President of Turkmenistan Gurbanguly Berdimuhamedov participates in the meeting of the CIS Council of Heads of States
President of Turkmenistan Gurbanguly Berdimuhamedov, who was on the official visit to the Republic of Belarus, participated in the meeting of the CIS Council of Heads of States held in Minsk.
President of the Russian Federation Vladimir Putin, President of the Republic of Kazakhstan Nursultan Nazarbayev, President of the Republic of Armenia Serzh Sargsyan, President of the Kyrgyz Republic Almazbek Atambayev, President of the Republic of Azerbaijan Ilham Aliyev, President of the Republic of Moldova Nicolae Timofti, President of the Republic of Uzbekistan Islam Karimov arrived in Minsk to participate in the Summit. Ambassador Extraordinary and Plenipotentiary of Ukraine to the Republic of Belarus Mikhail Ezhel represented Ukraine at the meeting.
Opening the meeting, President of the Republic of Belarus Alexander Lukashenko congratulated welcomed participants of the Summit of the CIS Council of Heads of States. Speaking about the CIS work and noting that much work have been done within these years to enhance the traditional cooperation within the Commonwealth, the leader of the Republic of Belarus expressed belief that this meeting would offer a powerful incentive to the further development of the integration relations between the CIS members, and widen their multi-aspect cooperation that possessed essential potential. Then the floor was given to the CIS Heads of State.
Meeting participants analyzed the results of work of the Commonwealth, the progress of implementation of the Concept on the CIS further development, and discussed the important issues of the international and regional policy. Speaking during the meeting, President Gurbanguly Berdimuhamedov noted that Turkmenistan was an associated member of the CIS and in spite of the fact, cooperation within the Commonwealth had been implemented successively and in compliance with the achieved agreements and regulations during the period since the previous meeting.
Speaking about the regional security, President Gurbanguly Berdimuhamedov underlined that neutral Turkmenistan could not turn a blind eye to the complicated processes taken place in a number of regions today, including the territory of the Commonwealth of Independent States. The Turkmen leader emphasized that their solution required deep analysis and relevant well-thought and reliable approaches based on the experience of cooperation accumulated by the CIS member states and the traditions of solving problems through a respectful partner dialogue. The President of Turkmenistan expressed belief that the CIS potential could be and must be used to preseve the balance of the regional safety, prevent conflicts, and choose the tools for negotiation as the only applicable mean for their solution.
In this regard, President Gurbanguly Berdimuhamedov focused on the necessity to create systematic and efficient echanisms of political consultations on the issues of security.
Speaking about the prospects for cooperation within the CIS, the Turkmen leader specified a number of significant areas, including the trade and economic activity, trasnport sphere, logistics, which were discussed during the Caspian Summit, as well as other important issues that were included into agenda of the meeting of the CIS Council of Heads of States in Minsk.
The meeting continued with the participation of the government delegations of the CIS states in the Big Assembly Hall of the Palace of Independence. Meeting participants considered and discussed a number of key issues on the CIS development, the priority aspects and prospects of the constructive partnership. Particular attention was paid to enhancing the processes of the economic integration within the CIS, the further development of the intergovernmental cooperation in the humanitarian sphere, as well as provision of security in other areas.
After the talks, the ceremony of signing bilateral documents took place. The CIS Heads of State put their signatures to the Address to the CIS peoples and the world community in connection with the 70th anniversary of Victory in the 1941-1945 Great Patriotic War. The leaders of the CIS countries signed the document “On implementation of the Intergovernmental programme “CIS Capitals of Culture in the Russian Federation and the Republic of Tajikistan” in 2015”, and the documents “On declaring the year of 2016 – the Year of Education in the Commonwealth of Independent States” and “On the presidency of the Republic of Kazakhstan in the Commonwealth of Independent States in 2015”.
