Strengthening the principles of democracy in Turkmen society

The next issue of the quarterly scientific and practical journal “Democracy and Law”, published by the Institute of State, Law and Democracy of Turkmenistan in Turkmen, English and Russian, has been published.

The publications reflected the significant events of the first quarter of this year. Thus, the publication opens with excerpts from the speech of Arkadag Gurbanguly Berdimuhamedov at a meeting with members of the Milli Gengesh of Turkmenistan, dedicated to the priority areas for the development of our independent state and its institutions for the next 30 years. It was noted that this year there are big tasks to further improve legislation in all areas, including the preparation of draft laws that correspond to the spirit of the era, bringing national legislation to a new level.

The publication also contains the keynote speech of the President of Turkmenistan Serdar Berdimuhamedov at the inauguration ceremony held in Ashgabat on March 19th. Having identified the most important tasks for further comprehensive development of the country, aimed primarily at steadily improving the well-being of the population, strengthening the social and legal security of the people of Turkmenistan, building up the potential of the national economy, bringing it to the forefront, the head of state also focused on the key aspects of the activities of permanently neutral Turkmenistan in the international arena.

As President Serdar Berdimuhamedov noted, the basic principles arising from the legal status of neutrality of our country, namely, strengthening peace and security, expanding friendly and fraternal relations based on goodwill, ensuring sustainable development on the planet, will continue to be priority areas of the foreign policy of the independent Turkmenistan.

Thus, in the speech of the President of Turkmenistan, the invariable commitment of our Motherland to the strategy of a broad mutually beneficial partnership that meets the goals of universal security as a guarantee of stable growth on a regional and global scale once again found its vivid confirmation.

Among the materials offered to readers is the article “Democratic Elections and Guarantees of the Electoral Rights of the Citizens of Turkmenistan”, dedicated to the most important social and political campaign, which took place on a truly democratic, alternative basis, having become a milestone in the modern history of the Motherland, confidently following the path of creation and progress.

The year “The era of the people with Arkadag” marks the 30th anniversary of the adoption of the Constitution of Turkmenistan, which determines the social and state structure of our country, the main directions of development, the powers and principles of the representative and executive authorities, as well as the judiciary, rights, freedoms and duties of a person and citizen. This topic is reflected in the article “The Constitution of Turkmenistan - the legal basis for the development of the state and justice”, which tells how the constitutional and legal norms and principles of the judiciary and justice, enshrined in the Basic Law of the country, establish the content and nature of the judiciary, the principles of judicial protection of rights and freedoms of persons and citizens, and also serve as a legal basis for improving the judiciary - one of the branches of state power.

The publication “Activities of the National Red Crescent Society of Turkmenistan in the field of implementation of international humanitarian law and protection of public health” refers to the active participation of our country in humanitarian cooperation, which today is reaching a higher level, based on the principles and norms of international law. The National Red Crescent Society of Turkmenistan strives to make a feasible contribution to the efforts of our Motherland to create conditions both at the international and national levels for safe, sustainable development and prosperity of all countries.

The attention of readers will also be attracted by material on modern etiquette, reflecting the rules, traditions and customs of the people that have lived to this day. Turkmenistan pays close attention to the spiritual and moral education of the younger generation as one of the priority areas of state policy.

The publications of the journal also include the articles “Development of transport diplomacy and improvement of legislation” and “Harmonization of national legislation and norms of international law”, which touch upon the issues of planned work to strengthen the political and legal basis of the relevant areas, improve national legislation. Organizational and planning activities are carried out in combination with the Turkmen legislation and generally recognized transnational norms and are aimed at regulating modern interethnic relations.
