President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers of Turkmenistan to consider the priority issues of the state policy life as well as a number of documents.

Vice Premiers and heads of ministries and departments informed the Turkmen leader on the preparations for the VII Specialized Commodities Exhibition of the Islamic Republic of Iran and the first meeting of the joint Intergovernmental Turkmen- Quatari Commission on trading and economic cooperation in Ashgabat on January 28-29, on the outcomes of the fourth meeting of the Intergovernmental Turkmen-Indian Commission on trading, economic, scientific and technological cooperation taken place in New Delhi on January 22.

It was also reported on the work carried out by the deputies of the National Parliament to improve the national legislation, on establishment of the Governmental commission to study the issues on entering into the World Trade Organization, on the progress in implementing the seasonal agricultural activities, on the existing situation in the spheres of transport and communications, on developing the national culture and mass media.

The Turkmen leader was informed on the events scheduled for February, including conferences, exhibitions, and international events, on putting new social and cultural facilities into operation. In particular, it was reported on the preparations for the festive events on occasion of the Turkmen Flag Day.

The meeting participants reported on the progress on construction of important facilities as well as on the measures taken to select a ground area for construction of an outdoor basin for 400,000 cubic meter of water in the southern part of the Turkmen capital.

The draft List of Units permitted to use in Turkmenistan as well as the draft Resolution on construction of a Specialized Rehabilitation Centre designed for 120 places in Tedjen, Aha Velayat were presented to the Turkmen leader for consideration.

Signing the Resolution approving the membership of the Intergovernmental Turkmen-Quatari Commission for Turkmenistan, the Turkmen leader gave a number of specific instructions regarding the preparations for the meeting and its organization at the high level to the Vice Premier, Minister of Foreign Affairs of Turkmenistan.

Underlining the importance of entering to the World trade Organisation, the Turkmen leader focused on the necessity to improve the trading, financial and investment regulations, control the foreign exchange rate, establish the open pricing mechanism, liquidate trade and customs restrictions, train high-qualified specialists and implement the policy of free market relations. Approving and signing the draft Resolution on establishing the Governmental Commission to study the issues on joining the World Trade Organisation (WTO), the President of Turkmenistan gave a number of specific instructions to the Vice Premier.

Approving the proposal on drafting the List of Units permitted for using in Turkmenistan in general, President Gurbanguly Berdimuhamedov instructed the relevant officials to draft the respective document and submit it for approval in the established order.

Speaking about the proper organization of work of mass media, the Turkmen leader noted that the major part of newspapers and journals issued in our country had the statement “Founder – the President of Turkmenistan”. In this regard, the President of Turkmenistan expressed the opinion that organizations should be a founder of any newspaper or journal and be responsible for it. For example, the Cabinet of Ministers of Turkmenistan should be the founder of the government newspapers “Turkmenistan” and “Neutral Turkmenistan” and the Ministry of Education of Turkmenistan – founder of the “Mugallymlar Gazeti”. The President of Turkmenistan instructed the relevant officials to study this issue and identify founders of periodicals.

Focusing on construction works in Lebap Velayat, the President of Turkmenistan said great experience and a lot of time are required for organization of a proper control in the region and signed a document appointing Vice Premier A. Egeleev a curator in charge of the works in Lebap Velayat and Vice Premier Sh. Durdylyev – in Ashgabat.

To ensure the proper implementation of the educational reforms, the President of Turkmenistan relieved Vice Premier S. Toylyev of the responsibility for Lebap Velayat. Signing the document on construction of the Specialized Rehabilitation Centre, the President of Turkmenistan noted it was necessary to introduce new disease prevention techniques and treatment modes developed by the world medicine and addressed a number of relevant instructions to Vice Premier.

During the meeting Vice Premier B. Hodjamuhammedov reported on the existing situation in the oil and gas, chemical and fish industries under his supervision as well as on the preparation of new large-scale investment projects to be implemented in the fuel and energy complex.

In particular, it was reported on involvement of foreign partners in drilling and developing field wells at the Galkynysh gas deposit as well as implementing ecological projects and building the systems of industrial sewerage and water recycling at the Turkmenbashi complex of oil refineries. The drafts of relevant Resolutions were presented to the Turkmen leader for consideration.

The Vice Premier also informed the Turkmen leader on the outcomes of negotiations with Japanese businessmen.

Singing the Resolutions on drilling and developing field wells at the Galkynysh gas deposit as well as implementing ecological projects and building the systems of industrial sewerage and water recycling at the Turkmenbashi complex of oil refineries, the President of Turkmenistan instructed the relevant officials to take the implementation of tasks under the rigorous control.

Vice Premier, Director of the State Agency on Managing and Using Hydrocarbon Resources under the President of Turkmenistan Ya. Kakaev reported on the existing situation in the spheres under his supervision and the progress in implementing the large-scale projects by leading foreign oil and gas companies.

It was also reported on the progress of works carried out by the CNPC Company at the deposits on the Bagtyyarlyk contractual territory.

Summing up the report, President Gurbanguly Berdimuhamedov underlined the increase of oil and gas production volumes as well as enhancement of the raw material basis ranked among the strategic tasks set to the fuel and energy complex of the country. Implementation of the state strategy in this sphere envisages hydrocarbon production as well as treatment of hydrocarbon based on the most advanced technologies that allow producing various high-quality goods that are of great demand on the domestic and world markets. The other important issues were considered and relevant decisions were adopted during the meeting.
