizens of the country, the Head of the Turkmenistan said, having addressed several specific assignments.

Chairman of the State Migration service M. Gurdov reported on the work for improvement of entry of foreign guests to the country as well as on the measures for improvement of efficiency of activity of his structure.

Having focused on the necessity of improvement of professional training of personnel as well as creation of conditions for migration procedures meeting international standards, the President of Turkmenistan addressed number of assignments.

Other subjects, on which relative decisions have been made, were reviewed at the session of the State Security Council.

In the end of the session, President, Supreme Commander of the Armed Forces of Turkmenistan Army General Gurbanguly Berdimuhamedov wished the participants strong health and success in work.
