President of Turkmenistan Gurbanguly Berdimuhamedov is paying a state visit to the People’s Republic of China on November 22-25. The major aim of the visit is to analyze the progress made at the present stage of fruitful interstate cooperation, discuss aspects of collaboration in the political, trade and economic, scientific and technologies and other spheres and identify priority options in the promotion of multifaceted contacts at a new stage of Turkmen-Chinese partnerships.
The chronicle of bilateral meetings between the leaders of the two states vividly illustrates the intense dynamics of an exchange of top level visits and talks in recent years. So, the state visit of President of Turkmenistan Gurbanguly Berdimuhamedov to the People’s Republic of China in July 2007, when qualitatively new options for cooperation were identified, became another milestone in the history of bilateral relations. In 2008, PRC President Hu Jintao paid the official visit to Turkmenistan which became a continuation of the talks which the leaders of the two states had held when the Turkmen leader was visiting Beijing to attend the ceremony of opening XXIX Summer Olympic Games. The top level meeting in September 2004 when the leaders of Turkmenistan and China were participating in the sixty-fourth session of the United Nations General Assembly was of considerable importance. PRC President visited Turkmenistan in December 2009, and a few months later, in the spring of 2010 President Gurbanguly Berdimuhamedov paid the state visit to the People’s Republic of China where he attended the ceremony of opening the Shanghai World Expo 2011.
This top level meeting in the People’s Republic of China vividly illustrates that new approaches to promoting bilateral agreements and a mutual willingness to carry intentions into effect and fill news fields of collaboration with a specific content can make the time go faster.
Addressing the press conference with journalists of the Chinese newspapers and journals before his visit to China, President Gurbanguly Berdimuhamedov said “Turkmenistan views the PRC as a strategic and dependable partner who it is bound not only with the historical ties of centuries-old friendship that had deep roots in the antiquity and become much stronger in time of the Great Silk Road but also joint ambitious projects”. These include the Turkmenistan-China transnational gas pipeline, the longest energy route on the Eurasian continent which is vivid evidence of the success of interstate cooperation meeting national interests of the two nations as well as serving as an essential factor for strengthening peace and stability on a global scale.
The significance of the balanced development of Turkmen-Chinese partnership is becoming apparent given modern geopolitical realities when the role of Turkmenistan and China in the Asian region and the world arena is steadily growing and our country are taking consistent steps to integrate in the global economy.
A key success factor in bilateral relations between Turkmenistan and the People’s Republic of China is an identity of views on a wide range of international issues, active collaboration and mutual support within the international organisations. Both Turkmenistan and China advocate that the multipolar world be created, a new framework for international relations pursuant to the UN charter and universally recognized norms of international law be built, the UN’s role in world affairs be enhanced and peaceful and diplomatic means of solving disputes be used standing against the use of force to settle international conflicts
A projection of political relations between the two states is their trade and economic relations the intensity of which is provided by the long-term and strategic nature of partnership. In this regard the similar economic development tactics Turkmenistan and China country uses to go through the period of drastic reforms and changes have a positive effect. What these tactics have in common in spite of the national specifics is the step-wise advancement towards market relations which is consistent and evolutional.
China is one of Turkmenistan’s strategic business partners. Our countries have significantly increased bilateral trade in recent years and keep dynamically advancing it. In order to promote this aspect of partnerships the Turkmenistan-China Committee for cooperation was established. In September this year the Turkmenistan-China Subcommittee for energy cooperation conducted the first meeting in Ashgabat.
Today Chinese companies actively collaborate with Turkmenistan to implement ambitious infrastructure projects in the fuel and energy, transport and communications, agricultural, pharmaceutical and construction sectors and the textile, chemical and food industries. Dozens of enterprises with the share of Chinese capital effectively operate in our country.
This effective collaboration is founded on a strong regulatory framework composed of bilateral agreements concluded at the interstate, intergovernmental and interdepartmental levels. The two states accredited the embassies to Ashgabat and Beijing, established air services and promote historical and cultural contacts between the brotherly nations. Turkmen young citizens study at higher educational institutions in the People’s Republic of China.
Taken together, all these factors allow asserting that this visit of the Turkmen leader to China will reflect a fundamentally new approach that the friendly states take to build multifaceted collaboration to meet modern requirements.
The busy programme of the visit of President Gurbanguly Berdimuhamedov to the People’s Republic of China includes a meeting with PRC President Hu Jintao and the leadership of the friendly country in Beijing. The leaders of the two states and the members of the government delegations of Turkmenistan and China are to discuss the ways to enhance economic cooperation.
The bilateral intergovernmental talks are expected to result in signing a package of intergovernmental documents which will facilitate expansion and intensification of partnerships and secure new mechanism for cooperation in priority areas.
In the framework of the visit to the People’s Republic of China the Turkmen leader will visit Zhenzhen, the special economic zone and Hong Kong, the special administrative region of the People’s Republic of China situated immediately north of it where the meetings of the Turkmen leader with local officials and businessmen are expected to take place.
Furthermore, the members of the Turkmen delegation will participate in a number of joint events timed to the visit of the President of Turkmenistan to the People’s Republic of China.
Thus, this visit of the leader and the government delegation of Turkmenistan to the People’s Republic of China is to become a new critical step to enhance mutually advantageous economic partnership as well as facilitate promotion of humanitarian contacts between the two nations and popularization of Turkmen culture worldwide.
