Talks between the President of Turkmenistan and the President of the Republic of Kazakhstan

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Kazakhstan Nursultan Nazarbayev, who had arrived in the Turkmen capital on an official visit, held the talks in the Turkmen capital. An official ceremony of greeting the distinguished guest took place at the Oguzhan Presidential Palace Complex. The leaders of the two states had one-on-one talks. Then talks continued with the participation of the government delegations of the two countries. President of Turkmenistan Gurbanguly Berdimuhamedov noted that today the Turkmen-Kazakh cooperation served as a strategic factor of the sustainability and positive development of the processes in Central Asia and the Caspian basin space. It also determines the principal position of Turkmenistan and Kazakhstan in such important area as disarmament. The both states are the parties to the Treaty on a Nuclear-Weapon-Free Zone in Central Asia, the first agreement on creating a zone free of nuclear weapons in the northern hemisphere and a significant element to preserve the peace and security on the continent.

Speaking about the water and energy problems in Central Asia, the President of Turkmenistan expressed belief that the problems should be considered and solved based on the generally recognized norms of the international law, mutual respect and interests of all countries in the region. Focusing on the environmental issues, the Turkmen leader noted that Turkmenistan and the Republic of Kazakhstan stood for the further improvement of work of the International Fund for Saving the Aral Sea.


Traditionally, the problems in Afghanistan occupy an important place in the bilateral talks. In this regard, it was underlined the necessity to establish efficient political and diplomatic mechanisms with participation of authoritative international organisations, first of all, the United Nations Organisation and its agencies.

Energy is a strategic area of the bilateral cooperation. Turkmenistan and Kazakhstan are one of the leading producers and suppliers of hydrocarbons in Eurasia. The powerful resource and industrial basis and transit opportunities allow our countries implementing large-scale, in many ways unique projects on supplying energy sources to the international markets.

Cooperation in the transport sphere plays a key role in the successful economic development of the two states and their integration into the system of the global networks. That is vividly proved by the construction of the Kazakhstan-Turkmenistan-Iran railway.

President Gurbanguly Berdimuhamedov said that the IV Caspian Summit held in Astrakhan on September 29 demonstrated the great interest of the summit participants in developing cooperation in the transport sector. The Turkmen leader underlined that the transport aspect should be taken into account while developing the strategic plans of the bilateral partnership.


Emphasizing the wide prospects for cooperation in the transit and transport sphere, President Nursultan Nazarbayev noted that Kazakhstan paid particular attention to the Kazakhstan-Turkmenistan-Iran railway, the ceremony of putting into operation of which will take place with participation of the leaders of the neighbouring states. The distinguished guest noted that as of today, the freight transport had increased up to 38 percent due to opening of the Turkmen-Kazakh section of the railway in May, 2013. In this regard, the President of Kazakhstan called for the further implementation of strategic projects with the aim to efficiently use the geographic location of our countries as a transit bridge between Europe and Asia.

In particular, the high-ranking guest specified Uzbekistan-Turkmenistan-Iran-Oman and Turkmenistan-Afghanistan-Tajikistan transport transit corridors as the projects of particular interest for Kazakhstan. As for the maritime transport, the Kazakh leader noted that Kazakhstan was interested in establishing the overseas traffic between Aktau and Turkmenbashi International Sea Ports and underlined the importance of the Intergovernmental Agreement on cooperation in the sphere of maritime transport.

Speaking about the construction of the Turkmenistan-China gas pipeline, a part of which run through the territory of Kazakhstan, as a bright example of the mutually beneficial cooperation in the energy sphere, President Nursultan Nazarbayev reaffirmed the willingness of his country to the further active collaboration in the fuel and energy sector.


As for the partnership in the Caspian Sea, the President of Kazakhstan expressed support to the initiatives put forward by the Turkmen leader during the IV Caspian Summit in Astrakhan on signing a five-side Agreement on the trade and economic cooperation and establishment of the Caspian Economic Forum.

The leader of Kazakhstan also focused on the prospects for efficient cooperation in other industries, including supplies of railway equipment and agriculture.

After the talks, the ceremony of signing bilateral documents was held at the Seljuk Hall. The Memorandum of Mutual Understanding between the Academy of Sciences of Turkmenistan and the International Turkic Academy; the Agreement between Balkan Velayat Khyakimlik of Turkmenistan and Akimat of Mangystau Region of the Republic of Kazakhstan on the trade and economic, scientific, technological and cultural cooperation; the Agreement on the establishment of a Business Council between the Union of Industrialists and Entrepreneurs of Turkmenistan and the Chamber of Commerce of the Republic of Kazakhstan; the Memorandum between the Government of Turkmenistan and the Government on the Republic of Kazakhstan on establishment of Turkmenistan-Kazakhstan international transit telecommunication route; the Agreement between the Government of Turkmenistan and the Government on the Republic of Kazakhstan on cooperation in the sphere of maritime transport were signed.
