President of Turkmenistan chaired a regular meeting of the Cabinet of Ministers to consider the draft documents and particular state policy issues. The meeting took place at the Ruhyet Palace in Turkmenabat. The representatives of the State Security Council of Turkmenistan as well as Khyakims of velayats and Ashgabat were invited to attend the government meeting.
President Gurbanguly Berdimuhamedov gave floor to Minister of National Security Ya. Berdiev, who reported on the work to draft the Decree of the President of Turkmenistan “On the Pardon of Convicted Persons in Honour the National Flag Day”.
Signing the Decree, President Gurbanguly Berdimuhamedov emphasized that this action was dictated by the ideals of mercy, justice and humanism bequeathed by our ancestors to us and the principles of a democratic, jural state. The Turkmen leader instructed the law enforcement agencies to ensure that all pardoned persons would be released from prisons in a timely manner so that they could return home during the holidays. The Turkmen leader urged law enforcement officers, government institutions and public organisations to help people, who made mistakes, to find a right way and contribute to the life of the country in the epoch of new Revival and great reforms by their honest labour.
Then the floor was given to Vice Premier, Executive Officer of the President’s Office H. Muhammedov, who reported on the ongoing work to coordinate the measures taken in the sphere of public administration and the fulfilment of the Turkmen leader’s instructions.
In particular, the draft Resolution “On holding the International Investment Forum of Turkmenistan in the Turkish Republic” and the Working plan of the forum as well as the document on approving the membership of the Intergovernmental Commission of Turkmenistan and Saudi Arabia on trade and economic cooperation for Turkmenistan were submitted to the Turkmen leader for consideration. The Vice Premier, Executive Officer of the President’s Office also reported on the preparations for the second meeting of the commission to be held in Ashgabat on February 20-21.
Approving the draft documents and signing the Resolutions, the President of Turkmenistan instructed the relevant officials to organize and hold the forthcoming events, which would contribute to stepping up traditionally friendly interstate relations, in a proper manner.
Then the floor was given to Vice Premier A. Gochyev, who reported on the work done within the framework of implementation of the Programme on development of financial and banking system of Turkmenistan for 2012-2016. The Vice Premier presented a proposal on supplying the State Reference Centre of Turkmenistan under construction in Ashgabat with standard equipment to the Turkmen leader for consideration.
Approving the proposals in general, the President of Turkmenistan instructed the Vice Premier and the heads of the Turkmenstandartlary Main State Service to purchase equipment for the State Reference Centre of Turkmenistan under construction in Ashgabat.
Vice Premier, Minister of Foreign Affairs of Turkmenistan R. Meredov reported on the preparations for an official visit of the President of United Arab Emirates to our country on February, 16. It was also reported on the preparations for the International scientific conference “Diplomacy of the Great Silk Road: from history to the future” dedicated to the fifth anniversary of establishing the Institute of International Relations of the Ministry of Foreign Affairs of Turkmenistan scheduled for March 14-16.
The President of Turkmenistan signed the relevant documents and instructed officials to organize and hold this forum in a proper manner.

Vice Premier S. Toylyev reported on the existing situation in the spheres under his supervision. The Vice Premier informed the President of Turkmenistan on the preparations for the Week of Health and Happiness to be held in Turkmenistan on April 1-7.
Signing the Resolution “On holding the week of health and happiness”, President Gurbanguly Berdimuhamedov instructed all ministries and sectoral departments, organizations and enterprises regardless of the form of property to organize physical exercises within the framework of the Week.
Then the floor was given to Chairperson of the Mejlis A. Nurberdyeva, who reported on the preparations for the festive events in honor of the National Flag Day of Turkmenistan.
Vice Premier, Director of the State Agency for Hydrocarbons Use and Management under the President of Turkmenistan Ya. Kakaev reported on the existing situation in the sectors under his supervision, in particular the international cooperation in the fuel and energy sector.
It was reported on the progress in implementing the project on construction of the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline as well as on the measures taken to establish Turkmenistan Government Working Group on energy diplomacy.
During the meeting the President considered the other state policy issues and adopted the relevant decisions on them and signed a number of important documents.
