Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, having discussed topical issues of public life, and considered drafts of a number of documents.

Having announced the agenda, the head of state gave the floor to the Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed about the activities to modernize the national legislation.

In order to implement the tasks, set out in the speech of the head of state at the Dovlet Maslakhaty, measures are being developed that contribute to further improvement of the legislative system, as well as work to promote state policy and explain the adopted legislative documents to the population.

Then the Deputy Chairman of the Halk Maslakhaty of the Milli Gengesh K.Babaev informed about the activities to improve the legislation of the country.

As it was noted, guided by the tasks set in the program speech of the President of Turkmenistan at the Dovlet Maslakhaty, at present the Halk Maslakhaty and the Mejlis of the Milli Gengesh of Turkmenistan, together with state institutions, local self-government bodies, are carrying out appropriate organizational and educational work.

Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the practical steps taken to improve the efficiency of state property management, the formation of a favorable business environment and the improvement of national legislation in this area.

After hearing the report, President Serdar Berdimuhamedov noted that the work being carried out in this direction is destined to help improve the efficiency of the use of state property and its profitability, attract foreign and domestic investment in the country’s economy, improve the process of state property management, and gave the Deputy Prime Minister a number of specific instructions in this regard.

Then Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on the draft Resolution “On the purchase of material and technical equipment and funds by the Türkmengaz State Concern”

In this context, the Deputy Prime Minister submitted a draft of the relevant Resolution to the President of Turkmenistan for consideration.

Having signed the Resolution and sent it through the digital system, President Serdar Berdimuhamedov gave the Deputy Prime Minister a number of specific instructions.

Then there was a report on the activities of the Turkmennebit State Concern on the deep development of oil wells.

Currently, the State Concern is working on the development of fields that are part of the Cheleken contractual territory, as well as increasing the volume of oil produced by drilling new oil wells.

After hearing the report, the President of Turkmenistan noted that through the accelerated development of oil and gas fields in the country, the drilling of new wells, the involvement of large profile companies interested in participating in ongoing industry projects, the development of the domestic fuel and energy sector is underway, and addressed specific instructions to the Deputy Prime Minister in this regard.

Cabinet Deputy Chairman A.Yazmyradov reported on seasonal agricultural works carried out in the regions of the country and measures to improve water supply.

As noted, the sowing of wheat is conducted in accordance with agrotechnical norms and deadlines, measures are being taken for vegetative irrigation of the fields sown by it.

Along with this, cotton harvesting continues at a rapid pace, the smooth operation of receiving points and transportation equipment has been established.

After hearing the report, President Serdar Berdimuhamedov emphasized the need for a systematic increase in agricultural production. The importance of further development of the agricultural sector of the national economy, meeting the demand of the population for high-quality food products was particularly emphasized.

During the meeting, the Deputy Prime Minister reported on the draft Order on granting legal entities – citizens of the country – to use land plots for construction and production purposes.

Having signed the Order, the head of state sent it to the Deputy Prime Minister via the digital system and gave specific instructions.

Then the Deputy Chairman of the Cabinet of Ministers, Ch.Purchekov reported on the activities implemented by subordinate structures in accordance with the instructions previously given by the President of Turkmenistan.

Due to the affordability and high quality of various products produced in the country, the range of which is constantly expanding, is in great demand. In this regard, a proposal was submitted for consideration by the head of state to establish the production of plastic cards for various purposes in accordance with the Concept of the Development of the Digital Economy in Turkmenistan in 2019-2025, as well as the production of traffic lights and LED road signs.

In general, having approved the submitted proposal, the head of state noted the importance of the production of traffic lights and LED road signs in the country and instructed to further study the possibilities of producing in-demand products.

At the same time, the Deputy Prime Minister reported on the measures being taken to widely use regenerative sources for the production of environmentally friendly and economically profitable electricity.

In order to build a multi-purpose solar and wind power plant in Serdar etrap of Balkan velayat, the Ministry of Energy held an international tender to select a consulting company that will monitor the implementation of this major investment project.

In this regard, a proposal was submitted for consideration by the head of state to conclude an appropriate contract with the winning company for the provision of consulting services.

