Today, President Serdar Berdimuhamedov, who is on leave, has held a regular meeting of the Cabinet of Ministers via a digital system, at which the reports of the deputy prime ministers on the results of work done in January-July of the current year were heard and the priority objectives for the country’s socio-economic development were considered.

The floor was first given to the Chairwoman of the Mejlis D. Gulmanova, who informed about the activities carried out over the past seven months of the ongoing year to modernize the country’s legislation.

As was reported, during the period under review, 3 meetings were held, during which 30 laws of Turkmenistan and 35 resolutions of the Mejlis were adopted. Amendments and addenda were introduced to a number of legal instruments in order to bring existing laws in line with the requirements of Constitutional provisions and international regulations.

Currently, proposals from ministries and sectoral departments are studied for the preparation of draft laws relating to civil-legal and foreign economic relations, hydrometeorological and customs activities, military duty and military service, issues of protecting historical and cultural heritage sites, etc.

The report included information on the preparations in progress for holding a meeting of the Halk Maslakhaty of Turkmenistan on the days of celebrating the 32nd anniversary of the sacred independence of the Homeland.

Summing up the information, President Serdar Berdimuhamedov specified the need for proper preparation for the Halk Maslakhaty meeting. The head of state also stressed the importance of continuing work to modernize the legislation of Turkmenistan.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the indicators of the country’s socio-economic development in January-July this year.

The report was given that due to the practical steps taken, a stable GDP growth rate was provided in the indicated period, which increased by 6.2 percent.

The amount of goods manufactured is 6.3 percent more than in the same period in 2022.

Retail trade turnover and foreign trade turnover are higher than in the same period of last year by 9.4 percent and 4.9 percent, respectively.

As was reported, in January-July this year, the State Budget was executed 113 percent, and its expenditures - 97.9 percent.

The volume of capital investments assimilated from all sources of funding increased by 27.6 percent over seven months of this year, as compared to the same period in 2022.

Having heard the report, President Serdar Berdimuhamedov focused on the need to carry out appropriate work to maintain a high GDP growth rate.

Then the deputy prime minister reported on the measures taken to improve the legislative regulations in the field of social security.

As was reported, in accordance with Articles 21 and 40 of the Code of Turkmenistan “On social protection of the population”, drafts of a number of documents have been prepared, in particular, “On the composition of the commission under the President of Turkmenistan for awarding personal pensions” and “The procedure for awarding personal pensions for special service to Turkmenistan”. In this regard, a draft Decree “On the issues of awarding personal pensions” was submitted for consideration by the head of state.

Having signed the presented Decree, the President of Turkmenistan sent a document by digital system to the deputy prime minister, giving a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the results of work carried out in the sectors under his supervision in January-July 2023, the achieved technical and economic indicators for the production of oil and gas condensate, and the production of polypropylene.

The report was also given that the “Türkmennebit” State Concern fulfilled the plan for oil supply 101 percent, for oil refining - 101.5 percent, as well as for the production of gasoline - 105.1 percent, diesel fuel - 104.9 percent, lubricating oils - 110.1 percent, and liquefied gas - by 108.8 percent.

During the period under review, the plans for the extraction of natural and associated gas and gas exports were fulfilled 109 percent and 114 percent, respectively.

Summing up the report, the head of Turkmens state focused on the importance of taking measures to increase the production of liquefied gas and polypropylene. At the same time, emphasis was placed on the need to take practical steps to increase oil production.

Further, Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the results of activities in the supervised sectors over the past seven months.

In the agro-industrial complex, the production growth rate amounted to 105.5 percent compared to the same period last year, including 105.4 percent for the Ministry of Agriculture, 103.8 percent for the Ministry of Environmental Protection, 106, 6 percent for the State Committee for Water Management, and 101.5 percent for the State Association “Türkmen atlary”. The investments assimilation plan was fulfilled 240.6 percent.

Having heard to the report, President Serdar Berdimuhamedov stressed the need for effective work to implement the reforms initiated in the domestic agro-industrial sector and the integrated development of the industry.

As part of the report, the deputy prime minister submitted a prepared draft Decree “On the production of a bountiful wheat crop in Turkmenistan in 2024” for consideration by the head of state.

Emphasizing the importance of successfully achieving the objectives set in this area, President Serdar Berdimuhamedov signed the document, and sent it to the deputy prime minister by digital system.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the work performed in the construction and industrial complex, by the State Concern “Türkmenhimiýa”, the State Agency for Management of the Construction of Motorways and the Ashgabat City Khyakimlik in January-July 2023.

