President of Turkmenistan participates in the 16th Non-Aligned Movement Summit

On August 30, President of Turkmenistan Gurbanguly Berdimuhamedov arrived to the Islamic Republic of Iran on a working visit to participate in the 16th Non-Aligned Movement Summit which had brought together heads of state and government in Tehran.

The President’s cortege headed from the airport to the Conference Centre, where the 16th Summit of the Non-Aligned Movement opened. Among the Summit participants were heads of the major international organisations, including UN Secretary-General Ban Ki-moon.

In the Conference Centre President Gurbanguly Berdimuhamedov had a meeting with IRI President Mahmoud Ahmadinejad. On that day the President of Turkmenistan had a meeting with the Supreme Leader of the Islamic Republic of Iran Ayatollah Seyyed Ali Hosseini Khamenei.

Then the Turkmen leader participated in the 16th Non-Aligned Movement Summit.

As was reported, the Summit agenda covers major international issues, such as peace and security, sustainable social and economic development on regional and global scale and humanitarian cooperation. Thus, the participation of President of Turkmenistan Gurbanguly Berdimuhamedov in the Non-Aligned Movement Summit in Tehran is another evidence for the proactive stance that Turkmenistan takes on the elaboration of balanced solutions to urgent problems and challenges of our time and optimal forms of international cooperation in line with national and common interests.

Addressing the forum participants, President of Turkmenistan Gurbanguly Berdimuhamedov noted that the Summit took place in a difficult period of the world development, when the comprehension of fundamental factors of the current situation and the necessity of developing the agreed measures of cooperation with the aim to enhance the international basis for supporting peace and stability in the global scale are required. In this regard the Turkmen leader underlined that in its practical activity on the international arena Turkmenistan strictly adhered to the key principles of the Non-Aligned Movement aimed at strengthening the global peace, providing assistance to the disarmament processes and solution of international issues through diplomatic methods and negotiations.

Therefore, the problem of defining the qualitatively new approaches to improving the system of international relations is very urgent at present. In this context, the President of Turkmenistan emphasized on the advisability of considering the issue on the necessity of developing a Universal Conception on Security with the follow up submission to the United Nations Organisation.

Identifying the further promotion of the disarmament process as an important aspect of cooperation, the Turkmen leader reaffirmed the readiness of Turkmenistan that had acceded to the fundamental international treaties and UN Conventions to take an active part in joint work in this sphere. Speaking about the reasonability of establishing a multilateral dialogue among the states, members of the Non-Aligned Movement to address the urgent problems of the social and economic development, including energy sector, President Gurbanguly Berdimuhamedov noted that Turkmenistan had initiated creation of a new international legal mechanism to guarantee the reliable and stable supplies of energy resources to the world markets. In December, 2008, the UN General Assembly unanimously adopted the relevant resolution to address this issue. The President of Turkmenistan called upon all states, members of the Non-Aligned Movement to join the consolidated positions and support the initiative on creation of an international expert group for development of a multirateral document in the sphere of energy safety in the United Nations Organisation.

President Gurbanguly Berdimuhamedov called for activation of the purposeful work on practical implementation of the principles and norms of the international humanitarian law. The Turkmen leader stated that Turkmenistan considered the problems on refugees and stateless persons as an urgent vector of partnership noting that the overwhelming majority of refuges in the world resided in the states – members of the Non-Aligned Movement.

Searching for the constructive solution of the problem of these citizens, Turkmenistan initiated wide international cooperation in this sphere. As is known, the Government of Turkmenistan jointly with the UN and the Organisation of Islamic Cooperation organized an international conference on refugees in Ashgabat in May, 2012. Based on the final document adopted during the International conference on refugees, President Gurbanguly Berdimuhamedov offered to incorporate humanitarian challenges into agenda of the Non-Aligned Movement as an independent vector.

The Turkmen leader noted that for Turkmenistan participation in the Non-Aligned Movement acquired particular sense in the context of historical formation and recognition of the international and legal status of the permanent neutrality of our country. In 1995 Turkmenistan joined the Non-Aligned Movement. The Cartagena Summit became a landmark event in promotion of the neutrality of our country. On December 12, 1995 the UN General Assembly unanimously adopted the Resolution on the status of permanent neutrality of Turkmenistan.

In 2015 Turkmenistan will celebrate two remarkable dates – the 20th anniversary of Turkmenistan membership in the Non-Alignment Movement and the 20th anniversary of its neutrality. In this regard, President Gurbanguly Berdimuhamedov suggested the Summit participants to hold the Conference dedicated to enhancing the global dialogue in the name of peace, security and human development for the states, members of the Non-Alignment Movement in Ashgabat in 2015.

In conclusion, the Turkmen leader wished the states and peoples of the world peace, wellbeing, prosperity and further progress.

The Turkmen leader’s address was greeted with a storm of applause.

Completing the programme of his working visit to the Islamic Republic of Iran, the Turkmen leader headed to the Mehrabad International Airport and left Tehran for Ashgabat.
