Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider a number of issues of state life.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work carried out to further improve the legislative framework of the country, was the first to take the floor.
As she informed, at present, the national parliament is engaged in development of the Law of Turkmenistan «On electronic trade». Besides it, the work on amendment and additions to Codes of Criminal, Customs, Labour, Sanitary and Family, some legal acts and legal support of joining of the country international documents is carried out.
The corresponding activity is also continued to arrange and hold the forthcoming meeting of the Khalk Maslakhaty of Turkmenistan at high level and nomination of workers of various spheres for state awards.
The head of the Mejlis informed on the business trip of deputies to the Republic of Uzbekistan for exchange of experience in the legislation area. In addition, members of the parliament took part in conferences and meetings held by structural divisions of the United Nations Organization together with profile state structures of Turkmenistan.
Having heard the information, President Serdar Berdimuhamedov underlined the significance of appropriate preparation for the meeting of the Khalk Maslakhaty and continuation of the work to strengthen the legislative basis of the country.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov who reported on the joint work conducted at present to prepare for the next 111th meeting of the Economic Council of the Commonwealth of Independent States to be held in Ashgabat in September of the current year took the floor.
According to the agenda of the meeting, at the meeting in a narrow format key issues of economic partnership of countries-participants of the Commonwealth will be considered. For discussion, it is planned to consider the Plan of actions on realisation of the Strategy of maintenance of transport safety in territories of states-participants of CIS in realisation of transportation in the international cargo relations for 2026-2030, and the issues, concerning the following meeting of the Economic Council.
In the expanded format, am emphasis will be made on the activity of the Interstate council for standardization, metrology and certification in 2023-2026, projects of the Concept of development of cooperation of states-participants of CIS in the field of manufacture of perspective materials for hi-tech industries and the Plan of actions on its implementation.
Summing up the report, President Serdar Berdimuhamedov underlined a constructive character of cooperation of Turkmenistan with the international organisations, including with the Commonwealth of Independent States.
In that connection, the head of the state instructed him to prepare properly for the next meeting of the Economic Council of the CIS in Ashgabat.
Then, Deputy-Chairman of the Cabinet G.Agajanov reported on adopted measures on maintenance of uninterrupted functioning of oil refining factories of "Türkmennebit" State Concern.
The Deputy-Chairman of the Cabinet informed on the work realized to modernize the processing industry and effective utilisation of capacities of industrial facilities. In particular, everything necessary for reliable power supply of technological constructions of the Turkmenbashi oil refineries complex is carried out.
In that regard, for consideration of the head of the state a corresponding proposal was presented.
Having heard the report, President Serdar Berdimuhamedov pointed out an effective work carried out today to develop the oil and gas sector of the country and raise operating capacities.
Having approved the proposal on major repairs to be made at facilities of Turkmenbashi oil refineries complex, the head of the state instructed him to take appropriate measures.
Further, the floor was given to Deputy-Chairman of the Cabinet T.Atahallyev who reported on the course of seasonal work in the agrarian sector of the country.
As he informed, within the current campaigns in velayats, preparation for the harvest of wheat of the next year is conducted. In particular, ploughing, levelling of fields, harrowing and furrows proceed in places. At the same time, appropriate operational condition of seeders are ensured, the qualitative seed material for the forthcoming sowing campaign is prepared.
The Deputy-Chairman of the Cabinet requested the head of the state to appoint the date to hold seminars with participation of skilled farmers, profile experts, scientists and machine operators with a view of timely and qualitative conduction of wheat sowing according to agro-technical standards in regions on the eve of the harvest of 2027, and the beginning of sowing of grain with participation of respected elders.
In addition, the Deputy-Chairman of the Cabinet reported that the work on care of cotton fields is at its final stage. In that connection, within the forthcoming season of gathering of "white gold», preparation of reception points, ginneries and harvesting combines, transport and other agricultural machinery proceeds.
The Deputy-Chairman of the Cabinet requested the President of the country to appoint the date of seminars to be held with participation of skilled peasants, experts, scientists and machine operators for the organised conduction of the season of gathering of cotton in regions and its completion in appropriate terms, and the beginnings of the sowing campaign with participation of respected elders.
Addressing members of the Cabinet, the head of the state noticed that for grain-growers and cotton growers of the country has come responsible time – the sowing campaign of wheat and «harvest of white gold».
For the well-organised conduction of significant agricultural campaigns, President Serdar Berdimuhamedov blessed the beginning of the grain sowing in regions of the country - on September 2, cotton gathering - on September 9 and addressed respectable elders with the request to start the seasonal work with words «Bismilla!».
