The ceremonies of opening important facilities and laying a foundation stone of industrial and transportation infrastructure facilities in the eastern region of the country took place in Lebap Velayat. President of Turkmenistan Gurbanguly Berdimuhamedov and President of Ukraine Viktor Yanukovich, who was on a state visit to Turkmenistan, attended the ceremonies.
President Gurbanguly Berdimuhamedov and President Viktor Yanukovich flew by helicopter to the venue for the opening ceremony of the cement plant built in the vicinity of Garlyk settlement, 45 kilometres from Koitendag etrap centre and 350 kilometres from Turkmenabat. The construction of the cement plant in Garlyk started in September 2009. The leaders of Turkmenistan and Ukraine attended the ceremonies of laying a foundation stone of the cement plant and other facilities in the eastern region of Turkmenistan. The project of the cement plant was developed and implemented by Turkish Polimeks at the request of the Ministry of Industry of Turkmenistan.
Its design capacity is 1 million tons per year. Raw materials will be delivered from an open pit located in immediate proximity to the industrial enterprise. About a thousand of specialists will operate production lines and units of the cement plant that has an area of 60 hectares.
The leaders of Turkmenistan and Ukraine visited the office building, laboratory and central control room where they got acquainted with the manufacturing schemes and production method. Then they commenced operations at the cement plant. The new enterprise with the comfortable conditions for work and recreation for local specialists meets environmental requirements. There are the canteen, medical aid post, sports grounds for healthy leisure activities and parking lots in the territory of the cement plant. The adjacent territory with footpaths is improved, planted with trees and shrubs and illuminated. Workers and specialists will live in three four-storey 16-apartment houses with modern conveniences and two buildings with the total area of 2,500 square metres in the township.
The Lebap plant is built in the region rich in basic raw materials (limestone, clay, silica sand and gypsum) it needs to produce high quality cement. It is located almost in the neighbourhood of the future giant of Turkmenistan’s metal mining industry – the potash works that creates a domestic demand for cement. An access railroad leads to the enterprise; a highway is under construction in the neighbourhood of the cement plant.
The leaders of the two states attended the opening ceremony of the Atamyrat-Kerkichi highway bridge across the Amudarya.
The bridge project was developed by the Research Design Institutes Soyuztransprojekt and Ukrgiprobudmost from Kiev. Its length is 1,415 metres, and the width of the dual carriageways is 11.5 metres plus sidewalks. The bridge has 14 strong pillars 40-48 metres deep built from high grade concrete and strong reinforcement rods. They are ‘dressed’ in glass polyester tubes that prevent deterioration. Bridge pillars are based on firm bridge foundations that support multi-ton steel structures and bridge elements. A number of illuminated roads lead to and from the bridge. The engineering and operational parameters of the new ultra-modern transport corridor comply with international standards. The bridge meets the necessary requirements to vehicles mass and load capacity and traffic speed. The bridge is designed to resist magnitude-9 earthquake. After the opening ceremony the leaders of Turkmenistan and Ukraine flew by helicopter to the venue for the ceremony of laying a foundation stone of the airport in Turkmenabat.
The project of the airport with the capacity of 500 passengers per hour was developed by the Altkom Financial Industrial Group (Ukraine). The project developed by the Ukrainian partners envisages the passenger, VIP and cargo terminals, 3,800-metre runway, taxi tracks, aircraft parking areas and apron, air traffic control towers, buildings of air traffic control centres and other facilities being built. There will be the medical aid post, canteen, hotel for 100 visitors and indoor parking garage in the territory of the airport. The necessary supply networks and communications and transportation infrastructure facilities are to be built.

The length of the highway bridge that meets engineering and operational requirements is 1,600 metres and the width of its carriageway is 21.5 metres. The bridge span will be high enough to let river ships move without hindrance. The Turkmenabat-Farab railway bridge 1,750 meters long will meet seismic and traffic safety requirements. The President of Ukraine left for Kiev on that day.
