A meeting of the State Security Council of Turkmenistan

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a meeting of the State Sectary Council. The agendas focused on the work done by the military and law enforcement agencies for seven months of the current year and a number of organizational issues as well as the important tasks set to them for the near future.

Within the framework of the meeting the heads of security, defence and law enforcement agencies reported on the existing situation in the sectors under their supervision and fulfillment of the Turkmen leader’s instructions.

Secretary of the State Security Council, Minister of National Security Ya. Berdiev informed the Turkmen leader of the progress of the military reform and the measures taken by the Ministry to maintain social and political stability for seven months of the current year and the work done to train high-qualified specialists and improve the structure of the Ministry.

Commenting on the report President Gurbanguly Berdimuhamedov underlined that the Ministry of National Security played a significant role in guaranteeing and asserting the principles of social development.

Head of the State Border Guard Service M. Yslamov reported on the situation on the state border, and the work on patriotic education and increasing the discipline in frontier troops.

Commenting on the report, the President of Turkmenistan signed the Decree relieving M. Yslamov of the position of the Head of the State Border Guard Service due to his transfer to another position.

Then the floor was given to Head of the State Service on Drugs A. Garaev who reported on the measures taken by the Service to combat drug abuse and illicit trafficking in narcotic drugs.

President of Turkmenistan Gurbanguly Berdimuhamedov signed the Decree appointing A. Garaev the Head of the State Border Guard Service relieving him of the position of the Head of the State Service on Drugs. The President of Turkmenistan signed the Decree on renaming the agency into the State Service on Security of Healthy Society and appointing lieutenant-colonel A. Osmanov the head of the State Service.

Minister of Defence B. Gundogdyev informed the Turkmen leader on the work done within January – July 2012 and the progress in implementing the military reform initiated by the Turkmen leader. Particular attention was paid to the work of the Main Civil Defence and Rescue Operations Department of the Ministry of Defence of Turkmenistan.

The President of Turkmenistan underlined the necessity of the steady implementation of the reform in the military sphere including a number of important aspects, and first of all strengthening the material and technical base of the Armed Forces, training military specialists and creating the favourable conditions for life and service of military servants.

Then the floor was given to Prosecutor General Ya. Yazmyradov, who reported on fulfillment of review services to guarantee the legitimacy in all spheres of the life of the state and society.

Minister of Internal Affairs I. Mulikov reported on the work done by the structures affiliated with the Ministry and the specific measures taken to maintain law and order in the country.

Noting that the Ministry of Internal Affairs played a crucial role in ensuring social stability which stood as an essential factor in effectively fulfilling nationwide tasks, the Turkmen leader focused on the need to strictly observe and protect legitimate rights and freedoms of citizens. During the meeting G. Tugurov was appointed pro-rector on educational and scientific work of S.A. Niyazov Institute of the Ministry of Internal Affairs of Turkmenistan.

Chairman of the Supreme Court A. Hallyev reported on the measures taken to improve the judicial system of the country in compliance with the requirements of time and generally-recognised international standards.

Then the floor was given to Minister of Justice M. Garryev who informed the Turkmen leader on the work carried out by the Ministry during the seven months of the year within the framework of the legal reform initiated by the Turkmen leader and the progress in constructing the administrative building of the Ministry.

Commenting on the report, the Turkmen leader demanded the relevant officials to analyze the existing legislation and offer the new ways for its improvement and development of new laws.

Chairman of the State Customs Service A. Hojamgulyev reported on the measures taken to ensure inspection of cargos crossing the border of the country. The Chairman of the State Customs Service also informed the Turkmen leader on the high paces of construction of the new building of the State Customs Service.

Underlining with satisfaction the tendency for increasing the number of cargo traffic, the President of Turkmenistan noted that particular attention would be paid to strengthening the material and technical base of the customs service and creating all necessary conditions for its specialists and their families.

Chairman of the State Migration Service D. Bayramov reported on the work done for seven months of the current year and the fulfilment of the Turkmen leader’s instructions.

Appreciating the work of the Migration Service that is responsible for registering foreign citizens arriving in the country, the Turkmen leader gave a number of instructions to ensure successful fulfillment of the tasks set to the Migration Service.

Summing up the meeting, the Turkmen leader demanded those present to pay significant attention to the educational work among the personnel, increase the professional level of the specialists of the military and law enforcement agencies of Turkmenistan and their responsibility for the spheres under their supervision.

The other issues were considered during the State Security Council meeting, and the relevant decisions were adopted.