The head of the state wished big successes to hardworking farmers and workers of rural areas.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity carried out by the Ministry of Energy.
As he informed, at present, power stations, and thermal electric stations and other profile objects corresponding work proceeds. A special significance is attached to cooperation with foreign companies with a view of substantial increase of capacity of the branch and maintenance of uninterrupted power supply of consumers.
In that regard, for consideration of the head of the state, the draft of the corresponding document was presented.
Having heard the report, President Serdar Berdimuhamedov marked the efficiency of adopted measures on development of the sphere of power and strengthening of its material and technical basis.
Having signed the Resolution, the head of the state instructed him to carry out necessary work.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on preparation for the exhibition of economic achievements of Turkmenistan on the occasion of the 35th anniversary of independence of our country.
As he informed, corresponding preparatory activity is carried out to organise and hold this large-scale event at high level.
The forthcoming exhibition is urged to show successes and achievements made by Turkmenistan for years of its independence, large-scale transformations occurring in the present period in all spheres of the state and society for augmentation of the authority of our fatherland and increase of well-being of its people.
In that connection, for consideration of the head of the state a corresponding proposal was submitted.
Summing up the report, President Serdar Berdimuhamedov signified the importance of reflexion of the exhibition grandiose activity carried out in the country and great achievements.
In that regard, the head of the state instructed him to prepare properly for the exhibition of economic achievements of Turkmenistan on the occasion of the 35th anniversary of independence and to provide its carry out at high level.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the Program of the basic events planned for September of the current year.
As she informed, a variety of actions on the occasion of announcement of 2026 as «Independent neutral Turkmenistan - the native land of purposeful winged racers» and the 35th anniversary of sacred independence of the country are planned for the forthcoming month. Among them - various celebrations, exhibitions, conferences, agitation and educational actions, ceremonies of finalization of creative competitions and theatrical events.
The organisation of final rounds of creative competition «Garaşsyzlygyň merjen däneleri» and TV competition «Ýaňlan, Diýarym!» are also planned.
On the occasion of the 35th anniversary of independence of our fatherland, it is expected to hold state awards ceremonies for citizens who have distinguished and honouring of winners of the competition for the award of the President of Turkmenistan «Türkmeniň Altyn asyry», and a celebratory concert of masters of art. In addition, a flower laying ceremony will be held at the Monument of Independence, the ceremony of the raising of the National Flag on the areas with the main flagstaffs of velayats and Arkadag city, a festive procession before the State tribune and a concert. Festive horses racing courses will be also timed to the significant date in the Ashgabat horse-racing complex and opening ceremony of the modernised Ahalteke horse complex of the President of Turkmenistan.

Having heard the report, President Serdar Berdimuhamedov focused attention on the importance of appropriate preparation for the festive events planned for September and to celebrations on the area before the State tribune on the occasion of the 35th anniversary of independence of our fatherland.
The head of the state instructed the Deputy-Chairwoman of the Cabinet to provide a high level of organisation of opening ceremonies of social and cultural projects.
Then, Deputy-Chairman of the Cabinet B.Mammedov reported on preparation for Day of Knowledge and Student Youth, and the beginning of the new academic year 2026-2027.
As he informed, on the occasion of forthcoming events, solemn actions, including events before the Independence Monument, at the teachers training vocational school named after Berdimuhamet Annayev in Arkadag city and at high school № 27 named after Berdimuhamet Annayev in settlement of Yzgant in Gökdepe etrap of Akhal velayat are planned.
The first lesson of the new academic year will pass under the motto «Independent neutral Turkmenistan - the native homeland of purposeful winged horses» and will be devoted to the internal and foreign policy of Turkmenistan pursued under the leadership of President Serdar Berdimuhamedov, achievements of the country for 35 years of independence and the possibilities created for the youth - the future of our native land.
In solemn conditions on behalf of the head of the state and Hero-Arkadag laptops "Bilimli" will be handed to all schoolchildren of the first formers.
At present, preparation for opening ceremonies of a complex of buildings of Turkmen state architecture and construction institute for 5 thousand students in Ashgabat and a similar complex of Turkmen state teacher training institute named after Seyitnazar Seydi in the city of Turkmenabat of Lebap velayat proceeds. For Day of Knowledge and Student Youth, it is planned to time solemn commissioning of a high school for 960 schoolchildren and a kindergarten for 320 children in Akhal velayat, a preschool educational institution for 240 children in Dashoguz velayat and two high schools for 1 thousand children in Lebap velayat.
Summing up the report, the head of the state noted the importance of the well-organised conduction of actions on the occasion of Day of Knowledge and Student Youth.