During the period under report, the Ministry of Construction and Architecture fulfilled the plan 108.5 percent.

As for the Ministry of Industry and Construction Production, the plan for output and work for seven months of this year was fulfilled 109.9 percent.

During the same period, the Ministry of Energy fulfilled the plan for the goods manufactured, work performed and services rendered 112.9 percent. The electricity production and exports growth rate amounted to 105.8 percent and 103.9 percent, respectively.

Since the beginning of the current year, the State Concern “Türkmenhimiýa” has produced commodities and provided services in the amount of 1 billion 360 million manats.

The State Agency for Management of the Construction of Motorways and the Ashgabat City Khyakimlik fulfilled the plans for the work performed and services rendered 104.2 percent and 123.5 percent, respectively.

Having heard the report, President Serdar Berdimuhamedov specified that comprehensive measures must be taken to ensure the smooth operation of enterprises in the construction and industrial complex and bring them to full production capacity. Focusing on the need for strict control over the high quality and proper commissioning of kindergartens and schools scheduled for opening in the velayats in September this year, the head of Turkmen state gave a number of specific instructions to the deputy prime minister.

Further, the deputy head of government submitted for consideration by the President of the country the draft Decrees “On the construction of a complex of buildings of the Turkmen State Institute of Architecture and Construction” and “On the construction of a new additional educational building, a dormitory and a sports facility in the adjacent territory of the State Energy Institute of Turkmenistan, and a monument on the ring road”.

Having approved and signed the prepared Decree, Head of State Serdar Berdimuhamedov sent them to the deputy prime minister by digital system, instructing to control the progress of implementing thereof.

Deputy Chairman of the Cabinet of Ministers B. Atdaev reported on the results of work done by the supervised ministries and departments, as well as the business sector in January-July this year.

As for the Ministry of Trade and Foreign Economic Relations, the growth rate of trade turnover amounted to 104 percent, and production increased by 102.8 percent, as compared to the same period last year.

The production at enterprises of the Ministry of Textile Industry increased in comparison with the same period last year, and amounted to 103 percent for cotton yarn, 107.2 percent for fabrics, 101.3 percent for garments and knitwear, and 114.2 percent for leather.

The fulfillment of the plan over the past seven months of the ongoing year for the production of carpets at enterprises of the State Association “Türkmenhaly” amounted to 107.1 percent.

Since the beginning of the year, the State Commodities and Raw Materials Exchange held 172 trading sessions, at which 18.085 contracts were registered.

The growth rate for works carried out by the Chamber of Commerce and Industry in January-July was 111.3 percent. Eleven exhibitions and 43 forums were held.

As for the Union of Industrialists and Entrepreneurs, the growth in agricultural and food products and industrial goods manufacturing for seven months of the current year reached 106.1 percent and 110.8 percent, respectively.

Having heard the report, President Serdar Berdimuhamedov emphasized the importance of taking appropriate measures aimed at upgrading the shopping complex, as well as raising the level of production in private sector. Along with this, comprehensive work must be carried out to create new capacities, and increase the amount of export goods, the head of Turkmen state said.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the results of activities in the areas under her supervision in January-July this year.

A number of events were held on the 300th anniversary of the birth of great thinker and classical poet Magtymguly Pyragy, and creative competitions were announced.

As part of the development of international cooperation, Turkmen professionals were on working visits to foreign countries.

During the period under review, relevant work was carried out to improve the legislative framework in the field of culture. These days the Russian circus is on tour in our country. Tours as part of the television competition “Ýaňlan, Diýarym!” and creative show “Çalsana, bagşy!” are also organized.

The mass media widely covered the achievements and transformations ongoing in our country under the leadership of the head of state.

Further, the deputy prime minister reported on the major events and openings of social and cultural facilities to be commissioned in September on the occasion of the 32nd anniversary of Homeland’s independence, as well as the year “Happy Youth with Arkadag Serdar”.

In this regard, during the coming month, it is planned to hold various festivities to celebrate the Day of Knowledge and Student Youth. Moreover, in the coming month, it is planned to hold the final rounds of the competitions of gifted children “Garaşsyzlygyn merjen däneleri” and “Çalsana, bagşy!”, organization of an exhibition of economic achievements of the country, an international conference “Independence of Turkmenistan: development experience and prospects for international cooperation”, an international media forum "Independent Neutral Turkmenistan in the international information space”.

