Meeting of Council of the heads of CIS states, being held under the chairmanship of Turkmenistan, was opened in Ashgabat.
The Presidents of Armenia, Belarus, Kazakhstan, Russian Federation, Tajikistan, Uzbekistan, Ukraine as well as prime ministers of Azerbaijan and Moldova and first vice-premier – minister of Kyrgyzstan arrived in Ashgabat for participation in the meeting, which is hosted by Turkmenistan as the country, presiding in CIS in the current year.
After traditional ceremony of joint photographing against the background of official banner of CIS Summit and State Flags of member countries of the Commonwealth, the participants of the forum were invited to the place for meeting in narrow format.
Opening the meeting and greeting the participants of the Summit on the Turkmen land, the Chairman of Council of the heads of CIS states – President of Turkmenistan Gurbanguly Berdimuhamedov expressed sincere gratitude for cooperation that allowed successfully realizing all ideas and initiatives of the Concept of the chairmanship of Turkmenistan in CIS in 2012.
The meeting participants considered and discussed a series of issues, including organizational. Owing to them, it was made relevant decisions.
Upon completion of the meeting in narrow format, it was held a meeting in enlarged format with participation of delegation members of CIS countries.
At the meeting of Council of the head of CIS states, according to the results of consideration of a complex of issues of the agenda, it was held signing ceremony of passed documents aimed at deepening of regional cooperation in economic and humanitarian spheres, maintenance of security and other trends.
Meeting participants passed Declaration of the heads of CIS states worked out on the initiative of Turkmenistan on further development of all-round cooperation.
The heads of CIS states approved the document, determining the order of preparation for celebration of the 70th anniversary of Victory in the Great Patriotic War. This decision provides to institute the Order of Honor and Jubilee Medal “70 years of Victory in the Great Patriotic War of 1941-1945”.
Having listened to the information about activity of inter-Parliamentary Assembly of CIS member countries submitted by its Chairwoman Valentina Matvienko, Council of the heads of CIS countries approved the realized work and offered the inter-Parliamentary Assembly to continue activity on development of inter-Parliamentary interaction of the states of the Commonwealth in political, economic, legal and other spheres.
Meeting participants approved the Provision on Intergovernmental Program “Cultural capitals of the Commonwealth”. It was made a decision to realize in 2013 the Intergovernmental program in Republic of Azerbaijan, Republic of Armenia and Republic of Belarus, having announced correspondingly the cities Gabala, Gyumri and Mogilev as cultural capitals of the Commonwealth.
It was also made a decision on announcement of 2013 as the year of ecological culture and environmental protection in the Commonwealth of Independent States, having focused major efforts on this important matter within the framework of intergovernmental interaction.
The heads of states signed a series of agreements, including on cooperation in the field of arrangement of integrated currency market and cooperation in the field of security and fight against terrorism.
Council of the heads of states made a decision that the chairmanship in the Commonwealth of Independent States within 2012 will be realized by Republic of Belarus and co-chairmanship – by Turkmenistan and Ukraine.
Council of the heads of states assigned Sergey Lebedev as the Chairman of Executive Committee – Executive Secretary of the Commonwealth until December 31, 2016.
Next meeting of Council of the heads of states of the Commonwealth is planned to hold in Republic of Belarus in 2013.

Results of Ashgabat forum were announced at the press conference. Issuing an appeal to the press, President of Turkmenistan Gurbanguly Berdimuhamedov expressed conviction that reached agreements have positive effect on activity of CIS, attach them higher dynamism and purposefulness, constructive ideas and proposals will be a basis of further interaction on the space of the Commonwealth.
The head of Turkmen state noted that the year of chairmanship of Turkmenistan in CIS was productive, having confirmed correctness of chosen priorities of cooperation and opened new possibilities for their realization.
In his speech, the Chairman of Executive Committee – Executive Secretary of CIS Sergey Lebedev briefly described the results of work of the high forum, having informed the journalists of local and foreign mass media about decisions.
