Online notary services for the public

Digitization and the transition from paper to electronic versions of documents is a process that has recently affected the services provided to the public, particularly those related to notarial activities. Not long ago, it was common for people to go to a notary, wait in line for some time, and receive a desired document with a seal indicating a specific right.

However, it is difficult to imagine such a scenario in the Ministry of Justice system today. The practice of working with electronic document management has become widespread among notaries. The introduction of new types of government services has significantly increased the efficiency of notary personnel, and most importantly, facilitated the practice of obtaining consultations (documents) and the necessary legal assistance to the public.

The implementation of a unified electronic information system has greatly improved the efficiency of notaries’ work. This has allowed the public to access various online services. Previously, individuals had to spend a huge amount of their personal time seeking legal consultations, but now it is sufficient to visit the ministry's website with the relevant request.

The types of requests vary widely, but often involve issues related to the protection of citizens' rights. In accordance with the Law of Turkmenistan "On Notaries and Notarial Activities," the main task of notaries is to "ensure the protection of the rights and legitimate interests of individuals and legal entities, as well as the state interests by performing notarial acts on behalf of Turkmenistan."

Despite the fact that a notary may be located in some etrap, such as in Tejen, the requests of citizens may involve the content of various laws and legislative acts, such as the Forest Code, Commercial Marine Navigation Code and Air Code. The broad range of requests from the public naturally requires regular professional development of notary personnel. To address these circumstances, the ministry and regional structures regularly organize special training sessions and seminars for employees. Internships, as well as working under the guidance of more experienced staff, have become an integral part of the practice for young specialists.

Today, the public is well-informed about the requirements for accessing online services. They can independently choose a day and convenient time for consultations. In accordance with the receipt they receive, visitors can approach the notary at the appointed time, who is often already aware of the visitor's issue, which significantly facilitates the communication process and ensures prompt resolution. This type of notarial activity has proven to be successful, for instance, in the work of civil registry offices and real estate registration services.

The implementation of new types of online services for the public continues to actively progress within the notarial system.

Eziz Mukhammedov,
Senior Notary Public of the State Notary Office of Tejen etrap.
