Turkmen-Hungarian inter-governmental talks held in Ashgabat

The talks between the leaders and the government delegations of Turkmenistan and the Republic of Hungary were held at the Oguzkhan Presidential Palace Complex

Cordially greeting the distinguished guest and the members of the Hungarian government delegation, President Gurbanguly Berdimuhamedov thanked President Pal Schmitt for accepting the invitation to pay an official visit to Turkmenistan noting that he had the warm recollections of their meeting at the OSCE Summit of Heads of State and Government in Astana in December 2010 when they had discussed the current state and prospects of Turkmen-Hungarian cooperation.

Expressing belief that the current level of political relations allowed promoting full bilateral cooperation, the Turkmen leader stated that Turkmenistan viewed this meeting as a major event which would significantly facilitate expansion and enhancement of friendly relations and cooperation between Turkmenistan and the Republic of Hungary. “Having exchanged views on these issues with esteemed President Pal Schmitt just now, we reaffirmed that our countries stood ready to use all the possibilities to further mutually advantageous cooperation,” said the Turkmen leader.

Dwelling upon the role of Turkmenistan and Hungary as full members of the international community in tackling modern challenges and characterizing Hungary as strategic partner of our country, the Turkmen leader put emphasis on the effectiveness of closer relations between the two countries in the context of developing the Turkmenistan-European Union dialogue as well as well coordinated collaboration within the international organisations, particularly within the United Nations.

The leader of Turkmenistan thanked President Pal Schmitt for supporting Turkmenistan’s proposals to create and maintain an atmosphere of mutual confidence and understanding between different nations and enhance further global efforts to ensure sustainable development all over the world.

On our part, continued the Turkmen leader, we have a profound respect for Hungary’s initiatives in the world political arena, the more so when these initiatives are aimed at promoting peace, security and stability on regional and global scale.

Reminding that the Turkmen-Hungarian political consultations had been held at the level of foreign ministries in Ashgabat in January this year when the current state and prospects of bilateral relations as well as critical regional and international issues had been discussed, President Gurbanguly Berdimuhamedov expressed belief that nowadays Turkmen-Hungarian cooperation was being filled with a more specific content. We will be able to develop new forms of bilateral cooperation through expanding further official relations.

Underlining the mutual interest in enhancing trade and economic relations, President Gurbanguly Berdimuhamedov emphasized that current trade between Turkmenistan and Hungary was not adequate for the potential of the two countries and required enhancing.

Dwelling upon the possibilities to expand economic relations, the leader of Turkmenistan underscored a critical role of the chambers of commerce and industry of the two countries in this process which could create the favourable conditions for effective operation of business entities of two countries through organizing meeting between Turkmen and Hungarian businessmen.

Welcoming the opening of the Turkmen-Hungarian business forum in Ashgabat, the Turkmen leader expressed belief that it would contribute to establishing direct contacts between Turkmen-Hungarian companies and enterprises. In this regard President Gurbanguly Berdimuhamedov suggested exploring the possibilities to establish the intergovernmental commission for economic cooperation which would facilitate trade and economic relations between government institutions of Turkmenistan and Hungary.

It would be opportunely to ensure that the regulatory framework of bilateral relations was strengthened further, said the Turkmen leader noting that Turkmenistan took consistent efforts to update the national legislation, particularly financial and banking laws, in compliance with international standards that in its turn contributed to enhancing attractiveness of the Turkmen market for foreign investors.

President Gurbanguly Berdimuhamedov paid particular attention to cooperation between Turkmenistan and Hungary in the energy sector. “As is known, the fuel and energy sector reliability is a major condition for a steady economic growth of any country. In this regard Turkmenistan that has abundant oil and gas resources and the state-of-the-art oil industry promotes the export diversification policy as a fundamental condition for achieving energy security and establishing fruitful relations with the global community.

President Gurbanguly Berdimuhamedov noted that supporting international efforts to ensure stable and reliable energy transit, our country demonstrated the commitment to effective energy cooperation. “Hungary,” continued the Turkmen leader “has the profound technological and technical capabilities as well as the experience in managing the fuel and energy sector that opened up vast opportunities for joint activities in this sphere and is essential to intensify the coherent activities of Turkmenistan and the European Union to transit Turkmen gas to the European market. As is known, a critical role in this work is assigned to Hungary. In this regard we stand ready to hold bilateral consultations with our Hungarian partners and establish contacts between the energy ministries of the two states.

“Showing an interest in Hungary’s experience, Turkmenistan goes beyond the fuel and energy sector,” said the Turkmen leader and mentioned adopting advanced manufacturing exports technologies in such fields as machine building, transport and communications, agriculture, processing and textile industries as priority fields of cooperation.

“Mutually advantageous cooperation in implementing tourism development, ecology and environment protection projects means much for us,” said President Gurbanguly Berdimuhamedov inviting Hungarian companies interested in developing international tourism to cooperate and underlined the far-reaching benefits from the development of the Turkmen sector of the Caspian seashore.

Noting that the activities under the ambitious project of the Avaza national tourism zone were in full swing, the Turkmen leader said Turkmenistan was interested in studying Hungary’s experience in promoting regional collaboration, particular the experience it had accumulated through implementation of the EU Strategy for the Danube Region .

Cooperation in the humanitarian sphere was mentioned as a critical area of Turkmen-Hungarian partnership. “We intend to strengthen bilateral relations in the spheres of science, education and culture,” emphasized the Turkmen leader. In this context President Gurbanguly Berdimuhamedov said it was would opportunely and useful to establish direct contacts between research, educating and cultural centres of Turkmenistan and Hungary. “This work should be carried out on a regular and long-term basis,” said the leader of Turkmenistan and suggested holding a conference for scientists and cultural workers from Turkmenistan and Hungary in Ashgabat in 2012 and speeding up the preparation of bilateral documents regulating bilateral relations in the spheres of science, education and culture.

Wishing every success to President of the Republic of Hungary in his very important activity, President Gurbanguly Berdimuhamedov expressed the wishes of prosperity and wellbeing to the Hungarian people.

After the governmental talks were concluded, the leaders of Turkmenistan and Hungary had a brief conversation over a cup of tea in the Gold Hall. Then the ceremony of signing bilateral documents took place in the Seljuk Hall in presence of the President of Turkmenistan and the President of the Republic of Hungary.