In addition, the ceremony of awarding the winners of the competition of the President of Turkmenistan “Turkmeniň Altyn asyry”, and other similar events will be held.

Summing up the report, Head of State Serdar Berdimuhamedov ordered to carry out work at a high level to prepare for the festive events to be held to celebrate the 32nd anniversary of Homeland’s independence.

Deputy Chairman of the Cabinet of Ministers of Turkmenistan N. Amannepesov reported on the results of work done in January-July this year in the areas under his supervision.

During the period under report, as part of the reforms ongoing in the field of education, advanced teaching methods were widely used, textbooks and manuals were published. Schoolchildren and students achieved high successes in international competitions and online contests.

The foundation of a general education school named after Magtymguly for 540 students was laid in the Republic of Tajikistan.

Over 20 thousand 500 children had an organized vacation during the summer season.

Entrance examinations to higher and secondary vocational schools were conducted.

During the period under review, work was carried out aimed at improving the scientific system, and the Regulations on scientific and technological centers were approved.

The introduction of advanced methods of prevention and treatment of various diseases into practical medicine continues in the healthcare sector.

The “National Program to Ensure the Healthy Wellbeing of the Population in Turkmenistan for 2023-2028” was approved. The exchange of experience with foreign medical scientists was established, and the 10th Turkmen-German forum was held in an organized manner.

Operations on young Turkmen citizens and treatment of sick children were funded from the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov.

Work was stepped up to develop physical culture and sports, and domestic athletes won 409 medals of various classes at international competitions. In accordance with the Decree of the President of Turkmenistan, Ashgabat will host the World Kurash Championship on November 23-28, 2023.

Since the beginning of this year, 33 international documents have been signed in the fields of education, science, healthcare and sports.

Then the deputy prime minister reported on the preparations for the Day of Knowledge and Student Youth and the start of the new 2023-2024 academic year.

Repair and restoration works were carried out in all educational institutions of the country. In order to determine priorities for the upcoming academic year, a meeting of education system workers is scheduled for August 26.

On the occasion of the Day of Knowledge and Student Youth, widely celebrated in the country on September 1, various festive events are traditionally planned, including a flowers laying ceremony at the Independence Monument and at the Monument to Berdimuhamed Annayev at the 27th general education school in the village of Yzgant, Goktepe etrap, Akhal velayat. Solemn line-ups will be held at general, secondary specialized and higher education institutions. First-graders will be presented with “Bilimli” computers on behalf of the Hero Arkadag and President Serdar Berdimuhamedov. 

On the eve of the holiday in Ashgabat, it is planned to solemnly open a complex of buildings of the Academy of Civil Service under the President of Turkmenistan.

By the beginning of the academic year, new educational institutions will be commissioned, in particular, 13 kindergartens, 19 general education schools and educational complexes, as well as the Secondary Pedagogical Vocational School named after Berdimuhamed Annayev, the Secondary Vocational Medical School named after Sachly Dursunova, Specialized School of Arts named after Sakhy Jepbarov, Children’s School of Arts named after Shukur Bakhshi, International Horse Breeding Academy named after Aba Annaev, etc, built in the city of Arkadag.

Having heard the report, President Serdar Berdimuhamedov stressed the importance of holding all celebrations scheduled for September 1 on the occasion of the Day of Knowledge and Student Youth at a high organizational level. The deputy prime minister was also instructed to take the necessary measures to present computers to first-graders on the occasion of the start of the new school year.

Further, the floor was given to Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, who, prior to the report, expressed sincere gratitude to the head of state for the conditions created during the vacation for the Government members and their families.

In 2024, the 300th anniversary of the birth of the great poet and thinker, whose sculpture is built in the picturesque Kopetdag foothills, will be celebrated. A new fine poem by the National Leader of the Turkmen people, which was welcomed with great enthusiasm by all compatriots, is also dedicated to Magtymguly Pyragy.

On the initiative of the Chairman of the Halk Maslakhaty, monuments of classical poets and thinkers of foreign countries will also be built within the cultural and park complex. This will be a visible embodiment of friendship and brotherhood of peoples, which Magtymguly Pyragy called for in his immortal poems.

Stressing that the new poetic work by the Hero Arkadag, having become a wonderful gift for all Turkmen citizens, also received a wide response abroad, the deputy prime minister, MFA head congratulated President Serdar Berdimuhamedov on this wonderful event.