Having approved the submitted proposal, the head of state noted the exceptional demand for new drafts on the use of green energy. Highlighting that the construction of economically profitable alternative energy facilities will directly contribute to the successful implementation of all scheduled plans and the progressive socio-economic development of the country as a whole, the President of Turkmenistan addressed specific commissions to the Deputy Prime Minister.

Then Deputy Chairman of the Cabinet of Ministers B.Atdaev reported on the provided support of domestic manufacturers of plastic products.

It was reported that today dozens of enterprises for the production of polyethylene and polypropylene products operate in the country.

In order to expand work in this direction and support the supply of raw materials to local producers, the Deputy Prime Minister submitted a corresponding proposal for consideration to the head of state.

Having approved the submitted proposal, President Serdar Berdimuhamedov noted the need to continue the large-scale work on import substitution, the development of processing industries and providing them with raw materials in full, increasing the range of competitive products produced in Turkmenistan, giving the Deputy Prime Minister relevant instructions.

Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the ongoing preparations for the international festival “Handicrafts and Decorative and Applied Arts in the Heritage of the Peoples of the World”.

In this regard, the Program of the international festival “Handicrafts and Decorative and Applied arts in the Heritage of the Peoples of the World” was presented for consideration to the President of the country.

After hearing the report, President Serdar Berdimuhamedov stressed the importance of the upcoming forum in the context of the comprehensive strengthening of constructive cultural and humanitarian dialogue with foreign countries and addressed the Deputy Prime Minister with specific instructions for holding the festival at a high level.

Then Deputy Chairman of the Cabinet of Ministers N.Amannepesov reported on the preparations for the planned international exhibition and scientific conference “Healthcare, Education and Sports in the era of the Revival of a new epoch of a powerful state”, which will be held on October 10-11 of this year.

As noted, representatives of international organizations and over 150 companies from more than 30 countries specializing in the production of medicines and medical supplies, medical and sports equipment, and the development of educational technologies are expected to participate in the review.

The scientific conference, which will be held in a hybrid format, will bring together scientists from leading universities in about 20 countries of the world.

The head of state instructed the Deputy Prime Minister to ensure strict control over the conduct of all scheduled events at a high organizational level.

Then the Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R.Meredov reported on the ongoing work on the development of constructive cooperation between Turkmenistan and the Gulf states.

It was reported on the results of a working trip to Riyadh, the capital of the Kingdom of Saudi Arabia, in September, where the delegation of our country took part in the first ministerial meeting of the strategic dialogue between Central Asia and the Gulf Cooperation Council.

In the context of the topic of interaction with the Gulf states, it was noted that on June 13-17 of this year, a working visit of the delegation of Turkmenistan to the Kingdom of Bahrain took place, during which regular consultations were held between foreign ministries, meetings with the leadership of the Ministry of Foreign Affairs and other government agencies, as well as large companies. The issues of intensification of bilateral cooperation in its priority areas were the subject of an interested discussion.

It was also reported on the results of the working visit of the delegation of Turkmenistan to the United Arab Emirates on September 12-16. During the bilateral meetings with the leadership of a number of specialized structures of the UAE, issues of further expansion of productive partnership in various fields were considered. During the visit, a Memorandum of Understanding was signed between the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan and Abu Dhabi Ports Company P.J.S.C.

Confirming the readiness of our country to develop mutually beneficial partnership both in bilateral and multilateral formats, through international and interregional structures, including within the framework of the dialogue “Central Asia – Gulf Cooperation Council”, President Serdar Berdimuhamedov instructed the Deputy Prime Minister, the head of the Ministry of Foreign Affairs to continue systematic work in this direction.

Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakyev reported on the measures taken to further develop the country’s railway transport sector.

According to the Law of Turkmenistan “On Railway Transport”, international treaties and other normative acts, relevant activities are being carried out to expand the range and improve the quality of services provided in this area, improve the infrastructure of railway transport.

After hearing the report, President Serdar Berdimuhamedov underlined that in order to develop the transport and transit capabilities of our country, it is necessary to fully use the potential of modern railway infrastructure facilities and to further increase the volume of cargo transportation by rail.

In this context, the head of state instructed the Director General of the Agency to intensify work on the modernization of the industry infrastructure.

At the end of the Cabinet meeting, the head of state wished the participants good health, family well-being and great success in their work for the prosperity of the Homeland.
