Today, President Serdar Berdimuhamedov has held a regular online meeting of the Cabinet of Ministers. The agenda of the meeting included drafts of documents and a number of other topical issues for consideration.

The first floor was given to Charwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the activity to provide legal support to transformations of the new historical epoch.

Then, Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the planned legislative activities.

President Serdar Berdimuhamedov underlined importance of further dynamic legislative activity of the Khalk Maslakhaty of the Milli Gengesh with a view of successful realization of state social and economic programs and projects.

Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the state of affairs in the sphere under his supervision as well as on the work carried out to improve normative acts defining the legal basis of realization of barter transactions of ministries, sectoral departments and other state institutions.

Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the draft of the Resolution on conclusion of the contract for capital repair of gas generators of “Türkmengaz” State Concern.

As was informed, it is planned to conclude the contract for capital repair of gas generators installed at gas compression stations of “Döwletabat-3” and “Döwletabat-2A” of the State Concern. Implementation of the given work will facilitate regular and reliable supply of home and foreign gas consumers with natural gas from the gas field “Döwletabat”.

In the given context, for consecration of the head of the state was submitted the draft of the relevant document.

Having heard the report, President Serdar Berdimuhamedov underlined significance of further modernization and diversification of petrochemical industry, which is one of the most promising branches of the national economy. Having signed the submitted Resolution, the head of the state sent it online to the Deputy-Chairman of the Cabinet giving him relevant instructions.

Further, the Deputy-Chairman of the Cabinet reported on the work carried out to produce lubricants at Turkmenbashi oil refineries complex of Türkmennebit State Concern. In this connection, the international tender was held with a view of purchase of additives of various forms necessary for production of lubricants.

Having noted significance of active use of efficient modern technologies, which ensure deep, wasteless processing of hydrocarbons, innovative methods of production for competitive, high quality, ecologically clean gas and chemical goods as well as widening of its assortment, President Serdar Berdimuhamedov instructed the Deputy-Chairman of the Cabinet to continue a complex work on further technical equipment of enterprises of TORC. 

Deputy-Chairman of the Cabinet A.Yazmyradov reported on the course of seasonal agricultural campaigns in regions of the country and measures taken to develop the agro-industrial complex comprehensively and create wide opportunities for productive work of rural workers.

Then, the report on preparation for participation in the regular meeting of the Board of the International Fund for Saving the Aral Sea planned to be held on November 28, in Dushanbe of the Republic of Tajikistan.

Further, the Deputy-Chairman of the government reported on the measures taken for improvement of legislative acts regulating the legal, organizational and economic basis of land management.

Having pointed out importance to bring the laws regulating land relations in our country into compliance with realities of the time, President Serdar Berdimuhamedov gave the Deputy-Chairman of the Cabinet concrete instructions.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the work carried out at the instructions given earlier by the head of the state to increase the volume and expand routes of export of Turkmen power energy.

At present, the volume of delivery of Turkmen power energy to neighbouring countries grows with every passing year.

In this connection, “Turkmenenergo” State Power Energy Corporation plans to conclude a number of additional agreements to the existing contracts.

Having heard the report, President Serdar Berdimuhamedov drew the attention to the importance of large-scale work on the strengthening of the material and technical basis of the sector, reliable supply of power energy to home consumers, steady increase in the volume and expansion of routes of power energy to foreign countries.

Further, the Deputy-Chairman of the Cabinet reported on the measures realized to develop the “green energy” in Turkmenistan, in particular, wide use of economically beneficial and ecologically clean renewable sources of energy.

In this regard, for consideration of the President of the country was submitted the draft of the decision on conclusion of the contract for consulting services on control over construction of the multifunctional power station in Serdar district of Balkan region.

Having approved the relevant decision, the President of Turkmenistan gave the Deputy-Chairman of the Cabinet, a number of instructions to ensure a personal control over the course of constructing of a new important energy project.

Deputy-Chairman of the Cabinet B.Atdayev reported on the measures taken to prepare for International Day of Neutrality and New Year in the sphere of trade. 

