The talks between the President of Turkmenistan and the President of the Republic of Uzbekistan

President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Uzbekistan Islam Karimov, who had arrived in Turkmenistan for an official visit, held one-on-one talks in the Golden Hall at the Oguzkhan presidential palace complex in the Turkmen capital.

The leader of the two states discussed the issues of implementation of the earlier achieved agreements and prospect spheres of cooperation. President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Uzbekistan Islam Karimov reaffirmed the aspiration of the both states for developing the constructive political dialogue, trading and economic relations and called for widening fruitful relations in such spheres as education, science and culture.

Then, the two leaders headed to the Sultan Sandjar Hall where the talks continued in an expanded format with participation of the members of government delegations of Turkmenistan and Uzbekistan.

President Gurbanguly Berdimuhamedov underlined that Turkmenistan had paid significant attention to enhancing comprehensive relations with Uzbekistan. It was noted that the countries have common or close views on the urgent problems of the regional and global policy. The Turkmen leader expressed gratitude to the President of Uzbekistan for supporting international initiatives put forward by Turkmenistan with the aim to ensure peace and security.

The Turkmen leader underlined that the international agenda focused on guaranteeing energy safety and Turkmenistan supported the idea of keeping the balance of interests of manufacturers, carriers and consumers of energy. Another important international theme is the problem of climate change. Conveying the position of Turkmenistan on the water and energy problems in the Central Asia, the Turkmen leader underlined that all the relevant issues should be considered based on the generally recognized norms of the international law given the interests of all states of the region with active participation of international organisations and, first of all, the UN.

President Gurbanguly Berdimuhamedov noted that Turkmenistan and Uzbekistan had long-term experience of the successful trading and economic partnership, which positive dynamics is proved by the significant growth of the trade turnover between the two states that made up half a billion US dollars by the end of 2011.

Expressing deep gratitude for the cordial welcome, President of the Republic of Uzbekistan Islam Karimov underlined that Uzbekistan considered this visit as continuation of a good-neighbourly dialogue. “As close neighbours and tried friends, we welcome the increasing international authority, the balanced foreign-policy course of neutral Turkmenistan as well as international initiatives aimed at further strengthening peace, sustainable development, and formation of new reliable mechanisms of the stable delivery of energy resources to the world markets”.

“We highly appreciate the constructive relations established between our countries on the water resources issues and common positions in such spheres”, continued President Islam Karimov noting that Uzbekistan supports the accession of Turkmenistan to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes adopted on March 17, 1992. The distinguished guest also underlined the increasing dynamics of the Turkmen-Uzbek trading and economic cooperation.

In conclusion of the top level talks, the ceremony of signing bilateral documents took place. The Programme on cooperation between the Ministry of Foreign Affairs of Turkmenistan and the Ministry of Foreign Affairs of the Republic of Uzbekistan for 2013-2014, the Protocol on Amending the Agreement between the Government of Turkmenistan and the Government of the Republic of Uzbekistan on cooperation in the field of exploration and repair-and-renewal operations at the facilities located at the border territory of the two states signed in 2008, the Agreement between the Government of Turkmenistan and the Government of the Republic of Uzbekistan on mutual reciprocal goods deliveries, the Agreement between Turkmenistan and the Republic of Uzbekistan on economic cooperation in 2013-2017 were signed during the ceremony.

Under the applause of those present at the ceremony Gurbanguly Berdimuhamedov and Islam Karimov signed the Joint Communiqué.

It should be noted that the ceremony of signing bilateral agreements in the sphere of cultural and humanitarian partnership between the two states took place on the eve of the official visit of the President of the Republic of Uzbekistan to Turkmenistan. The Republic of Uzbekistan was presented by the delegation led by Minister of Foreign Economic Relations, Investments and Trade Mr. E. Ganiev. Among the signed documents are the Agreement between the Academy of Sciences of Turkmenistan and the Committee for coordination of development of science and technologies under the Cabinet of Ministers of the Republic of Uzbekistan on holding a joint contest among initiative scientific and research projects as well as the Agreement on cooperation between the Union of Painters of Turkmenistan and the Academy of Arts of the Republic of Uzbekistan.

On conclusion of the top level talks the Uzbek leader headed to the official residence. In the afternoon President of the Republic of Uzbekistan Islam Karimov visited Gypjak where he paid tribute to memory of the first President of Turkmenistan and laid flowers to his mausoleum. The Uzbek leader visited the Turkmenbashi Spirituality Mosque.

Then the President’s cortege headed to the south of Ashgabat. The President of the Republic of Uzbekistan laid flowers to the Constitution Monument and planted a tree in the Park of Guests of Honour as a symbol of eternal friendship between the two nations.

In the evening an official reception was given on behalf of President of Turkmenistan Gurbanguly Berdimuhamedov in honour of President of the Republic of Uzbekistan Islam Karimov at the Oguzkhan palace complex. The leaders of Turkmenistan and Uzbekistan gave the speeches during the official reception.

In conclusion of the official reception the President of Turkmenistan and the President of the Republic of Uzbekistan headed to the Ashgabat International Airport, where the leaders of the two countries bade farewell to each other expressing satisfaction with the outcomes of the meeting and the Uzbek leader left Ashgabat for Tashkent.
