President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers which examined some draft documents and discussed current problems and current issues of public life.
Opening the meeting the President recalled that on December 21 in the country celebrates the day of the first President of Turkmenistan S.A. Niyazov (Saparmurat Turkmenbashi the Great). Turkmen leader noted the great merits of the first President of Turkmenistan which will remain in the memory of the people. President Gurbanguly Berdimuhamedov said that everyone can honor the memory of this great personality and can visit the Kipchak and make a pilgrimage to the tomb of Saparmurat Turkmenbashi.
During the meeting agenda Deputy Prime Minister reported on the status of the organizational units as well as on the implementation of instructions of the Turkmen leader. In particular it was noted that the Law of Turkmenistan "On State Pension Insurance" and the Code of Turkmenistan on the social protection of the population have created a legal framework for the introduction of Turkmenistan since January 1, 2013 notional retirement method.
In the report sounded information that these days passes solid census of population and housing censuses in Turkmenistan. On the occasion of this important campaign, the central bank had issued commemorative coins made of precious metals - gold and silver.
President was briefed on preparations for the next meeting of the seventeenth parliament of the fourth convocation. It is going to be held on 22 December this year. Agenda is the results of the past 17-18 December in Ashgabat next meeting of the Ad Hoc Working Group on a draft convention on the legal status of the Caspian Sea at the level of deputy foreign ministers of the Caspian states - Azerbaijan, Iran, Kazakhstan, Russia and Turkmenistan. Were also touched upon the upcoming training program of celebrations and the opening of social and cultural facilities, scheduled for January 2013, providing subscriptions to the publication of periodicals, the building of the central apparatus of the State Border Service and campus Border Institute.
The implementation of the expanded program in Lebap velayat in the transport sector and in particular on efforts to build a new international airport in Turkmenabat was discussed as a separate topic. Also was reported on updates about the construction of a railway bridge Turkmenabat-Farabi and a new road bridge linking the coast of the Amu Darya - Atamyrat-Kerkichi. This is the final stage of work on the improvement of the bridge and the surrounding areas.
It was also reported on the progress of hydrocarbon production capacity and infrastructure development in the fields included in the Contract Area "Bagtyyarlyk" that on a production sharing develops China National Petroleum Corporation (CNPC).
To the President of Turkmenistan presented the draft Resolution "On re-determining the value of fixed assets (funds) that are on the accounting organizations, enterprises and institutions, regardless of ownership," prepared in the framework of implementation of the Program of reforming accounting and auditing standards and in accordance with the provisions of the Law of Turkmenistan "On accounting and financial reporting."
The President signed the corresponding resolution generally approved of the draft document.
In addition the President Gurbanguly Berdimuhamedov said the feasibility of the Ministry of Economy and Development Agency, which will protect the national economy from the risks and asked to draft resolutions and submit it to the Cabinet in the near future.
After a report on the situation in the agricultural sector Turkmen leader Gurbanguly Berdimuhamedov made a number of serious remarks to the Association breeding stock companies "Turkmenmallary" in activities that systematically identifies significant shortcomings including the audits conducted by the Prosecutor's Office.
In this regard the Turkmen leader instructed to take appropriate measures for the reorganization of the Association "Turkmenmallary" based on which to create a new and efficient public organization. The Turkmen leader also expressed his opinion on whether to convert the Research Institute of Animal Production and Health Association "Turkmenmallary" in an academic institution.
President Gurbanguly Berdimuhamedov signed a decree. According to this decree the Ministry of Textile Industry and Executive powers of velayat’s hyakimliks ordered to ensure that in 2013 an order for the production of raw silkworm cocoon in Akhal, Balkan, Dashoguz, Lebap and Mary velayats and instructed to keep all relevant matters under strict control.
During the meeting the head of state signed a decree "On the President's Fund to support young scientists". Also were signed as decisions concerning the purchase of gas turbine power state concern "Turkmengas" and the acquisition of fishing vessels for the State Fishery Committee of Turkmenistan.
The Turkmen leader instructed to take all necessary measures to ensure the highest degree of dignity, solemnity and at the highest level to host the celebrations in all the towns and villages of the country due to the upcoming favorite New Year's holiday.
Turkmen leader gave specific instructions to the meeting participants on timely payment of the public until December 25, wages and benefits, as well as the organization of the upcoming high-level mass celebrations on the occasion of the New Year.
Also was announced to postpone the working day from December 31 to Saturday December 29 due to celebration of the coming New Year. The Turkmen leader signed a decree and said that it would allow the public right to celebrate the holidays.
