Talks between leaders of Turkmenistan and Ukraine

President of Turkmenistan Gurbanguly Berdimuhamedov and President of Ukraine Viktor Yanukovich, who had arrived in our country for a state visit, held talks in Ashgabat.

The one-to-one talks took place in the Golden Hall in the Oguzkhan presidential palace complex. The leaders of Turkmenistan and Ukraine discussed the progress in implementing bilateral agreements and a number of important issues of regional and international politics and exchanged views on the current state and prospects of cooperation. Then the government delegations of Turkmenistan and Ukraine joined in the talks which took place in the Sultan Sanjar Hall.


President Gurbanguly Berdimuhamedov emphasized that a political dialogue between Turkmenistan and Ukraine was intensified significantly mainly due to the unanimity of views and the coincidence or similarity of approaches to addressing urgent issues of the modern world. President Gurbanguly Berdimuhamedov expressed gratitude to the leadership of Ukraine and particularly President Viktor Yanukovich for constructive cooperation within the authoritative international organisations, first of all the UN. The Turkmen leader expressed belief that relationships would develop in the format of other international agencies, in particular within the OSCE that Ukraine had been presiding over since the beginning of 2013.

Touching upon bilateral trade and economic partnership, President Gurbanguly Berdimuhamedov noted that a number of important joint projects had been implemented in the key areas, such as the oil and gas, transport and urban development sectors. The President of Turkmenistan reaffirmed that our country stood ready to further mutually beneficial relationships with Ukrainian partners. That would be evidenced by the ceremonies of opening and laying a foundation stone of important transportation infrastructure facilities in Lebap Velayat which would take place during the state visit of the Ukrainian leader to Turkmenistan.

President Gurbanguly Berdimuhamedov focused on tourism industry as a new promising area of cooperation. In this regard, the Turkmen leader suggested considering the possibility of the Council for Business Cooperation being created and holding a bilateral symposium in Ashgabat under the science and technology cooperation programme between the Academy of Sciences of Turkmenistan and the National Academy of Sciences of Ukraine.

The floor was given to the President of Ukraine. President Viktor Yanukovich noted that the talks focused on the important areas of Turkmen-Ukrainian cooperation in enhancing bilateral economic contacts. The President of Ukraine dwelt upon the energy sector, the trade and economic sphere and humanitarian and cultural contacts as priority areas for concerted efforts.


The ceremony of signing bilateral documents took place after the talks.

The Agreement on trade and economic, scientific and technical and cultural cooperation between the Balkan Velayat Khyakimlik of Turkmenistan and the Odessa Regional State Administration of Ukraine; the Agreement on trade and economic, scientific and technical and cultural cooperation between the Ahal Velayat Khyakimlik of Turkmenistan and the Kiev Regional State Administration of Ukraine; the Memorandum of Understanding between the Turkmengaz State Concern and the Public Joint Corporation “National Joint Stock Company Naftogaz of Ukraine”; the Memorandum of Understanding between the Ministry of Finance of Turkmenistan and the State Service for Financial Monitoring of Ukraine to counter money laundering and the financing of terrorism, the Agreement between the National Olympic Committee of Turkmenistan and the National Olympic Committee of Ukraine; the Agreement on cooperation in the field of physical culture and sport between the State Committee for Sport of Turkmenistan and the Ministry of Education and Science, Youth and Sport of Ukraine and the Programme of cooperation between the Ministry of Foreign Affairs Turkmenistan and the Ministry of Foreign Affairs of Ukraine for 2013 were signed.

To the applause of those present President of Turkmenistan Gurbanguly Berdimuhamedov and President of Ukraine Viktor Yanukovich affixed their signatures to the Joint Communiqué on the enhancement of the ties of friendship and cooperation between Turkmenistan and Ukraine.

After concluding the signing ceremony, the leaders of the two states held a press conference on the outcomes of the Ashgabat talks in the Magtymguly Hall.

In the afternoon President of Ukraine Viktor Yanukovich laid flowers to the Monument to the Constitution of Turkmenistan in the south of Ashgabat and the monument to the prominent Ukrainian poet Taras Shevchenko in the historic centre of the Turkmen capital.

In the evening President of Turkmenistan Gurbanguly Berdimuhamedov gave an official dinner in honour of President of Ukraine Viktor Yanukovich at the Oguzkhan presidential palace complex. The leaders of Turkmenistan and Ukraine exchanges speeches during the official reception.
