Taking into account the special merits in expanding the cultural dialogue of independent neutral Turkmenistan with the states of the world and international organisations, in strengthening friendship and cooperation between peoples, in popularising humanistic opinions in the world, as set forth in the works of the great poet and philosopher Magtymguly Fragi, which has become the unshakable spiritual foundation of Turkmen society in the era of the Revival of the new epoch of the powerful state, and also on the occasion of the 34th anniversary of independence and the 30th anniversary of permanent neutrality of Turkmenistan, I decree:

In the era of the Revival of the new epoch of the powerful state, the “Program of the President of Turkmenistan for the Socioeconomic Development of the Country in 2022–2028” and the “National Program of the President of Turkmenistan for the Transformation of the Social and Living Conditions of the Population of Villages, Towns, Etrap Cities, and Etrap Centers for the Period up to 2028” are being successfully implemented in their new editions. New modern socio-cultural and industrial facilities are being built and commissioned in the velayats, and large-scale construction work in this area continues at a rapid pace.

In order to significantly improve and enrich the national song and music art with new vocal and pop works that meet the spirit of the times, glorify the achievements of the Fatherland, the happy and prosperous life of the Turkmen people, identify talented amateur performers among the population, and encourage them in the era of the Revival of the new epoch of the powerful state, as well as to reward amateur young singers who successfully performed and distinguished themselves with an original performance technique in the “Yaňlan, Diýarym!” television competition, announced on the occasion of the 34th anniversary of the country’s independence as part of the competition among literary, cultural and artistic figures, amateur young performers and gifted children for the Prize of the President of Turkmenistan “Türkmeniň Altyn asyry”, the President of Turkmenistan signed a Resolution, according to which the following performers were declared winners of the mentioned television competition and awarded the gold chain of the President of Turkmenistan:
