President of Turkmenistan Gurbanguly Berdimuhamedov identified the priority objectives to be achieved by Turkmen parliamentarians at the present stage of development of the independent Turkmen state during a meeting with members of the Parliament of the fifth convocation.
The priority objectives included the improvement of the Constitution of Turkmenistan.
The enhancement of the protection of human rights by independent institutions was identified as an important and urgent objective.
The Turkmen leader focused on the need to improve the election law. The President instructed the Parliament jointly with the Ministry of Finance to consider as soon as possible the issues on the establishment of the bodies of halk maslahaty in accordance with the Law on the Representative Bodies of Local Governments.
The key objectives to be achieved by Turkmen parliamentarians included the implementation of the further reforms in the administrative and territorial structure of the country. The President focused on the need to complete the ongoing work in this sphere this year.
In his speech, the Turkmen leader dwelt upon the work on the democratization of social and political life, the formation of civil society institutions and the improvement of the political system in accordance with modern requirements.
Identifying the important objectives to be achieved by parliamentarians, the Turkmen leader focused on the improvement of the administrative law, in particular the Code of Administrative Violations of Turkmenistan.
The task of drafting the Law on the Notarial System and Notary Activities was set to deputies of Mejlis.
The President dwelt upon the importance of improving the Law of Turkmenistan on Statutory and Legal Acts.
The key aspects of the activities of the legislature included the optimization of the approaches to addressing the issues which result from the impact of foreign markets on the national economy. In this regard, emphasis was placed on the need to encourage entrepreneurship, investment activity, privatization and development and management of the financial market.
The Turkmen leader also focused on the need to continue the work on such important aspects as the improvement of insurance services, optimization of monetary relations and organisation of exchange activities. Emphasis was placed on the need to improve the laws regulating the administrative, organizational, financial and economic aspects of the development of industry, agriculture and other sectors.
President Gurbanguly Berdimuhamedov said that it was necessary to draft the law that would set forth the legal, economic and organizational frameworks for real estate activities, focusing on the need to adopt the new Law of Turkmenistan on the Property in accordance with modern requirements.
The Turkmen leader dwelt upon the need to continue the work on the systematic analysis and improvement of the laws regulating property relations and aimed at supporting commodity producers and service sector.
The President said that the extensive work should be done to promote export-oriented industries. A critical role in exporting domestically manufactured products is assigned to the Chamber of Commerce and Industry. In this regard, it was necessary to revise the laws regulating the activities of the Chamber of Commerce and Industry.

The President recommended drafting the Law on the Protection of Health of Citizens and the Law on Drug Manufacturing, Procurement and Control and improving the Law on Safety and Quality of Food Products.
In his speech, the President dwelt upon the need to improve the laws regulating labour relations, social protection of citizens of Turkmenistan.
Emphasis was placed on the feasibility of adopting the laws on physical culture and sport and on professional sport, drafting the laws on horse breeding and equestrian competitions and on the preservation of the national intangible cultural heritage.