Then the Deputy Chairman of the Cabinet of Ministers, Foreign Minister reported on the results of activities of the Ministry of Foreign Affairs over the past seven months.

During the period under review, in order to practically implement the foreign policy of the neutral Homeland, consistent work was carried out to develop constructive cooperation with foreign partners on a bilateral and multilateral basis, within the international and regional organizations.

The President of Turkmenistan was on state visits to the People’s Republic of China, the State of Qatar and the Republic of Tajikistan, an official visit to the Kingdom of Bahrain, working visits to the Republic of Azerbaijan, the United Kingdom, the Russian Federation, China, the Republic of Türkiye, the Kingdom of Saudi Arabia, and also took part in the regular Summit of the Shanghai Cooperation Organization held online.

This year, National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov visited the United Arab Emirates, the Republic of Türkiye, the Federal Republic of Germany, the Islamic Republic of Iran and the Kingdom of Saudi Arabia.

So far, there have been visits to our country by the Presidents of the Republic of Tajikistan and the Republic of Uzbekistan, as well as by the Chairman of the Government of the Russian Federation and the Prime Minister of Hungary.

The President of Turkmenistan held telephone conversations with the leaders of a number of states.

One of the important courses of the foreign policy strategy of the Homeland is the development of inter-parliamentary cooperation. During the period under report, the Chairman of the State Duma of the Russian Federation, the Chairman of the National Assembly of the Republic of Korea and the President of the OSCE Parliamentary Assembly visited our country.

During the period under review, a number of foreign delegations visited Turkmenistan through the Ministry of Foreign Affairs. At the same time, the delegations of our country were sent abroad. Various level meetings and negotiations were held, including online. The contractual and legal framework of international cooperation of Turkmenistan was supplemented by many documents.

In order to further develop the foreign economic relations of our country, regular meetings of the joint Intergovernmental Commissions, other relevant agencies, as well as business meetings, forums and round tables were organized.

Summing up the report, President Serdar Berdimuhamedov stressed that Neutral Turkmenistan would continue to take an active and proactive position in strengthening and expanding fruitful cooperation in the regional and global dimensions.

Then the Deputy Chairman of the Cabinet of Ministers, Foreign Minister reported on the work carried out with major reputable organizations to develop the international tourism sector and exhibition activities in order to effectively implement the Concept of the foreign policy course of Neutral Turkmenistan for 2022-2028 and the Program of foreign economic activity of Turkmenistan for 2020-2025.

As was reported, the above areas are one of the important aspects of our country’s integration into the global economic, cultural and information space. According to the relevant instructions of the head of state, the “Program for the development of international cooperation of Turkmenistan in the tourism sector for 2024–2025” and the “Concept for the international exhibition activities of Turkmenistan for 2024–2025” were developed.

In this regard, a draft Decree on the approval of the above-mentioned Program and Concept was submitted for consideration by the head of state.

Having signed the presented document, the President of Turkmenistan sent it to the deputy prime minister, MFA head by digital system, instructing him to continue systematic work in these areas.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the work of institutions supervised by him in January-July 2023.

During the period under report, the growth rate for the performance of work and the provision of services in the complex totaled 123.9 percent.

Over the past seven months of the current year, the growth rate of cargo transportation by road, rail, air, sea and river transport amounted to 104.8 percent, and passenger transportation totaled 104.6 percent.

The growth rate for the provision of services in January-July by the “Türkmendemirýollary”, the “Türkmenawtoulaglary”, the “Türkmenhowaýollary” and the “Türkmendeňizderýaýollary” Agencies reached 105.9 percent, 119.1 percent, 259.7 percent and 106.8 percent, respectively.

The growth rate for the “Türkmenaragatnaşyk” Agency was 112.2 percent.

Summing up the report, President Serdar Berdimuhamedov specified an increase in the pace of passenger and cargo transportation among the priorities. Emphasizing the importance of carrying out relevant work to create favorable conditions for international transport and transit links, the President of Turkmenistan gave the Agency head specific instructions.

A number of other issues were also considered at the meeting, and documents were adopted aimed at the development of various industries.

Concluding the regular meeting of the Cabinet of Ministers via a digital system, President Serdar Berdimuhamedov wished the participants sound health, family wellbeing and great success in their work for the benefit of their Homeland.
