President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The meeting agenda focused on the results of the socioeconomic development of the country for ten months of 2011 and the priority state policy issues.

Opening the meeting, the Turkmen leader said Turkmenistan would be celebrating Kurban bayramy on November 7,8,9. Congratulating the meeting participants and the Turkmen people on the holiday, the President wished them happiness, family wellbeing and great success in their activity for the benefit of our independent Motherland. In the new historical epoch this bright holiday served as a major consolidating factor, a symbol of the adherence of the Turkmen people to their age-old humanistic traditions and spiritual values, said President Gurbanguly Berdimuhamedov.

Presenting the meeting agenda, the Turkmen leader said the meeting participants were to evaluate the work done in the reporting period and to identify the ways and prospects for economic development for to fulfil the new tasks.

The floor was given to Vice Premier A. Gochyev who reported on the results of the socioeconomic development of the country for ten months of the current year, the implementation of the State budget and the currency earnings of the national ministries and sectoral departments. It was noted that the microeconomic indicators in the reporting period testified to the stable economic growth. These achievements became possible due to the ongoing ambitious reform programmes initiated by President Gurbanguly Berdimuhamedov particularly to improve the people’s welfare and diversify the national economy.

In January-September the GDP growth rate made up 114.6 percent. By the sectors of the national economy this indicator is as follows: 124.1 percent in the industrial sector, 112.4 percent in the construction sector, 107.8 percent in the transport and communications sector, 108.7 percent in the trade sector, 108.1 in the services sector and 100.2 in the agricultural sector.

The retail trade turnover rose by 15 percent as compared to the same period of 2010. In January-September the foreign trade turnover increased 48.8 percent.

The volume of investment used from all sources of finance rose by 22.9 percent as compared to the same period of 2010.

Reporting on the implementation of the State budget, the Vice Premier informed that the budget revenues had been implemented to 123.1 percent and the budget expenditures – to 93 percent. The taxation plan was fulfilled. The local budget revenues had been implemented to 115.6 percent and the budget expenditures – 96.2 percent. 75.8 percent of the budgetary funds had been used in the social sphere. An average monthly salary increased by 13.4 percent as compared to the same period of 2010.

The Vice Premier reported on the measures taken to improve the banking system. It was noted that the exchange rate was maintained and the currency earnings plan through export of goods and rendering of service had been implemented to 139 percent. In the reporting period currency earnings of the national ministries and departments rose 2.7 times.

Commenting on the report, President Gurbanguly Berdimuhamedov said to maintain the high pace of socioeconomic development was the primary task that the success of all designated plans and long-term national programmes depended on. In this context the Turkmen leader demanded that all necessary measures be taken to maintain the high pace of development of all sectors of the national economy and the work on optimization of the activity of financial and banking institutions be intensified.

After analyzing the shortfalls and shortcomings, the President severely reprimanded Vice Premier A. Gochyev for the failure to properly perform official duties and keep rigorous control over the activity of the ministries and departments under his supervision.

President Gurbanguly Berdimuhamedov signed the Resolution on the appointment of G. Saryev Deputy Minister of Finance of Turkmenistan.

Vice Premier, Executive Secretary of the President’s Office H. Muhammedov reported on the work done for ten months of the year and the existing situation in the sector under his supervision. The information on the draft Resolution on the construction of the Government Building in Ashgabat was presented.

Demanding that the important construction projects launched in Ashgabat as well as throughout Turkmenistan meet the quality standards and schedule, the President approved and signed this document.

Vice Premiere, Minister of Foreign Affairs R. Meredov reported on the consistent measures taken by the Ministry to promote the major aspects of the foreign policy strategy of neutral Turkmenistan.

The Vice Premier, Minister of Foreign Affairs reported on the preparations of an official visit of the President of the Republic of Hungary to Turkmenistan scheduled for November 8-9 and the state visit of the President of Turkmenistan to the People’s Republic for China scheduled for this month.

