The seminar is a part of Programme “EU-Central Asia Rule of Law Platform” was organized in the framework of cooperation between Turkmenistan, UNDP and European Union.
The representatives of government structures and non-profit organizations took part in the event. Turkmenistan were represented the heads of two leading Scientific Centers: Turkmen National Institute of democracy and human rights , and Institute of State and Right under the President of Turkmenistan, the representatives of ministries and law enforcement structures, and non-profit organizations of Turkmenistan. The seminar was held with participation of the representatives of international organizations: Xavier Barré, Team Leader, Rule of Law Platform – Central Asia, Rustam Pulatov, Programme Specialist of Regional Office of UNDP in Istanbul, Nazgul Yergaliyeva, Legal Consultant on International Law and Human Rights on EU-Central Asia rule of law platform programme, as well as the experts Andrey Brigidin, and Iveta Kajoka.
In the seminar, it was discussed problems on the civil society development outlooks. Also, there were sessions on financial mechanism and organization effective dialogue between the civil society and the state. The separate theme of discussion was devoted to the role of mass media in organization of civil society.
Moreover, the special session underwent on the development of democratic processes in Turkmenistan. The representatives of Turkmen sides in their presentations defined areas of normative legal basis enhancements to ensure non-profit organizations’ activities, and organization of institutional foundation of civil society. As noted, the multidisciplinary work on reforming and comprehension of national legislation in view of generally acknowledged norms of international rights aimed at further development of democratic basis. It is undergoing step-by-step formation process of state and nonprofit institutes countrywide to ensure guarantee of a person of his/her political, civic, economic, social, cultural rights and freedom as the fundamental principle of international law.
The seminar wrapped up with completed constructive dialogue aimed at assisting to elaborate common approaches on issues of establishment and outlooks of development the civil society in Turkmenistan.
