Talks between President Gurbanguly Berdimuhamedov and President Aleksander Lukashenko

President of Turkmenistan Gurbanguly Berdimuhamedov paid an official visit to the Republic of Belarus. The leader of Turkmenistan left the seaside town of Turkmenbashi for Minsk, the capital of Belarus.

Prime Minister of the Republic of Belarus Mikhail Myasnikovich, Deputy Minister of Foreign Affairs of the Republic of Belarus A. Mikhnevich, Ambassador Extraordinary and Plenipotentiary of the Republic of Belarus to Turkmenistan O. Tabanyuhov and other officials greeted the Turkmen leader at the airport in Minsk. The members of the government delegation of Turkmenistan cordially and heartily greeted the Turkmen leader.

The official ceremony of meeting the distinguished guest took place at the Palace of the President of the Republic of Belarus.

President Aleksander Lukashenko cordially greeted President Gurbanguly Berdimuhamedov at the main entrance of the Palace. After the official ceremony, the leaders of Turkmenistan and the Republic of Belarus held the one-to-one talks in the Fireplace Room of the Palace of Independence.

During the talks the leaders of Turkmenistan and Belarus discussed the prospects of bilateral cooperation and identified its specific areas.

The talks continued with the participation of the government delegations of Turkmenistan and the Republic of Belarus in the Big Assembly Hall of the Palace of Independence.

President Aleksander Lukashenko expressed belief that the talks in Minsk would open up new prospects for partnership. Turkmenistan has a leading position in foreign trade of Belarus with the CIS countries; trade turnover between the two countries has grown to almost US$ 500 million in a short period of time. Belarus offers Turkmenistan new areas for mutually beneficial cooperation, such as the exports of Belarusian harvesters, buses, trucks, freight carriages as well as the mining and chemical industries.

The project of the ore-dressing plant under construction in Garlyk plays a critical role in bilateral relations. President Aleksander Lukashenko emphasized that Belarus attached utmost importance to the proper performance of its obligations.

President Gurbanguly Berdimuhamedov focused on the constructiveness and fruitfulness of the one-to-one talks. Belarus is our long-standing and reliable partner. For eight months of this year trade turnover between the two countries increased by 1.3 times as compared to the same period in 2013. Economic activity of Belarusian enterprises in Turkmenistan is quite significant. The projects totalling over US$ 1.145 billion and 1.33 billion manats are currently implemented in collaboration with Belarusian businesses.

The contract for the construction of the ore-dressing plant in Garlyk should be mentioned among the most ambitious projects of Turkmen-Belarusian cooperation. The Turkmen leader said that utmost attention would be paid to the progress of construction so that the plant would be put into operation according to schedule in January 2015.

The multifunctional service centre, which will ensure high quality and timely maintenance and repair of Belarusian machinery and equipment, is under construction in Ashgabat. A number of promising areas for cooperation are currently explored together with Belarusian partners. Gomselmash forage harvesters and MAZ passenger buses are currently tested in climatic conditions of Turkmenistan. In its turn, Turkmenistan stands ready to diversify its exports to Belarus.

After the government talks, the ceremony of signing bilateral documents took place. President Gurbanguly Berdimuhamedov and President Aleksander Lukashenko put their signatures to the Joint Statement. The leaders of the two countries signed the Agreement between Turkmenistan and the Republic of Belarus on trade and economic cooperation in the exports of Belarusian agricultural, automotive and road construction machinery and municipal and passenger vehicles.

The Agreement on cooperation in emergency prevention and response, the Memorandum of Understanding on the basic principles of cooperation in transport and the Programme of cooperation in culture and art for 2015-2016 were signed between the Government of Turkmenistan and the Government of the Republic of Belarus.

The portfolio of bilateral documents also includes the agreement between the research centres and universities, the agreement on the friendly relations between Ashgabat and Minsk and the agreement on cooperation between Lebap Velayat Hyakimlik and Minsk Oblast Executive Committee.

The leaders of the two countries gave a press conference.

President Gurbanguly Berdimuhamedov and President Aleksander Lukashenko expressed belief that international and internal conflicts should be solved by peaceful means based on international law and the UN Charter.

Particular attention was paid to the landmark projects of Belarusian-Turkmen cooperation, such as training of qualified specialists, including in high-tech sectors.

After the press conference, President of the Republic of Belarus Aleksander Lukashenko gave an official dinner in honour of the Turkmen guest at which the two leaders exchanged speeches.
