Opening working session, the President called Hyakim of Ashgabat Sh. Durdiliyev who reported on the situation in the capital and presented the projects and locations of new complex of buildings of the Academy of the State Service under the President of Turkmenistan.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that subjects of social and economic development of the main city of the country include strategic planning of its urban construction and efficient management of infrastructure.
After, the Head of the State has listened to the report of Hyakim of Ahal Velayat S. Berdimuhamedov. The Hyakim started his report with good news that farmers of Ahal Velayat successfully fulfilled contractual obligations for production of raw cotton.
The Hyakim expressed gratitude to the President for comprehensive care of agricultural personnel, conditions for the growth of agrarian production. At present time, the work for collecting the cotton left in the fields is continued at high rates.
The Head of the region has also reported on the measures taken by the administration of the velayat for successful fulfilment of objectives followed from National rural programme, organization of events timed to national holidays and remarkable dates.
President Gurbanguly Berdimuhamedov requested to organize the Harvest Festival, honouring of farmers, award of the best agricultural personnel participating in cotton harvest campaign on proper level.
After, Hyakim of Balkan Velayat Ya. Gylyjov reported on work for increment of rates of seasonal agricultural works in the region.
Great attention is also paid to provision of timely commissioning of facilities under construction. Information about preparation to coming remarkable events, in particular tot eh Harvest Festival, in the velayat has been presented.
Summing up the report, the Head of the State highlighted that acceleration of works in agricultural fields of the velayat, especially in the cotton fields, collection of every last piece of cotton, are the most important objective. This is the main requirements for the structures of agricultural complex, President Gurbanguly Berdimuhamedov said.
At the same time, Turkmen leader has focused on the necessity of integrated approach to other field works. The Head of the State addressed the Hyakim with specific assignments on organized conduct of celebration events, provision of control for operation of heating systems of schools, kindergartens and residential houses.
Video conference session was continued by the report of Hyakim of Dashoguz Velayat N. Nazarmyradov who reported on the works carried out in the velayat.
In addition, the Hyakim has reported on the course of construction works at the facilities, which are planned to be commissioned by International neutrality Day, cultural programme of the Harvest Festival.
Having listened to the report, President Gurbanguly Berdimuhamedov demanded to provide timely collection of cotton harvest without any losses. For this purpose, it is necessary to provide coordinated work of all structures participating in the campaign, to hold under control the conditions for the cotton producers and timely payments with them.
The Head of the State ordered to control the work of heating systems in schools, kindergartens and living houses of the velayat. It is also necessary to hold the events on occasion of the Harvest Festival on high organizational level.
Hyakim of Lebap Velayat T. Atahalliyev reported on the situation in the region, works for acceleration of the rates of seasonal agricultural works. The Hyakim has also reported on fulfilment of National rural programmes and preparation to the Harvest Festival.
Summing up the report, President Gurbanguly Berdimuhamedov noted the importance of organized conduct of all seasonal agricultural works, having addressed the Hyakim with number of specific assignments on this account.
Having focused on the importance of fulfilment of National rural programme, the Head of the State ordered to approach the development of the plan of the region’s development for the next year together with the ministries and profile departments on comprehensive base. The instructions for provision of uninterrupted work of the heating systems of social facilities and preparation to the Harvest Festival have also been given.
Hyakim of Mary Velayat D. Annaberdiyev reported on the situation in the region, measures for successful completion of the cotton harvest, care of wheat crops according to agrotechnical standards, ploughing works in the fields on quality level.
The Hyakim continued that fulfilment of National rural programme, under which the construction of various facilities is carried out, remains the main objective. Preparation to the Harvest Festival is also carried out.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted the increment of rates of the harvest campaign in the cotton fields of the velayat. At the same time, it is necessary to pay attention to storage and processing of raw material, timely settlement of payments with farmers for delivered product.
Having requested to start developing the plan of construction of facilities in the velayat in 2020, the Head of the State noted that his work has to be carried out taking into account integrated forecast of the requirements in the velayat on scientific base. It forms up the main condition for social and economic development of the region, the President highlighted, having addressed the Hyakim with specific assignments on this account.
Special attention has to be paid to provision of high organizational level of events planned on occasion of the Harvest Festival, the President noted.
After, President Gurbanguly Berdimuhamedov has listened to the report of Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev.
The Vice-premier reported on the measures in the structures of agricultural complex, indicators of seasonal agricultural works in the fields.
In addition, the Vice-premier informed about preparation to organized conduct of the Harvest Festival in all parts of the country. The plan of cultural activities on this occasion has been developed together with relative structures.
Summing up the report, the President of the country highlighted that issues related to completion of the cotton harvest in scheduled timeline using all capabilities for this has to be under permanent attention.
The Head of the State spoke of the necessity to start preparation to the next year season carrying out relative agricultural activities, ploughing of land as well as demanded to provide timely settlements of payments with tenants, having addressed the Vice-premier with number of specific assignments.
In addition, President Gurbanguly Berdimuhamedov ordered to take care of high level of events planned on occasion of the Harvest Festival.
Continuing video conference session with participation of the hyakims of the velayats and Ashgabat, the President of Turkmenistan focused on the work carried out in the capital for preparation to celebration events on high level.
Having produced more than 270,000 tons of cotton, farmers of Ahal Velayat were the first who successfully fulfilled contractual obligations, the Prresident said.
Having noted the importance of large-scale reforms in agricultural complex, Turkmen leader highlighted that increment of production of high-quality agricultural production, rational use of land and water, improvement of farming culture and strengthening of food security in the country are the main objectives of the reforms.
Having noted that reforms in agriculture are aimed at the development of production including cotton production, enhancement of life level of rural population, the President congratulated farmers of Ahal Velayat with working achievement and, having signed congratulation message, sent it to Hyakim S. Berdimuhamedov by electronic document management system.
Having ordered the Hyakim of Ahal Velayat to take necessary measures in order to collect remained cotton in the fields, the Head of the state wished the heads of other regions to fulfil contractual obligations for cotton production successfully.
Finishing working session, President Gurbanguly Berdimuhamedov wished great success in work to all participants.
