Dear guests,


I cordially congratulate you on the opening of the Week of Culture and an international art exhibition in Lebap Velayat! I would like to wish you good health, happiness and every success in your creative activity!

Independent neutral Turkmenistan, taking consistent steps to expand cooperation with states of the world, is carrying out historic reforms and enhancing its economic potential. The achievements gained by our Motherland in the epoch of might and happiness lend wings to the happy people of the country and take them to new heights.

The epoch of might and happiness is the time of revival for a new life of culture and arts, national heritage and traditions. We have always attached profound importance to the promotion of culture and art, bringing them to new levels, and we believe it to be one of the priorities of the state policy.

When pursuing the cultural policy, we abide by the principle: “Culture is the soul of the people!” Because the soul of the people is the national character they have shaped over many millennia of their history, an inexhaustible fount of national values. The scale and high level of organization of the Weeks of Culture held on a regular basis in the regions of the country allow revealing and popularizing worldwide the unique culture of the Turkmen people.

Currently, we are implementing the ambitious programmes aimed at promoting the sphere of culture in our country.

It has become a tradition in our country to confer honorary titles to cultural and art workers and present awards to winners in the art contest Altyn Asyry for the President’s Prize each year on the eve of the glorious holiday, Independence Day in the Avaza national tourism zone. Each year, we announce the contests Yanlan, Diyarym and Garassyzlygyn merjen dyaneleri, involving the younger generation, which help to reveal new bright talents in the arts.

2015 has been declared the Year of Neutrality and Peace in Turkmenistan to mark the 20th anniversary of permanent neutrality of Turkmenistan. Historic events, taking place in the cultural life this year, enhance the pride of the happy people of our country. The declaration of Mary the cultural capital of the Turkic world in 2015, the opening of the building complexes of the Publishing House, the adoption of the Law of Turkmenistan on the Protection of National Intangible Cultural Heritage, the broadcast of national TV and radio programmes via the national artificial communications satellite and other events of historic importance testify to the outstanding achievements in the sphere of culture.

Culture and art play a crucial role in promoting peace, friendship and solidarity of the nations. Culture is an inexhaustible power, promoting the formation of national characteristics and identity of every nation, brings nations closer together and serves as the spiritual bridge for uniting people. To achieve these lofty goals, the Days of Culture of our country are held on a regular basis in foreign countries and the Days of Culture of other nations in our Motherland. Large-scale cultural actions turn into some kind of festival of friendship and positive cooperation.

Promoting fruitful cooperation with UNESCO – the UN agency that deals with the issues of education, science and culture, is a priority aspect of the policy of Turkmenistan in international cultural and humanitarian cooperation. The election of Turkmenistan to the Executive Board of UNESCO for 2013-2017 vividly illustrates our fruitful work within this authoritative international organisation. The inscription of the historical monuments, such as ancient Merv, Nusay and Kunya Urgench, on the UNESCO World Heritage List, has contributed to their recognition an integral part of world culture. Currently, the relevant work is being undertaken, which will result in the nomination of a number of sites in our country for the inscription on the List of World Intangible Cultural Heritage. The finds discovered during archaeological excavations on the ancient cities Margush Serahs, Dehistan, Abiverd that are part of the national heritage of the Turkmen people have a significant place in the treasury of universal cultural values. The Amul fortress, the Dayahatyn caravanserai, the historical monuments – Astanababa, Alamberdar, the unique nature of Koitendag, located in Lebap Velayat, are the cultural values that have gone down into our glorious history.

Dear participants in the Week of Culture,

Since ancient times, the Turkmen land lies at the crossroads of major trade routes, which has resulted in the influence of highly developed civilization of the Turkmen people on cultures of other peoples of the world. Our material and spiritual wealth at the highest level of exquisiteness and harmony that preserved the national flavour and uniqueness in different periods of history have survived our days. The wonderful works by scholars, thinkers and poets, the heroic epics Oguznamah, Gorkut Ata, Gerogly have inspired people from generation to generation, enhancing their inspiration and loftiness of their goals at all times.

Many cultural centres and houses, libraries and museums have been built and put into operation in all the regions of the country for a few years. Performances of singers and musicians, theatre productions held at the centres of culture enhance the unity and solidarity of our people, the sense of national pride and love for the Fatherland.

Today, our national values and age-old traditions as the conductor of the lofty spiritual and moral principles, humanism, generosity and physical and spiritual health deserve popularization worldwide that the Weeks of Culture, held in the regions of our country, contribute to.

The festival of culture and arts that is taking the start in Lebap in the ancient Turkmen land aims to encourage baghshis for inspired songs and lend wings to poets and writers for new works. Concerts of young singers and musicians, cultural workers, exhibitions of fine and decorative arts, printed products and museum collections and poetry readings with well-known writers to take place during the Week of Culture illustrate the outstanding achievements of Turkmen culture, arts and literature.