Dwelling upon the top level Turkmen-Hungarian talks scheduled or the next week, the Turkmen leader underscored their importance for further development of interstate relations and enhancement of mutually advantageous cooperation. Focusing on the existing potential of bilateral partnerships and the prospects for intensifying it in the trade, economic, cultural and humanitarian spheres, the Turkmen leader underscored the role of the visit of the President of Hungary to our country in expanding the Turkmenistan-European Union constructive dialogue which had been filled with a new content and quality in recent years.

Touching upon the preparations for the state visit of the government delegation of Turkmenistan to the People’s Republic of China, the Turkmen leader Gurbanguly Berdimuhamedov instructed R. Meredov to work out the programme and ensure the high level of organisation of the visit which was to become a new important step to strengthen traditionally friendly Turkmen-Chinese relations.

Chairperson of the Mejlis A. Nurberdyeva reported on the work done by the Parliament for ten months of the current year. It was noted that in the reporting period 5 parliamentarian sessions had been conducted, the 2012 State budget had been approved, a number of legislative acts had been drafted and passed including 58 laws and 27 resolutions which contributed to strengthening the regulatory framework, implement social and economic development programmes and cement the democratic foundations of the Turkmen society.

In the reporting period deputies carried out joint activities with the UN agencies in Turkmenistan, participated in international conferences, seminars and meetings on a wide exchange in the sphere of international law, presented Turkmenistan’s achievements to foreign counterparts to promote international cooperation and enhance inter-parliamentary relations. Currently they were involved in drafting a number of legislative acts.

President Gurbanguly Berdimuhamedov underlined the need to intensify the parliamentary activity to update the national legislation in order to promote social and economic reforms and the importance of maintaining close contacts between deputies and local governments and public organisations to elucidate the essence and significance of new legislative acts to citizens.

Vice Premier D. Orazov reported on the work done for ten months in the construction, building materials and power industries.

In particular, the production growth rate at the enterprises of the Ministry of Construction made up 123 percent as compared to the same period of 2010. The production growth at the construction companies made up 122.8 percent.

In January-October the growth rate at the Ministry of Building Materials Industry made up 109.5 percent as compared to the same period of 2010. In particular, the production growth rate for cement made up 106.7 percent. In the reporting period the earnings were 126.7 percent as compared to the same period of 2010. In January-October the increase in production in the industrial and government sectors in Ashgabat was 120.8 percent.

Underscoring the crucial role of the construction industry in the national economy, the Turkmen leader said the large-scale programme of construction of industrial, social, economic and housing facilities had been launched throughout the country. Every construction project should meet quality standards in all respects. All buildings and constructions constructed today must guarantee a new life quality to citizens.

The architectural ensemble of modern Ashgabat should be fully consistent with its high status of the main city of the country, the spirit of the epoch of new Revival, said President Gurbanguly Berdimuhamedov noting that substantial funds allocated for this purpose must be effectively and efficiently used.

Vice Premier B. Hojamuhammedov reported on the work for ten months in the oil and gas, chemical and fishing industries.

The growth rate of oil and gas and gas condensate production made up 107.9 percent, natural and associated gas production 143.4 percent as compared to the same period of 2010. The ‘blue fuel’ export to neighbouring and remote countries increased to 179.8 percent.

In the oil refining industry the output of commodities in high demand in the domestic and world markets increased: production of gasoline increased to 103.4 percent and diesel fuel – 103.1 percent as compared to the same period of 2010. In January –October volume of ‘black oil’ refining increased by 2.9 percent as compared to the same period of 2010. All this ensured the substantial earnings growth in the oil and gas sector which made up 197.1 percent as compared to the same period of 2010.

In the chemical industry the production growth rate for mineral fertilizers of all kinds made up 102.9 percent, technical iodine – 106.9 percent for ten months of the current year. The high production growth rate was achieved in the fishing industry. The amount of fish caught increased by 3.1 percent as compared to the same period of 2010.

The Vice Premier reported on the work carried out to conclude the contracts for purchase of pipes by the Turkmengaz State Concern, ambulances from Gulf Oil & Gas FZE (UAE) and 26,000 tons of potash fertilizers by the Turkmenhimiya State Concern from the Belgorhimprom Open Corporation (Republic of Belarus).

