The results of work on the social and economic development of the country within the first nine months of the current year were summed up and the drafts of important documents and state policy issues were considered during an enlarged meeting of the Cabinet of Ministers of Turkmenistan. The meeting took place at the conference hall of the Serdar Hotel in Avaza
Vice Premiers, heads of a number of ministries and departments, veleyat khyakims presented their reports during the meeting. It was reported on the outcomes of the visits of the President of Turkmenistan to France and Switzerland, on the preparations for the official visit of President of Romania Traian Basescu to Turkmenistan on October 11-12.
It was noted that 1,254 institutions if the sphere of culture work in Turkmenistan, the country is preparing for the VII Forum of the creative and scientific intelligentsia of CIS member countries to be held in Ashgabat on October 15-16.
Within the last nine months of the current year, 21 secondary schools, 28 kindergartens, a number of higher educational institutions and sanatoriums were put into operation.
The volumes of the foreign trade turnover increased up to 36.9 percent as compared to the same period of 2011 and made up 23.3 billion US dollars. Within the first nine months of 2012 the volume of investments to development of the national economy made up 30.2 billion manats.
It was underlined that an important instrument for maintaining the stability in the country was the budget policy. Within the last nine months the revenues of the local budget were executed up to 16.4 billion manats or 139.5 percent that is 41.5 percent more as compared to the same period of 2011.
The expenditures were executed up to 10.2 billion manats or 95.4 percent. The revenues of the local budget were executed up to 113.5 percent. 76.6 percent of the budgetary funds were allocated for implementation of the social policy of the state.
In January-September, 2012, the growth of the gas condensate production made up 105.5 percent, natural and associated gas production – 108.5 percent, in the oil processing industry the growth of the gasoline production made up 105.6 percent, diesel fuel – 101.6 percent, liquefied gas – 117.7 percent, polypropylene – 111.4 percent, lubricating oil – 116.3 percent, fittings and other metal constructions – 126.1 percent, cotton wool – 111.3 percent, liquefied gas – 117.7 percent.
The growth of the rail freight turnover made up 118.8 percent, the passenger transportation by rail way - 109.2 percent and by motor transport – 100.8 percent, the growth of the motor transport freight turnover made up 101.4 percent, and the growth of the river-borne and sea-borne freight turnover made up 120.4 and 137.2 percent. Within the reporting period, the works in the sphere of communications were carried out to 119.8 percent. In particular, the plan for installation of telephones was exceeded. It was reported that up to date the number of the Altyn Asyr cellular communications subscribers has achieved more than three million people.
Summing up the reports, President Gurbanguly Berdimuhamedov noted that the country achieved encouraging results during the last nine months of 2012. As compared to the same period of the previous year, the GDP growth rate made up 11.1 percent. The government invests significant funds to development of the national economy. As compared to the same period of the last year, the volume of used funds made up 134.7 percent and the rate of salaries increased up to 11.1 percent.
The share of industry significantly increased in the total GDP volume, noted the Turkmen leader. Underlining the increase of the number of exporting branches of the national economy, the President of Turkmenistan noted that it ensured the systematic arrival of foreign currency to the national treasury. The national currency exchange rate is fixed. The rate of inflation keeps within the specified parameters.
The Turkmen leader continued that fundamental changes took place in the system of education, healthcare and science. The high growth rates were achieved in the sphere of construction, industry and other sectors.
Speaking about the results of developing the agricultural sector of the country, President Gurbanguly Berdimuhamedov expressed with satisfaction that the large-scale agricultural reform promoted achieving positive results in this important sphere.
The large-scale international and national projects are successfully implemented in the country. Among them is the construction of the North-South railway. The Turkmen leader expressed belief that construction of the Turkmen section of this steel mainline would be completed by the end of the year.
Noting that an important event – the meeting of the Elders’ Council of Turkmenistan will take place soon, the Turkmen leader stated that the meeting agenda would focus on the President’s programme and the issues related to the accelerated implementation of the large-scale reforms in rural areas.
In conclusion of the meeting the President of Turkmenistan underlined the necessity to achieve good results in the national economy and successfully complete the current year.
