President of Turkmenistan Gurbanguly Berdimuhamedov chaired an enlarged meeting of the Cabinet of Ministers. The priority state policy issues, the drafts of important documents and the preliminary outcomes of the agricultural sector development strategy were considered during the meeting. Velayat khyakims, high-ranking officials of ministries and departments, institutions of higher education and news agencies participated in the meeting.
Before opening the meeting, the Turkmen leader congratulated those present and in their person citizens of the country on the Harvest Day. The Turkmen leader noted that the reforms taking place in the agricultural sector in recent years were giving positive results emphasizing that Turkmen farmers had returned a labour victory to the state support and efforts and fulfilled their contractual obligations on ‘white gold’ production and completed the winter sowing campaign in a timely manner.
The year of the 20th anniversary has been marked with outstanding achievements. This year the rich wheat harvest has been reaped, and the country ranked among grain exporting countries for the first time over its history. Agricultural workers have reaped the rich harvests of other agricultural crops, apply advanced management techniques and state-of-the-art equipment and improve the standards for farming, said the Turkmen leader.
Ahal Velayat Khyakim D. Myratberdiev reported on the fulfilment of the Turkmen leader’s instructions, and the work done in the region for ten months of the current year. The Khyakim also reported that 125,000 hectares had been sown with winter wheat in the region this year. Balkan Velayat Khyakim S. Satlykov reported on social and economic development of the region for ten months of the current year. It was noted that the total industrial output for the reporting period had made up 125.6 percent as compared to the same period of 2010. Reporting on the existing situation in the agro-industrial sector of the region, the Khyakim informed that the preparatory cotton sowing activities had been carried out, the care for first sprouts on the 80,000-hectare wheat fields was being provided and fodder had been stored at livestock farms throughout the country in a sufficient amount.
The information on the work carried out in the Avaza national tourism where a number of ambitious investment projects had been launched to develop infrastructure and beautify the seaside resort, construct recreation centres, hotels and other tourist facilities which would be built at the request of velayat khyakimliks, ministries and department was presented.
Noting that the success of all agricultural activities could be achieved through the compliance with agro-technical norms and requirements, scientists’ recommendations, the Turkmen leader focused on the need to closely combine science and practice, effectively adopt innovative methods and enrich centuries-old traditions of farming. The President said the primary task set to livestock breeders throughout the country was to prepare livestock farms for the winter months.

It was noted that the economic indicators in the reporting period illustrated sustainable and dynamic development of the national economy of the region. In particular, the growth rate at local industrial enterprises in the region in the reporting period made up 121.3 percent as compared to the same period of 2010. The revenues of the local budget were implemented by 101.1 percent and the expenditures – by 97.7 percent.
Reporting on the progress of seasonal agricultural activities in the northern region of the country, particularly the winter wheat sowing campaign, the Khyakim informed that the sown area in the region occupied 108,000 hectares. At the conclusion the Khyakim said the plan of investment used from all sources of financing had been implemented by 109 percent as compared to the same period of 2010.