Commenting on the report, the Turkmen leader Gurbanguly Berdimuhamedov emphasized again that the success of the national social and economic programmes launched throughout the country depended to a larger extent on the dynamic development and modernisation of the fuel and energy sector as a basic industry of the national economy.

Vice Premier M. Yazmuhammedova reported on the work carried out in the sectors under her supervision. In the reporting period the arts town in Ashgabat, the new buildings of the Mary Velayat library and the Balkan Velayat local history museum and other facilities supplied with state-of-the-art equipment were put into operation, the large-scale cultural events and creative exchanges took place at an international level.

The information on the preparations for the Kurban bayramy celebrations, the Days of Culture of Turkmenistan in the United States and the draft Resolution on the announcement of the art contest Turkmenin Altyn asyry for the President’s Prize among writers, poets, cultural workers, artists, amateur young singers and gifted children was presented.

Underscoring the crucial role of the holiday in preserving and enriching the national traditions and customs, President Gurbanguly Berdimuhamedov demanded that cultural events be organised and hold in a proper manner. Everything should be done so that citizens of Turkmenistan would solemnly and widely celebrate the holidays.

Dwelling upon promotion of international humanitarian cooperation, President Gurbanguly Berdimuhamedov said cultural actions played a crucial role in widely promoting present-day achievements of independent neutral Turkmenistan. The Turkmen leader noted that the country had accumulated the substantial and quite fruitful experience in this sphere in recent years.

Noting that consistent efforts should be taken to develop the cultural sphere and mass media, President Gurbanguly Berdimuhamedov signed the relevant Resolution. The President signed the Resolution on the appointment of G. Mammedova Deputy Minister of Culture and relieved her from the post of Mary Velayat Deputy Khyakim for culture, education, healthcare and sport.

Vice Premier N. Shagulyev reported on the work done in the transport and communications sectors for ten months of the current year. It was noted that the motor, railway and air transport enterprises had achieved the positive growth indicators as compared to the same period of 2010. In particular, the freight traffic growth rate in the railway transport sector made up 106.2 percent and passenger transportation service increased to 102.6 percent. The similar indicators achieved by the enterprises of the Ministry of Motor Transport made up 104.6 and 103 percent respectively. In the reporting period the telephone installation plan was fulfilled as high as 6.8 times. The Vice Premier presented the draft Resolution on the purchase of KAMAZ vehicles, special equipment and spare parts to the President for consideration.

Noting that the transport sector development strategy provided for technology modernisation of transport enterprises, the President signed the Resolution on the purchase of KAMAZ vehicles of new modifications and instructed the Vice Premier to take all necessary measures and coordinate the work of effective maintenance and efficient operation of the fleet of all modes of transport.

The President severely reprimanded Chairman of the National Committee for Hydrometeorology under the Cabinet of Ministers of Turkmenistan B. Hallyev for the unsatisfactory performance of official duties, the failure to effectively manage the activities of the institutions affiliated with the Committee and provide the accurate data.

Vice Premier G. Mezilov reported on the work done in the sectors under his supervision for ten months of the current year. The Vice Premier reported on the progress in implementing the national social policy and the national programmes aimed at promoting the national science, education, health care, sport and tourism. Three new higher education institutions were opened, the new building of the Faculty of Geography of Magtymguly Turkmen State University, 38 kindergartens, 29 schools and 2 children’s health improvement centres were put into operation in the reporting period. Turkmen students and schoolchildren participated in 16 international Olympiadsand won about 70 medals.

Particular attention was paid to the work on establishment of contacts with the research and training centres all over the world. The Academy of Sciences conducted 11 international scientific conferences and 3 international exhibitions which had brought together scientists from many countries of the world, heads of leading research centres, institutions, international organisations, high education establishments.

The Vice Premier reported on the preparations for the international conference entitled “The Bronze and Iron Age and the Tangible and Intangible Heritage of the Turkmen Nation” which would be held in Ashgabat on November 10-11 and the progress of construction of the new buildings of a hospital in Farab Etrap and a health centre in Samandepe village.