President Serdar Berdimuhamedov instructed him to carry out necessary preparation to supply first-graders with modern computers as a gift.
Further, the Deputy-Chairman of the Cabinet reported on adopted measures to hold the month «Safety of traffic - calmness of our life», aimed at explanation of traffic regulations.
As he informed, the overall objective of this public campaign consists in traffic regulation in the capital and regions, increase of knowledge and awareness of pedestrians and drivers of traffic regulations.
In that connection, for consideration of the head of the state a corresponding proposal was presented.
Having heard the report, President Serdar Berdimuhamedov pointed out that the month annually held in September is devoted to safety of traffic and has a huge significance in prevention of road and transport incidents.
Speaking of it, the head of the state instructed him to provide the well-organised conduction of the next campaign aimed at safety of roads of the country.
Further, the floor was given to deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov.
First of all, the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs on behalf of members of the Government expressed Arkadagly Hero Serdar and Hero-Arkadag sincere gratitude for the given possibilities for rest during labour holiday in August and discussion of issues of preparation for forthcoming significant actions, and wishes of sound health, longevity and successes in their state activity.
Then, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs reported concerning cooperation of Turkmenistan with the United Nations Organization.
As he underlined, promotion of strategic partnership with the United Nations, consecutive advancement of the international initiatives of our country and assistance in supporting universal peace, well-being and sustainable development act among the priority purposes of the foreign policy of President Serdar Berdimuhamedov.
In that connection, the Third Conference of the United Nations Organization on the land-locked developing countries (LLDCs), successfully held by Turkmenistan jointly with the United Nations in August 2025 in the Avaza national tourist zone was noted.
The organisation of such large international forum in our country became another evidence of a strategic character of partnership of Turkmenistan with the Community of the Nations, its initiative position in development of solution of issues of regional and global importance.
The documents adopted following the results of the Conference, especially Avaza political declaration, and the Avaza program of actions for 2024-2034 have allowed to generate important international basis for maintenance of sustainable development of LLDCs for the forthcoming decade, expansion of their transport-transit possibilities and active integration into global trade, stimulation of digital and technological growth of these states, and increase of stability to climate change.
With a view of consecutive implementation of results of the Conference at national level, the further contribution of our fatherland as state, which has accepted the Forum in their advancement, the draft of «Mid-Term National Road Map of Turkmenistan for fulfilment of adopted documents on the results of the Third Conference of the United Nations Organization on the land-locked developing countries for 2026-2030».
In the draft of the Road map the actions planned to realisation with the assistance of the corresponding ministries and branch departments of the country, are united in 6 basic areas.
In that regard, for consideration of the head of the state corresponding proposals were presented.
Having heard the report, President Serdar Berdimuhamedov noted a regular and close character of cooperation of Turkmenistan with the United Nations Organization.
Having approved proposals to strengthen partnership of our country and the United Nations, the head of the state instructed the Deputy-Chairman of the Cabinet, head of the Ministry of Foreign Affairs to continue work in this sphere.
Then, Deputy-Chairman of the Cabinet B.Annayev reported on the work implemented to strengthening the material and technical basis of railway transportation.
As he informed, at present, according to the goals planned in this major branch corresponding measures are taken. A special significance is given to cooperation with leading foreign companies.
Successful fulfilment of current work will allow increasing considerably throughput of railway system of the country, and to provide safety passenger and freight traffic.
Thereupon, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Summing up the report, President Serdar Berdimuhamedov marked the significance of adopted measures on development of national railway transportation and strengthening of its material and technical basis.
Having approved the proposal aimed at increase of throughput of the branch, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out appropriate work in the given area.
Then, addressing members of the Government, President Serdar Berdimuhamedov underlined that on September 1, the country will mark Day of Knowledge and Student Youth solemnly.
In that view, opening ceremonies of a complex of new buildings of Turkmen state architecture and construction institute in Ashgabat and Turkmen state teachers training institute named after Seyitnazar Seydi in the city of Turkmenabat, and some high schools and kindergartens will take place.
On September 2 with participation of National Leader of the Turkmen people in the «Rukhyet» palace in Arkadag city, a general lesson with students and schoolchildren of our country, having a huge importance, will take place. In the light of the forthcoming holiday, authorities should hold corresponding organizational activity in subordinate high schools, President Serdar Berdimuhamedov underlined.
«We will further continue work to develop the education system and give the younger generation modern knowledge», - the head of the state said and, taking an opportunity, sincerely congratulated participants of the meeting, educators and happy young Turkmen nationals with upcoming Day of Knowledge and Student Youth and the beginning of the new academic year.
At the meeting, a number of others important issues of state life, on which corresponding decisions were made, were also considered.