The Ministry of Trade and Foreign Economic Relations carries out a relevant work on supply of the trade sector fully with local and international food and other important goods. 

Having heard the report, President Serdar Berdimuhamedov made an emphasis on priority tasks of the trade complex, having instructed the Deputy-Chairman of the Cabinet to keep issues of food abundance in local markets and affordability of prices under constant control.

Further, the Deputy-Chairman of the Cabinet reported on preparation for the opening of projects in Akhal region. As was informed, at the established terms modernization of the hospital in Anew city of Ak bugday district as well as construction and installation work at the water treatment facility with a capacity of 30 thousand cubic meters of water per day in Baharden district were completed.

Having heard the report, President Serdar Berdimuhamedov underlined that among topical issues is timely commissioning of industrial and social projects into operation in regions. Speaking of importance of constant control over the quality of construction, the head of the state gave the Deputy-Chairman of the Cabinet a number of concrete instructions.

Then, Deputy-Chairman of the Cabinet N.Amannepesov reported on issues of the Centre for Technologies of the Academy of Sciences, Institute of Chemistry and Institute of General and Applied Biology of the Oguz han University of Engineering and Technology of Turkmenistan.

As the Deputy-Chairman of the Cabinet informed, with a view of improvement of activity of applied research institutions of the Academy of Sciences of Turkmenistan, it is expedient to transfer the Institute of General and Applied Biology of the Oguz han University of Engineering and Technology of Turkmenistan to a fully self-financing system. 

The head of the state noted that transfer of research institutes to the fully self-financing system will enable not only significantly to improve the system of self-management, but also facilitate to introduce more actively achievements of science in various branches of national economy and gave the Deputy-Chairman of the Cabinet in this connection concrete instructions.

Further, Deputy-Chairman of the Cabinet, Minster of Foreign Affairs R.Meredov reported on the outcome of the official visit of the President of Turkmenistan to the United Arab Emirates held on November 21-22.

In the course of high-level bilateral talks held on the first day of the visit a complex of issues, covering the entire range of intestate cooperation was considered.

With a view of practical implementation of agreements reached, it is proposed to hold the regular meeting of the joint committee for cooperation between Turkmenistan and the UAE in Abu Dhabi in the first half of 2023, to develop the roadmap aimed at further expansion of Turkmen-Emirati partnership.

Having summed up the report, President Serdar Berdimuhamedov with satisfaction stated traditionally friendly, trusted and fruitful character of relations with the United Arab Emirates, the visual example of which were the high level talks held in Abu Dhabi in the current week.

Director General of the Transport and Communications Agency under the Cabinet of Ministers of Turkmenistan M.Chakyev reported on the work carried out in accordance with the Concept of development of digital economy in Turkmenistan and the state program for development of digital economy in Turkmenistan for 2021–2025.

As was informed, on the basis of the Memorandum of mutual understanding on cooperation in the system “E-government”, signed between “Türkmenaragatnaşyk” Agency and the UN permanent residency in Turkmenistan, the document on facilitation of introduction of interdepartmental system of exchange of electronic data in Turkmenistan was prepared.

In this connection, for consideration of the head of the state was submitted the draft of the relevant Resolution. 

Having summed the report, President Serdar Berdimuhamedov underlined that modernization of activity of public institutions and introduction of the system of e-government will facilitate successful realization of programs of social and economic development of the country, including the Concept of development of digital economy.

Having signed the submitted Resolution, the head of Turkmenistan sent it online to the Director of the Agency and instructed him to keep realization of marked measures in this area under a strict control.

Further, he reported on the work carried out to strengthen the material and technical basis of national branches of communications, increase in types and improve the quality of services provided to population and introduction of modern technologies and others. 

Having underlined that as a result of complex modernization and diversification of sectoral infrastructures, application of advanced technologies and innovations, the country possesses successfully functioning branched network of communications, President Serdar Berdimuhamedov gave the head of the agency concrete instructions for further increase in the quality of services and capacity of communications.

The meeting of the government also considered other issues and adopted a number of documents on development of sectors of national economy.

Having concluded the regular online meeting of the Cabinet, President Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for further prosperity of the fatherland.