Commenting on the report, the President said that wide international partnerships in the spheres of science, close collaboration with research and training centres all over the world was an essential and critical factor for promoting the national research policy. The Turkmen leader said the upcoming conference was to significantly contribute to the study of the history of the Turkmen people and their role in developing world culture.

Vice Premier M. Nurmuhammedov reported on the work done in the sectors under his supervision for ten months of the current year and the progress of seasonal agricultural activities, in particular the cotton picking campaign and the winter wheat sowing campaign.

It was noted that the total volume of agricultural output at the ministries and departments of the agro-industrial sector had increased and made up 114.9 percent. The production of meat, mil, eggs, vegetables, melons and gourds, fruits and berries, potatoes and grape rose in the reporting period.

Informing of the progress of the cotton camping and the winter wheat sowing campaign, the Vice Premier reported that the accounts with cotton producers were settled in a proper and timely manner. ‘White gold’ was delivered to the receiving pots throughout the country round the clock, and all necessary measures were taken pick cotton on the fields throughout the country in a timely manner.

The winter wheat sowing campaign had been completed in Dashoguz and Lebap Velayat. The necessary work was carried out in the other regions to complete the important agricultural campaign in a timely manner. The sugar beet harvesting campaign had been launched in Mary Velayat.

Commenting on the report, the President focused on the need to take further measures to widely apply latest technologies and agricultural scientific advances. The Turkmen leader emphasized that the implementation the programmes of agricultural reforms aimed at further enhancing the efficiency of the agricultural sector, modernizing its industrial infrastructure and increasing the output of high-quality products was the most task nowadays that could be fulfilled through using all economic leverages and existing reserves.

Vice Premier O. Gurbannazarov reported on the work done in the sectors under his supervision for ten months of the current year and the current prices for food products on the domestic market. The Vice Premier reported on the measures taken to enhance the industrial potential of the textile and carpet industries and informed of the activity of the Chamber of Commerce and Industry and the State Commodity and Raw Materials Exchange.

It was noted that the production rate in the textile industry had increased by 27 percent as compared to the same period of 2010. In the carpet industry the increase in sales made up 107.9 percent as compared to the same period of 2010, by the Chamber of Commerce and Industry – 100.3 percent. The information on the measures taken on the Turkmen leader’s instructions to flood the domestic market with food products and commodities and the progress of construction of trading and textile facilities was presented.

Commenting on the report, the Turkmen leader Gurbanguly Berdimuhamedov said the state would take further consistent steps to modernise the material and technical basis of the textile and carpet industries. Underlining the need to boost production in these sectors, the Turkmen leader instructed the Vice Premier to ensure that the textile industry was dynamically developed.

Dwelling upon the measures taken to optimize the activity of trade and services enterprises, whose infrastructure had been extended by several modern facilities in recent years, the President also focused on the need to train qualified personnel for these spheres.

Touching upon the issues related to the construction of textile and trading enterprises, the Turkmen leader instructed to rigorously monitor the ongoing construction projects and ensure that contractors met quality standards and construction schedule and supply new facilities with state-of-the-art equipment.

Summing up the report, the President said that for 20 years independent neutral Turkmenistan had made the way of establishing the strengthening the foundations of statehood and entered a new level of development.

The Turkmen leader noted with satisfaction that the high macroeconomic indicators were vivid evidence for the successful socioeconomic development of the country. Though, President Gurbanguly Berdimuhamedov said despite the achievements gained for ten months of the current year, the shortfalls had been revealed in the industrial and other sectors of the national economy. In this regard the Turkmen leader identified the ways to eliminate these shortfalls and the specific steps to boost an economic growth. The President instructed the Vice Premiers to take immediate measures to effectively manage the sectors under the supervision and devise the development programmes for particular ministries and sectoral departments.

With the view of maintaining the high economic growth rate in 2012, the President instructed the Vice Premiers, high-ranking officials and khyakims to identify reserves in the sectors and take all necessary measures to use effectively them.

The other state policy issues were considered during the government meeting, and the decisions were adopted.
