President of Turkmenistan Gurbanguly Berdimuhamedov chaired an extended meeting of the Cabinet of Ministers which summed up the development of national economy in the first six months of this year. Was discussed the progress made in implementing socio-economic programs which are outlined the priority tasks facing the country during the second half.
At a meeting of the Cabinet of Ministers President of Turkmenistan Gurbanguly Berdimuhamedov made the appointments. N.Atagulyeva relieved from office, Vice-Premier in connection with a transfer to another job, the head of state laid a performance of his duties to the Deputy Chairman of the Cabinet of Ministers, Managing the affairs of the Office of the President of Turkmenistan and the Government of the country H. Muhammedov
President Gurbanguly Berdimuhamedov declared that Chairman of the National Space Agency appointed A.Ataev who previously was the rector of the State Power Engineering Institute of Turkmenistan. The President ordered the Agency to allocate to host one of the administrative buildings of the capital and noted that in the future for these purposes will be built a special building.
Further the President has appointed a number of heads of higher educational institutions and publications
For the serious deficiencies in the work were dismissed from their posts the Chairman of the State Concern "Turkmenavtoyollary" A.Sarybaev, Minister of Agriculture of Turkmenistan M.Bayramov, deputy governor of Balkan province A.Altybaev as well as a number of heads etraps not coped with the performance of contractual obligations on the harvesting of grain.
The deputy prime ministers and several heads of departments also reported during the meeting. As it was noted at the end of January to May this year there has been steady growth in domestic gross product. The volume of retail sales for the reporting period compared to the same period in 2011 increased by 14.9 percent and the figure for the provision of paid services increased by 14.7 percent. The volume of foreign trade turnover in January-May this year, according to the same period last year increased by 1.5 times.
During January-May 2012 the volume of investments from all sources of funding over the same period last year increased by 41.7 percent. According to the results for January-June this year state budget revenues amounted to 120.5 percent, and expenditures - 94.5 percent.
Receipt of foreign currency funds to ministries and departments of the country as a whole by 41 percent exceeded the planned figures which compared to the same period last year is more than 59 per cent. The analysis of macroeconomic indicators for the period shows an increase in production of electricity, gasoline, diesel fuel, kerosene, liquefied gas, polypropylene, cement, non-metallic building materials, fixtures, plastics, etc. The high rates observed in the production of natural gas and oil. Good results were also achieved in agriculture, construction sector and in transport and communications
Within 6 months of this year the growth rate of oil and gas condensate production amounted to 107 per cent over 2011, of natural and associated gas - 113.8 percent. The volume of exports of "blue fuel" increased by 19.4 percent. In the field of petroleum products recorded strong growth in the production of gasoline - 107.9 percent, diesel fuel - 103 percent polypropylene - 112.5 percent, and liquefied natural gas - 127.4 percent. According to the State Concern "Turkmenhimiya" production of phosphate fertilizers as compared to the same period last year increased by 20 percent, technical iodine - by 3.5 percent. In general, the oil and gas sector growth of assimilated investments in 6 months was compared to the year 2011, 182 percent. Increased foreign exchange revenues generated domestic energy industry
President of Turkmenistan issued the Resolution "On Approval of the Program of economic and financial and banking system of Turkmenistan for 2012-2016 years", "Approval of Plans for the socio-economic development of Akhal, Balkan, Dashoguz, Lebap and Mary velayats of the country in the years 2012-2016," Order "On Approval of the Work Plan for the velayats of the full completion of construction of buildings, facilities and utility systems, planned for construction in 2008-2011." Noting that the welfare of Turkmenistan is the most important task of public policy the President signed the decree "On increasing in Turkmenistan wages, pensions and state benefits."
The President also approved a number of State programs for the years 2012-2016 related to the development of culture, education, science, transport and communication complex, oil and gas industry, chemical industry and fisheries, agriculture.
Also the President of Turkmenistan issued the Resolution "On the purchase netbooks for students entering the 2012-2013 school year to study in the first grade in public schools of the country", "On the approval of the National Programme for the Development of Civil Aviation of Turkmenistan for 2012-2030 years", "On the construction of Lebap and Dashoguz velayats ginneries".
President Gurbanguly Berdimuhamedov noted the weak organization of the progress of the growing wheat crop in some regions, severely reprimanded khyakims Akhal, Balkan, Dashoguz and Mary velayats. For unsatisfactory performance of duties and the weakening of control over the progress of the work carried out in agricultural fields, was reprimanded Vice Premier A.Yazmyradov. Reprimand was declared the Minister of Textile Industry A.Babaeva for not providing a job for the production of silk cocoons, and the decline in foreign currency funds received by the industry. President Gurbanguly Berdimuhamedov instructed to prepare a program aimed at improving the structure of agriculture in a month.
Head of State signed a decree "On creation of the Ministry of Industry of Turkmenistan" and resolution "On the Issues of the Ministry of Industry of Turkmenistan", as well as the Decree "On establishment of the Ministry of Energy of Turkmenistan" and resolution "On issues of Turkmenistan's Ministry of Energy." President Gurbanguly Berdimuhamedov has appointed Minister of Industry B.Italmazov and M.Artykov as the Minister of Energy.
Then the President of Turkmenistan addressed the members of meeting with a keynote speech which described the results of the first half of 2012 and outlined a number of priorities for the further progressive development of state and society.
Evaluating the expression in the life of the investment program the President noted that the country is building nearly 1,800 facilities worth 35 billion U.S. $ 400 million while investment in comparison with the previous year increased by 116.6 percent.
To discuss the problem in 2013 before the holiday due to Independence Day is scheduled to hold the City Council of Turkmenistan. In this regard the Turkmen leader addressed to the Chairman of Parliament, Deputy Chairman of the Cabinet of Ministers, khyakims, heads of ministries and departments are already instructed to begin work on the State Budget for next year
The President announced that all heads of ministries and departments granted leave from 7 to July 16 which can be carried out in the national tourism zone "Avaz" Archman spas, health resorts Yylysuv or other countries.
