Turkmenistan’s Construction Sector: Large-Scale Investments and a Confident Course Toward Import Substitution

As part of the 25th International Multidisciplinary Exhibition and Conference “White City Ashgabat – 2026,” held in the Turkmen capital under the slogan “Architecture. Innovation. Sustainable Development,” special attention was focused on the prospects for the development of the country’s urban planning and industrial sectors.

Baymyrat Annamammedov, Deputy Chairman of the Cabinet of Ministers of Turkmenistan, delivered a detailed report at the forum. In his speech, the Deputy Prime Minister summarized the extensive work being carried out in the construction industry and announced the key planned indicators for the current year.

During his address, B. Annamammedov particularly emphasized the contribution of domestic businesses to the modernization of urban infrastructure. According to the Deputy Prime Minister, the majority of the large-scale projects successfully implemented in recent years have been carried out by private enterprises that are members of the Union of Industrialists and Entrepreneurs of Turkmenistan. This serves as clear evidence of the growing role of the private sector in the dynamic development of the national economy.

“Construction and creation are among the fundamental principles of the era of the Revival of the New Epoch of the Powerful State, laid down by the National Leader of the Turkmen people, Hero-Arkadag, and successfully implemented by the President of Turkmenistan Serdar Berdimuhamedov,” emphasized the speaker.

The development of the construction industry remains one of the key priorities of state policy, supported by the stable allocation of substantial investment funds.

According to the Program for the Socio-Economic Development and Investments of Turkmenistan for 2026, financing for the sector is planned at 41.2 billion manats. This year, the country has outlined significant targets for the commissioning of housing and social facilities. In particular, more than 900,000 square meters of residential housing are planned to be built, along with new general education schools and preschool institutions accommodating 3,380 children, the Deputy Prime Minister reported.

A separate part of the speech focused on the construction of the city of Arkadag, which is a unique regional project based on the “smart city” concept. As B. Annamammedov noted, this metropolis harmoniously combines the finest traditions of national architecture with the world’s most advanced achievements in urban planning. Notably, the construction of this high-tech city has been entrusted entirely to domestic construction companies.

The speaker stressed that, in order to further enhance the competitiveness of the industry, the state is focusing on increasing the production of construction materials from local raw resources. Today, the quality of domestic products is in no way inferior to foreign counterparts.

“To achieve these goals, Turkmenistan is regularly carrying out large-scale modernization of existing factories, as well as constructing new high-tech enterprises. Their operations are focused on producing import-substituting and export-oriented products capable of strengthening the country’s economic potential,” concluded B. Annamammedov.
